STANISLAUS COUNTY OFFICE OF EDUCATION NOTICE OF AND INSTRUCTIONS FOR ANNUAL PRE-QUALIFICATION OF PUBLIC WORKS CONTRACTORS The Stanislaus County Office of Education has determined that all licensed contractors who intend to submit bids on Stanislaus County Office of Education Public Works projects must fully complete the required pre-qualification process. Only bids from pre-qualified contractors will be accepted on County Office projects and all entities making a bid as a joint venture must be pre-qualified. NOTICE OF PRE-QUALIFICATION WINDOW The Stanislaus County Office of Education will accept pre-qualification applications from 8:00 a.m. until 2 p.m. on January 16, 2018. The required Statement of Experience form and Financial Statement are private and confidential, are not public records and will not be released by the County Office of Education absent a legal requirement to do so. The information provided in the attached Statement of Experience and Financial Statement, and any other documents or information provided by the pre-qualification applicant will be used by the County Office, along with other sources of information available to the County Office to pre-qualify applicants and to determine the size and scope of projects that each successful pre-qualification applicant is qualified to bid. Enclosed with this Notice and Instruction are the following documents: 1. Stanislaus County Office of Education required Statement of Experience form; 2. Stanislaus County Office of Education required Pre-Qualification Financial Summary; 3. Stanislaus County Office of Education Pre-Qualification Selection Criteria Evaluation (This form is provided for information only so that applicants understand the evaluation criteria for informational purposes only.) The answers to questions set forth in the Statement of Experience will be used to determine whether or not an applicant is rated as superior, adequate or inadequate in each of the selection criteria areas. All applicants receiving a superior or adequate determination in all categories will be passed on to the presentation/oral interview process, if one is implemented, or otherwise determine to be pre-qualified if the County Office waives the presentation/oral interview process. The answers given to all questions will be considered for each of the published criteria s/factors where the answers are relevant to the material. For example, answers to question 12 regarding defaults on public works, question 13 regarding bankruptcy, question 15 regarding debarment, and question 28 regarding in surety payments on behalf of applicants on other projects because of defaults to effect ratings, published criteria/factors to 5, 9, 10, 11, and 12. Answers demonstrating prior defaults, bankruptcies, debarments in surety payments because 1
of default will, barring extenuating circumstances, result in inadequate ratings in relevant categories resulting in a not qualified determination based on County Office s published criteria/factors. This pre-qualification process is used to preliminarily determine contractor responsibility. Pre-qualification does not eliminate or otherwise preclude County offices consideration of whether or not a pre-qualified contractor has the demonstrated responsibility, capacity and experience to complete any specific project responsibly based on the size, scope, or unique requirements of any given project. Upon notice that an applicant is not pre-qualified to submit bids on Stanislaus County Office of Education Public Works projects for reasons other than the applicant s failure to timely submit required information, the applicant may appeal the decision by delivering a written request for a hearing not later than five (5) business days after receipt of the notice denying prequalification. Failure to timely request a hearing constitutes a waiver of any right to appeal a non-qualification decision, administratively or through any other legal proceeding. The pre-qualification approval is valid for not less than one (1) calendar year, and prequalified contractors will be notified of their pre-qualification status annually.
