GICIYE 3 HYDROELECTRIC POWER PLANT FEASIBILITY STUDY CALL FOR TENDERS Intrductin The Gvernment f Rwanda plans t increase very significantly its electricity generatin capacity in the cming years. It is in this spirit that Rwanda Muntain Tea Ltd decided t seize the pprtunity and invest in Hydrpwer plants. Rwanda Muntain Tea Ltd currently perates a 4 MW Hydrpwer Plant n Giciye river and there is an nging cnstructin f a secnd plant f 4 MW n the same river. Rwanda Muntain Tea Ltd is lking fr the develpment f a third hydrpwer prject in the lwer reach f the Giciye River. The prject is lcated sme 20 km Suth-West f Musanze city, in the Western Prvince, Nyabihu District, Ruremb/Shyira Sectrs. The bundary f the prject is delimited: a) Upstream, by the Giciye II hydrpwer plant, actually under cnstructin by Rwanda Muntain Tea Ltd, at elevatin 1785 masl [crdinates 35M 788260 E 9815320 S], b) Dwnstream at the level f the cnfluence f the Giciye River with the Mukungwa River. The maximum ptential head f the reach is arund 330 m. It is prpsed t hire a cnsultant t prceed t a Feasibility Study, lking fr the best alternative fr an ptimal use f the available head. The cnsultant will generate and evaluate a set f alternatives, select the best alternative accrding t a balanced set f evaluatin criterin, and establish the technical, financial, ecnmic, scial and envirnmental viability f the selected alternative and prepare tender dcuments fr cnstructin and prcurement. Objective f the Study The study will be carried ut in tw phases: a) Phase 1: Develpment and evaluatin f alternatives The general purpse is t define different pssible alternatives, t determine their verall feasibility, t evaluate the cnstructin csts, ptential generatin and envirnmental and scial impacts. Based n the verall evaluatin f the alternatives, the Cnsultant will prpse the best alternative t be develped further at the feasibility level. Specific bjectives are: i. T cllect the available infrmatin n the site and n the upper prjects f Giciye I and II, and ther ptential develpment in the catchment area;
ii. iii. iv. T carry ut the necessary investigatins: tpgraphy, gelgy/getechnics and hydrlgy in rder t get the basic dcumentatin fr the study; T generate alternatives, taking int cnsideratin the necessity f the ptimal use f the ptential f the site within its bundaries; T prepare a preliminary cst estimate (CAPEX and OPEX), t determine the expected/ptential pwer generatin and t set up in an ecnmic mdel in rder t define the financial figures f the pssible alternatives; v. T describe the ptential impacts f the prjects and vi. T prpse the best alternative accrding t the defined criterin. b) Phase 2: Detailed assessment f the selected alternative With all the studies necessary t determine the verall feasibility f implementing the Prject. Specific bjectives are: i. T establish the technical, ecnmic, envirnmental and scial feasibility f the prject; ii. iii. iv. T estimate the cst f implementing the prject; T prepare preliminary design f the prject; T prepare an implementatin schedule fr the prject, And v. T prepare the tender dcuments fr cnstructin and prcurement. Scpe f services The fllwing are the specific activities t be carried ut by the cnsultants: Phase 1 (a) Review all the existing infrmatin, reprts and studies relevant t the Giciye III Hydr Pwer Prject. (b) Plan and execute the required site investigatins that will include but nt limited t getechnical investigatins, tpgraphical surveys, meterlgical and hydrlgical surveys. (c) Cme up with varius alternative ptins f implementing the prject as well as investigating temprary and permanent access facilities t the prject and pwer evacuatin ptins fr the pwer generated by the prject. (d) Establish a preliminary envirnmental and scial impact inventry fr the prject alternatives. (e) Determine a preliminary implementatin time schedule fr each prject alternatives, (f) Carry ut a preliminary Financial and Ecnmic analysis f the prjects alternatives including calculatin f the financial internal rate f return (FIRR), taking int accunt all the financial csts and benefits f the prpsed prject. Sensitivity analyses shuld be carried ut n the financial results with respect t changes in several key variables. (g) D a cmparative ranking f fr all the prjects alternative ptins based n the ecnmic and financial analysis and recmmend the best alternative and its implementatin plan.
