AAA Brief: Federal Budget 2013 BUDGET HIGHLIGHTS The Government has projected a deficit of $18 billion in 2013-14, compared with a deficit of $19.4 billion in the current financial year. The Budget has committed $24 billion in funding to the next phase of the Nation Building Program from 2014-15 to 2018-19. In 2013-14 expenditure on land transport infrastructure is projected to be $4.9 billion, compared with $3.5 billion in 2012-13. A number of key priority projects identified by the motoring clubs have received funding in this financial year, and over the forward estimates. These projects are identified on the following page. 1. Infrastructure and Transport Portfolio: 2013-14 Infrastructure expenditure on land transport for 2013-14 is $4.9 billion. This represents an increase on the 2012-13 expenditure, which was $3.56 billion. The total road infrastructure expenditure for 2013-14 is $3.5 billion. This is an increase on the 2012-13 expenditure, which was $2.5 billion. Land transport infrastructure is projected to decrease gradually over the forward estimates, and is expected to be $3.3 billion by 2016-17. Revenue from fuel excise in 2013-14 will be $15 billion, an increase from the 2012-13 figure of $14.6 billion. 2. Nation Building Program Details of the next phase of the Nation Building Program have been released. In particular, the Budget commits to investment of $24 billion on road and rail infrastructure over the period 2013-14 to 2018-19. Infrastructure Funding Reform The Melbourne Metro Rail project and the Brisbane Cross River Rail project will both be subject to availability payments as part of a public private partnership funding arrangement. This is the first time that availability payments will be used for public transport projects. 4. Other Relevant Funding Programs 4.1 ACCC Petrol Commissioner and Formal Petrol Monitoring The Government will provide $1.4 million to the ACCC to continue the role of the Petrol Commissioner and formal monitoring of petrol prices under Part VIIA of the Competition and Consumer Act 2010 for twelve months, to December 2014. 4.2 AAA keys2drive Program Funding of $1.5 million has been allocated for 2013-14, to enable completion of the existing funding agreement.
