PANCHAYAT RAJ AND RURAL DEVELOPMENT (MDL.II) DEPARTMENT G.O.Ms.No.369.. Dated. 12-12-2O01 ORDER; Under 73rd Constitutional Amendment, the local self Government is given a pride of place. Village level Panchayats are an important tier within the Panchayat Raj bodies which are proposed to be strengthened. Local SelfGovernment and Village governance are important objectives to be realized aspart of this process of strengthening of local bodies. For a proper village leveladministration the political functionary requires the assistance of a officialfunctionary who can look after the day to day administrative affairs and propermaintenance of accounts.. "' 2. Government is releasing funds under different grants and assigned revenues to Gram Panchayats. Gram Panchayats, in addition, have their own sources of income. The full potential in this regard has not been realised so far and the presence of a official functionary would facilitate better collection of taxes. This can be seen when one compares the collections in notified Gram Panchayats compared to non-notified Gram Panchayats. 3. In the State of Rajastan there is a Village Level Worker for each Gram Panchayat or a group of Panchayats who acts as Panchayat Secretary. Government pays his salary. Similar is the case in Uttar Pradesh, Madhya Pradesh, Kerala and Gujarat. 4. At present in Andhra Pradesh there are 21943 number of Gram Panchayats. Out of them 1319 number are notified Gram Panchayats. These notified Gram Panchayats have the post of an Executive Officer who assists the Gram Panchayat in its day-to-day administration and is responsible for maintenance of accounts and other administrative assistance. The remaining 20624 number of Gram Panchayats are nonnotified and in most cases there is no functionary on full time scale to assist the Sarpanch in local administration. 5. On the Revenue Department side the Village Administrative Officer is a part-time functionary at the village level looking after the Revenue functions and is responsible to the Revenue hierarchy. As a part time employee he is not in a position to render prompt and efficient service and give his full attention to the different Revenue items of the work. At the Gram Panchayat level once a full time functionary is created he will be in a

Government have examined the issue of providing Secretary for each Gram Panchayat and decided that it is in the interest of good village level governance that there should be a Secretary to each Gram Panchayat who will be called "Panchayat Secretary". 7. Accordingly, Government hereby create the post of Panchayat Secretaryin each Gram Panchayat combining the Revenue and PanchayatfunctionsThe Panchayat Secretary will be under the administrativecontrolofthegrampanchayat but would also be simultaneouslyresponsibletorevenuedepartment for Revenue qfunctions.thepanchayatsecretarysocreatedcanbein any one of the followingscalesofpaydependingontheindividualspostedthere. (1) Rs.4,430/- - Rs.9,300/- when Village Development Officer, Grade-I, is posted. (2) Rs.3,550/- - Rs.7,150/- when Village Development Officer, Grade-II, is posted. (3) Rs.3,290/- - Rs.6,550/- when Village Development Officer, Grade-Ill and Junior Assistants-cum-Bill Collectors / Junior Assistants (working in non-notified Gram Panchayats in sanctioned provincialised posts and entitled to draw their salaries from the Treasury) and qualified Village Administrative Officers with Intermediate qualification and below 58 years of age are posted. (4) Rs.2,870/- - Rs.5,470/- when the Village Administrative Officers with S.S.C. qualification and below 58 years of age are posted. 8. In all the notified Gram Panchayats the Executive Officers, Gram Panchayaty Grade-I and Grade-II presently working will be re-designated as,_ Panchayat Secretary. 9. The post of Panchayat Secretary in non-notified Gram Panchayats will be filled-up in the following manner by redeployment of [i] Village Development Officer, Grade-I : ii] Village Development Officer, Grade-II. [iii] Village Development Officer, Grade-Ill and Junior Assistants-cum-Bill Collectors / Junior Assistants working in non-notified Gram Panchayats in sanctioned provincialised posts with regular time scale and are entitled to draw their salaries from Treasury. [iv) [v) [vi) The supernumerary Junior Assistants in the Revenue Department. From among qualified Village Administrative Officers as per the qualifications given below after obtaining their option. From the surplus man power pool provided by Finance Department. (vii) The existing time scale of the Village Development Officers and Junior Assistants / Junior Assistants-cum-Bill Collectors will be protected. Their promotional channels will be as they stand now.

,10. The following qualification is decided for the Village AdministrativeOfficers. S.S.C. and above and below 58 years of age. (ii) Those with Intermediate qualification among the eligible Village V Administrative Officers will be given Junior Assistant scale of pay and those with S.S.C. qualification will be given Record Assistant Pay scale. 11. No fresh recruitment will be done to fill up the post of Panchayat Secretary. 12. The qualified Village Administrative Officers absorbed as Panchayat Secretary will be posted out side their native Mandal. Any past service of the Village Administrative Officer shall not be considered for the purpose of pension or any other benefit. 13. Mandal Parishad Development Officer will be the drawing and disbursing officer for the Panchayat Secretary. 14. Job Chart to the Panchayat Secretary will be issued separately. 15. G.O.Ms.No.379 Dated.14 th July 1975 ORDER: It has been observed that the appointing authorities in the Zilla Parishads ae preparing large panels including more number of candidates than necessary during the panel year and are keeping the panel alive for the subsequent years also till all the candidates included in the panel are exhausted. Instances have also come to notice of Government wherein members of the staff in certain Zilla Parishads were instigated to go on leave for a short period and the resultant vacancies have been filled by appointing the candidates from the panel on regular basis. 2. In order to discouragbe the above practice, Government have examined matter, and it is considered that the minimum period of two months continuous services for regularization of the services of a person, as applicable to the Government servants, should also be made applicable to the employees working in the Panchayat Samithis and Zilla Parishads and that a suitable provision be made in the Panchayat Raj Ministerial service Rules for this purpose. 3. Pending amendment rules, Government hereby direct, that services of an employee appointed on promotion to a post shall not be regularized nor shall be deemed to have commenced his prob ation in that category, unless he has been continuously on duty in that category for a period of not less than two months from the date of promotion. 4. In the G.O. second read above it was ordered that where the Special Rules prescribed passing of a test is a precondition for drawal of increments/declaration of probation, for the employees who crossed 15 years of age and if they have not passed the prescribed tests, the annual grade increments may be released. 3. Representations have been made by several Non-Gazetted Officers Organisations requesting that the condition of passing of Departmental Tests/Special Tests may be removed in respect of employees who have crossed 45 years of age of for getting one promotion. 4. Government have examined the aforesaid issue and it has been decided that the Government employees who have crossed 45 years of age be exempted from passing of Departmental Texts / Special tests prescribed in the Special Rules/Adhoc Rules for the purpose of promotion to the next higher category only(i.e) the promotion or appointment by transfer to a post above the one held by him/her, if they could not pass the same. 5. The following Notification will be published in the Andhra Pradesh Gazettee. NOTIFICATION In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and of all other powers here unto enabling the Governor of Andhra Pradesh hereby makes the following adhoc rules namely: ADHOC-RULE

