General Terms & Conditions of Tender for "Pathology Lab Machine & Equipments" 1) Tender in sealed envelop should be superscribed "Tender for Pathology Lab Machine & Equipments" with tender notice number and due date of tender and bear the name and address of the tenderer with phone & fax number. 2) The tender rates quoted should be inclusive of all taxes. 3) The quoted price should be FOR destination, i.e. free delivery at RINPAS, Kanke, Ranchi inclusive of packing, forwarding and transportation charges. 4) The tenderes should quote their rates in figures and words. Overwriting in rates will not be entertained. 5) The earnest money of~ 50,000/- (Rupees fifty thousand) only in the shape of demand draft in favour of Director. RINPAS.Kanchi payable at Ranchi on any nationalized bank should accompany technical bid. The tender without earnest money of requisite amount will be ignored straightway. The EMDwill be refunded in full to unsuccessful tenderers after finalization of tender. The tender papers are not transferable. The name of the tendering firm and full address should be written on the back of the bank draft. 6) Incomplete or conditional tenders are liable for rejection summarily. 7) Tender submitted after due date will not be considered under any circumstances. 8) The undersigned takes no responsibility for delay, loss or non-receipt of tender documents sent by post. 9) Payment will be made in accordance with availability of funds and after fulfillment of required official formalities. Claim for interest on dues on account of delayed payment due to technical formalities will not be entertained. 10)The rate accepted by the Purchase Sub-Committee will be valid for one year or till the finalization of next tender. 11)Under any circumstances increases in rate will not be accepted after approval of tendered rate by the Purchase Sub-committee of RINPAS. 12)In case the Manufacturing Company is not directly filing the tender the concerned agency participating in the tender on behalf of the company should furnish the dealership/authorization certificate of the concerned company on the company's letterhead.

13)ln case of any Govt. holiday or undeclared holiday or strike on the opening date, the tender will be opened on the next working day at the same time and for this no information will be published separately. 14)After receipt of tender paper it will be presumed that the tenderers have submitted their tender paper after admitting the terms and conditions of the tender. 15)All legal matter in respect to the tender will be subject to the jurisdiction of Hon'ble High Court, }harkhand, Ranchi. 16)Bids are to be submitted in two parts viz(a) Techno Commercial Bid containing complete technical and commercial aspects except Price Bid and (b) Price Bid containing price elements only. The tender should be submitted in duplicate. 17)On the due date, only Techno-Commercial Bids will be opened. After Techno- Commercial evaluation of Bids the Price Bid of accepted Techno-Commercial Bids will be opened in presence of the tenderer and for which separate intimation will be issued. 18)The tenderer have to submit following particulars/documents with Technical Bid. a) Technical leaflets/printed Catalogue and Write-up which includes basic design/basic engineering with technical specification of the equipment / machine intended to offer. b) Full address, Fax Nos. and name of the contact person of the customers alongwith order Number and date of supply thereof to whom similar machine/equipments has been supplied. c) Facilities available for manufacture / testing and inspection as per international standards. d) Performance certificates issued by a few reputed users of similar machine/ equipments. e) Copy of agreement with Principal and their terms and conditions in case the bidder is not original manufacturer of the machine /equipment, complete address, fax number and telephone number of the original manufacturer of the equipment. f) An affidavit by a Notary Public that manufacturer has never been banned and they are not black listed / debarred in any Govt. and non- Govt. organization for tendering and they are not having any case pending against them anywhere. g) Copy of certificate in case registered with DGS&D/NSIC/KVIC. h) i)

j) VATclearance certificate. k) TIN/ C.S.T.Registration number. I) Satisfactory proof that bidder is financially in a position to fulfill the contractual obligations to be undertaken by them. Financial details can be in the form of copies of Balance Sheet, Profit & Tax Statement and statement of annual turnover. m) Any other information which bidder feels relevant for qualifying for issuing tender. 19)The bidder should be manufacturer / authorized dealer of the product. 20)The tenderers will have to furnish full information regarding the nearest service centre and the modes of after sales service facility and service support. 21)The tenderer should furnish the warranty/guarantee periods of the machine/equipments. Warrantee and guarantee issued only by the manufacturing company will be acceptable. 22)Each Machine & equipment should be accompanied with Annual Maintenance contract for ten (10) consecutive years after the warranty period of the machine. Tender will not be accepted without Annual Maintenance Contract. Payment of AMCwill be only made at the end of each year depending upon the satisfactory performance of the second party service. 23)The rate and other specification if any should be quoted only in the prescribed Perform a for price bid & the rate should be in Indian Currency (Rupees). The tender not typed in prescribed Performa or the rates mentioned in any foreign currency will not be accepted. 24)Every page of the Technical & Price bid should be signed and stamped by the tenderer. All pages must be numbered and a note of this should be made in the covering letter. 25)In the envelope containing the Technical bid, list of signed technical papers enclosed with the tender should be mentioned serially on the covering letter. 26)The tender should reach the office of the unde~signed positively by 1300 hrs on 21 July 2012 an.d the tenders reaching after the ~cheduled date & time, 1\ will be summarily rejected.. / ~" V 3
