Global Infrastructure Facility (GIF) May 31, 2017 A partnership platform for greater investment in the infrastructure of emerging markets and developing economies

MDBs and Project Preparation Emerging markets and developing economies have large infrastructure investment needs Sponsors need competitive financing options; Basel III regulations reduced banks ability to provide long tenors; and institutional investors seek investments with predictable long-term cash flows However, there isn t a pipeline of bankable, well-prepared projects that satisfies the needs of the public and private parties MDBs can play a key role in supporting governments to prepare a pipeline of well-structured projects, and providing the risk mitigation necessary to attract investors MDBs have the instruments to provide end-to-end project preparation support, from upstream sector reform to project identification, preparation, transaction, and financing The GIF brings together governments, financiers, investors and the MDBs in a collaborative platform to prepare and structure commercially viable complex infrastructure projects

Who we are GIF is a $90 million facility housed at the World Bank Focused on the application of private investment in infrastructure, closing the investment gap and improving services Supports governments in emerging markets and developing economies with the identification, analysis, preparation and procurement of complex and innovative projects Aim to maximize the likelihood projects will obtain financing from long-term private sources, such as institutional investors Eligible sectors: energy, telecommunications, transportation, and water & sanitation Thematic focus areas: i) climate smart projects; and ii) trade enabling infrastructure 3

GIF Partners Technical Partners: MDBs who lead GIF project support activities. GIF s Technical Partners include: the Asian Development Bank, European Bank for Reconstruction and Development, European Investment Bank, Inter- American Development Bank, International Finance Corporation, and the World Bank. Advisory Partners: Provide a sounding board for GIF-supported projects and initiatives. They include private investors, financiers, and other entities involved in private sector infrastructure finance. Funding Partners: Contribute financial resources to the GIF Beneficiary Partners: Developing country government representatives to the Governing Council.

What we do GIF provides support to governments across the following project stages: Project or program definition: pre-feasibility analysis to prioritize investments, test a project concept, and prepare a project preparation plan. GIF can also support legal, regulatory or institutional reforms required to enable a project. Project preparation and investment feasibility assessment: support for feasibility studies (technical, economic, etc.), social and environmental impact assessments, investment appraisal and risk analysis, and project structuring. Transaction design and implementation: support in preparing transaction documentation and managing a competitive transaction process. Financing: support to move from commercial to financial close, including coordination of public and private financing arrangements, and arranging/designing risk mitigation instruments. GIF focuses on innovative and/or complex projects and financing structures.