Representation from APNGOs Assn., dt.6.6.1997. *** In G.O.M.sN.165, General Administration(Ser.C)Department dated.22.4.1997 an adhoc rule was issued to exempt such of those employees who have crossed 45 years of age from passing departmental tests/special tests prescribed in the special rules/adhoc rules fro the purpose of promotion to the next higher category i.e. promotoion/appointment by transfer to a post above the one held by him/her, if they could not pass the same. 2. The Andhra Pradesh non-gazetted Officers Association has requested for clarification on certain points in respect of adhoc rule issued in G.O.Ms.No.165, General Administration (Ser.C)Department, dated.22.4.1997. 3. The following clarification is issued to the said G.O.Ms.No.165, General Administration (Ser.C)Department, dated.22.4.1997. i) The adhoc rule issued in G.O.Ms.No.165 General Administration(Ser.C)Department, dated.22.4.1997 has a prospective effect. ii) The orders issued in G.O.Ms.No.165, General Administration (Ser.C)Department, dated.22.4.1997 are applicable to the panels to be prepared for the panel year from 1997-98 onwards. iii) The employees irrespective of the category to which they belong, who have completed 45 years of age and who could not pass the requisite Departmental tests prescribed in the Special or adhoc rules may be considered for exemption from passing such tests and later on, they may be considered for promotion to the post above the one held by him/ger ub tge sane service, iv) The orders are applicable only in case of departmental tests for promotion and not applicable where qualifications, academic or technical are prescribed for promotion to the next higher category post. 4 All the Departments of Secretariat/Heads of Departments are requested to bring the above clarification to the notice of the all concerned. In the Office Memorandum first read above, the Government of India have introduced a Deposit-Linked Insurance scheme which provides an Insurance cover to the subscribers of the Provident Funds without payment of premium. 2. Governement after carefuld consideration have decided to introduce social security-cum-provident Fund Booster Scheme with effect from 1 st August,1976 with a view to providing extra social security to the families of the subscribers to the Provident Funds and a positive Incentive to State Government employees to save more. This scheme provides an insurance cover to the subscribers of the Provident Funds without payment of premium. The Scheme will be administered as follows:- i) On the death of a subscriber in service, the person(s)eligible to receive provident Fund Balance interms of the relevant rules will be sanctioned an additional amount equal to the average balance in the account of the deceased Government servant in the Fund during the three years immediately preceding the death of the employee subject to the provisions of the sub-para(iii) below:- ii) In the case of Contributory Provident Fund, only the subscription of the employee with intrest thereon, will be taken as the balance for the purpose of this scheme. iii) The above benefit will be available subject to the fulfillment of the following conditions: a)the balance in the account of the Government servant should not have fallen below the following limits at any time during the three years preceding the date of death. Rs.4,000/- In the case of Gazetted Officers, Rs.3,000/- In the case of Non-Gazetted Officers, and Rs.1,000/- In the case of Class-IV employees. b)the upper limit upto which the nenefit of Insurance cover will be available will be Rs.10,000/-. Thus, any amount in excess of Rs.10,000/- In the Fund will be disreqarded for the purpose of this extra benefit. c)the benefit would be admissible only if an employ7ee has put in atleast five years service at the time of death. The Accounts Officer in the office of the Accountant General, Andhra Pradesh will authorize the payment of additional benefit provided in the scheme to the person(s) entitled to receive the provident fund money at the time of making final payment of the Provident Fund balances without any further sanction. The period of three years for calculation of benefit under the scheme may be computed backwards from the month preceding the month in which death occurs. The interest credited to the account of the subscriber should be taken into account to check that the minimum prescribed fund balance has been maintained. The average balance for purposes of the additional benefits should also include the amount of interest up to the month preceding the month in which death occurs. The post which a Government Servant was holding at the time of death should be taken for the purpose of minimum balance in his account.

Office Memo No.F-1(22)-E.III(A/73),dated.07-1-1974 ORDER The Government of India have issued orders in their Office Memorandum cited to the effect that increments to Government Servants be admitted from the 1 st of the month in which they fail due under the operation of the normal rules and orders regulating increments. After careful consideration, Government have decided to adopt the order issued by the Government of India. It is hereby ordered that the increments of the State Government servants may be admitted from the 1 st of the month in which it would fall due under the operation of the normal rules and orders regulating increments.