Phase 2 (a) Carry ut basic design f prject features including but nt limited t the river diversin, intake, water way, penstck, pwer huse, hydr-mechanical equipment, generating equipment and tail race. (b) Plan and cmplete additinal site investigatins if required, such as getechnical investigatins, tpgraphical surveys and hydrlgical surveys. (c) Carry ut extensive envirnmental and scial impact assessment (ESIA) assessment f the prject in cmpliance with the guidelines f REMA - Rwanda Envirnment Management Authrity. (d) Determine an implementatin time schedule fr the prject. (e) Prepare a cnstructin plan and cst estimate fr the main civil wrks including preparatry wrks, hydr-mechanical wrks, generating equipment and transmissin line as well as assciated expenditure disbursements plan and schedules. (f) Carry ut an in-depth Financial and Ecnmic analysis f the prject including calculatin f the financial internal rate f return (FIRR), net present value (NPV) and weighted average cst f capital, taking int accunt all the financial csts and benefits f the prpsed prject. Sensitivity analyses shuld be carried ut n the financial results with respect t changes in several key variables. (g) Identify all risks t the prject and suggested mitigatin plans. Cnsultant shall als identify risks related t revenues and csts and cnduct relevant sensitivity analyses n the financial results with respect t changes in several key variables. The cnsultant shall prepare an verall risk management matrix fr mitigating identified risks and unknwns during planning stage, prcurement stage, cnstructin stage, cmmissining, defects liability, and peratin perid. (h) Prepare Draft Feasibility Study Reprt, including drawings, fr review and discussin. (i) Prepare a Final Feasibility Study Reprt taking int accunt client s cmments. (j) Prepare a separate executive summary styled reprt f a standard and quality acceptable t funding agencies utlining the principal f the prject, csting f the basic cmpnents, ecnmic and technical justificatins and the scial and envirnmental assessment f Giciye III Hydrpwer prject. (k) Prepare a cmplete tender dcumentatin set fr cnstructin and prcurement, including Technical Specificatins, Drawings, General and Special Cnditins. Expected utputs The Cnsultant shall prepare and submit t the Client the fllwings dcuments and reprts. 1) Phase 1 reprt (5 cpies) 2) Draft and Final Feasibility Study Reprt (10 cpies), including drawings 3) Executive Summary f the Final Feasibility Reprt (10 cpies) 4) Tender dcuments fr cnstructin and prcurement
Guidance n tender submissins The fllwing is required in the tender respnse: Technical skills f prject team. Tenderers shuld: Clearly identify members f the prject team. Demnstrate relevant skills and knwledge f prject team. Prvide prfessinal CVs f individuals wh will be invlved in the delivery f the cntract. Relevant experience and past perfrmance. The ideal submissin wuld shw a strng recrd, knwledge and experience f the members f the prject team in carrying ut feasibility wrk and develping cmmunity wned hydr prjects t planning permissin and beynd. Tenderers shuld demnstrate: Technical hydr pwer capability, including pre-feasibility and design capability; Experience f wrking with Cmmunity Grups n energy related prjects A track recrd f taking hydr prjects thrugh the develpment prcess, including activities such as applying fr CAR licenses/cnsulting with SEPA and managing steps in the hydrpwer develpment prcess; A reference (and cntact details) shuld be prvided fr a minimum f three examples. Prject management and risk. Tenderers shuld: Detail prject management prcesses. Set ut the prject plan demnstrate hw the prject will be phased. Outline their understanding f risk and apprach t managing prject risks. Prject understanding. Tenderers shuld demnstrate and understanding f the requirements f the prject. Methdlgy. Tenderers shuld: Demnstrate hw all elements described in the tender specificatin will be met. Prvide a prpsed prject prgram fr the delivery f the different elements and key milestnes fr the scpe f wrks. The cntractr shuld clearly state any specific exclusin frm the scpe f wrks. Price. Tenderers shuld: Prvide detailed csting fr all activities in the scpe f wrk. Prject csting shuld be clearly brken dwn by prject tasks. The cntractr shuld clearly state any specific additinal activities t the scpe f wrks (and why they have been included), these shuld be prices as separate line items. Give an indicatin f value fr mney.
Tender Evaluatin Criteria All submissins frm suppliers will be scred n bth price and quality. The cntract will be awarded t the supplier wh receives the highest ttal scre. The remaining Tenderers will receive marks n a pr rata basis frm the cheapest t the mst expensive price. The ttal price submitted by the Tenderer will be used fr the purpse f this evaluatin. This will als be subject t frmal apprval by the Client prir t any further wrk being undertaken. Terms and Cnditins The wrk described abve is what is currently envisaged t be required, but the Client reserve the right t vary these requirements, by mutual agreement with the successful cnsultant.
