The format for application and other details are available from 30.10.2013 at our website: www.andhrabank.co.in & www.slbcap.nic.in. The last date for submission of application is 09.11.2013 by 5.00 p.m. General Manager & Convener, SLBC of AP Terms and Conditions 1) The Interested printers should submit their Tender Forms as per Annexure I & Annexure II in two separate sealed covers duly marking a)technical Bid b)financial Bid to: General Manager & Convener of SLBC of AP Andhra Bank, Head Office, 5-9-11, Dr.Pattabhi Bhavan, Saifabad Hyderabad-500 004 (A.P.). Phone Nos:040-23231392 : 23252387 2 a) Last date for receipt of the Tender Applications is 09.11.2013, before close of office hours. Applications received after 09.11.2013 will not be entertained. b) Technical Bid will be opened on 11.11.2013 at 5.00 PM at our Head Office, Hyderabad. c) The Financial Bids of the Technically Qualified Printers will only be considered for Financial Bid. Time and Date of opening of Commercial Bids will be informed to Technically Qualified Printers. 3) The printer should deposit Rs.25,000/- as earnest money with the Bank by way of Demand Draft drawn in favour of SLBC OF AP, Andhra Bank issued by any Scheduled Bank. Applications not accompanied by the EMD will not be entertained. Technical Bid and Financial Bid are to be submitted in separate covers and these Two Sealed covers alongwith Demand Draft towards Earnest Money Deposit are to be kept in another cover to be sent to the above mentioned address Bidder can submit Financial Bids for printing the material as per the terms and conditions. 1
4) The EMD made by the Bidder will be forfeited if: a. the Bidder withdraws his bid before opening of the bids. b. The Bidder withdraws his Bid after opening of the Bids but before acceptance of Purchase Order. 5) Failure to accept the order by the Selected Bidder within Seven Days from the date of receipt of the order makes the EMD liable for Forfeiture at the discretion of Bank. However Bank reserves its right to consider at its sole Discretion the late acceptance of the order by Selected Bidder. 6) EMD of the successful bidders will be returned only after due fulfillment of the Contract. No Interest will be paid on EMD. EMD of unsuccessful bidders will be returned after finalization of Tenders 7) Minimum Eligibility Criteria a) Bidders should be a Company/ Firm b) The Company / Firm should have in existence for a minimum period of Five Years. c) Past Experience: Should have printing of posters/books for Public Sector Bank/Public Sector Undertaking with quantity not less than one lakh Posters/Books in a Calendar year atleast once in the preceding 3 years. d) Sales Tax/Income Tax Returns of last Three years to be furnished. e) The Annual Business Turnover shall not be less than Rs.100.00 lakh for the last 3 years f) The company shall be earning Profits for the last Three years. g) The Bidder must not have been Blacklisted by any Government Organization or Govt. Agency or Banks in India.( A Self Declaration signed by the authorized Signatory to be enclosed) 8) Bidders, who have not satisfactorily completed any of the earlier contracts with Bank, will not be eligible for participation. 9) Firm should submit a certificate from Charted Accountant certifying the following (As per Annexure III which is to be enclosed to in Technical Bid) a) Turn over for the past 3 years b) Profit before Depreciation, Interest and Tax c) Profit before Tax d) Profit after Tax e) Details of Machinery 10) The Printer should quote the rates with Paper Only 11) Rate should include packing and forwarding charges and corrugated boxes covered with Polythene bag. Frieght charges are to be borne by the printer. The boxes containing the material are to be dispatched to the controllers of Various banks of 61 destinations in Hyderabad and four destinations outside Hyderabad as per the list furnished by the SLBC. 2
GENERAL TERMS 1) The FORMATS OF MATERIAL will be supplied by SLBC in the soft form. 2) Composing shall be on DTP with quality Work. 3) The material should be printed on the paper as per the specifications indicated i.e., with regard to size and GSM etc. 4) Proof should be arranged by the Printer. Final approval will be given by SLBC 5a) Printer to pack the four different items of Financial Literacy Material separately in cartoons safely. The material should be placed in corrugated boxes and should be covered with polythene bag. b) The boxes containing the material are to be dispatched to the controllers of Various banks of 61 destinations in Hyderabad and four destinations outside Hyderabad as per the list furnished by the SLBC within 15 days from the date of approval of work and Purchase order by the bank. 6) No Advance payment will be made for Printing, packing and forwarding. 7) Full Payment will be made only after the receipt of acknowledgement from the Controllers of all Banks. 8) Printer shall be responsible for any shortfall either in packets or in the quantity for the Consignment. 9)Penalty shall be levied for any delay in consignment of the Financial Literacy Material, at the rate of Rs.500/- per day. 10) Printing of Material shall be as per the specified quality. Payment will be rejected for poor quality either in paper or printing. 11) The Bank retains its right to stop/suspend the proceedings at any stage without assigning any reason. 12) Financial bids submitted will be opened only of those bidders, who have qualified in the Technical evaluation, their price will be compared and the lowest quoted bidder will be declared as L-1. However the bank shall be under no obligation to accept the lowest or any other offer received in response to this notice and shall be entitled to reject any or all the offers without assigning any reasons whatsoever. 13) The bank reserves its right for splitting the quantity between two or more vendors as per exigencies, service facilities available and at the discretion of the Bank. No claim shall be entertained on this account from the vendors. 14) The Bank will be free to either reduce or increase the quantities to be purchased on the same terms and conditions. The bank reserves the right to alter the quantities. 3
15) The Bank reserves the right to place order for printing of different categories of Financial Literacy Material with different printers and the bidder should be prepared to accept the work accordingly/unconditionally. 16) The decision of the Bank in all aspects shall be final and binding. 17) No Columns of the tender should be left blank. Offers with insufficient information and offers, which do not strictly comply with the stipulations given above, are liable to be rejected. 18) Bank may accept or reject, in full or in part, any or all the offers, without assigning any reasons thereof whatsoever. 19) The Bank will not be obliged to meet and have discussions with any Bidder and/or to entertain any representations in this regard. 20) Any dispute arising out of the execution of the work order, the final authority to settle the Dispute will be General Manager & Convener, SLBC of AP, Andhra Bank, Head Office, Hyderabad and his decision is final and binding on the Printer without recourse. 4
