1 PUBLIC SECTOR GENERAL INSURANCE COMPANIES IN INDIA Annexure A National Insurance Company Limited The New India Assurance Company Limited The Oriental Insurance Company Limited United India Insurance Company Limited Tenders are invited for selection of office premises for Joint Venture Third Party Administrator company (TPA Company) shortly to be incorporated, subject to necessary approvals and permits, promoted by Public Sector General Insurance Companies (PSGICs) namely, National Insurance Company Ltd New India Insurance Co Ltd.., Oriental Insurance Company Ltd., United India Insurance Co Ltd; General Insurance Corporation of India and other public sector entities for the purpose of administering health insurance claims. It is made clear that the role of the PSGICs and GIC is limited to initial scrutiny of the Tender documents. Once incorporated, the TPA Company alone shall select the successful bidder as meeting the Tender requirements. Any step taken by the PSGICs and GIC does not bind them to take any premises on lease and participation in this Tender process by all bidders does not create any rights or obligations between the PSGICs/GIC and the bidders. Further, the TPA Company and /or the PSGICs and GIC reserve the right to cancel the Tender process at any stage without assigning any reason. The offered premises should be Centrally AC, independent access and 100% power backup Office premises of 1 st class construction, fully furnished type with minimum 1 boardroom/conference room (seating capacity of at least 15 persons), minimum 50 workstations, 5 individual cabins, and 1 meeting room. Guidelines to Tenderers for submission of tender for Office Premises of JV TPA Tenderers are advised to study the following procedures carefully before submission of Tenders 1. Interested Parties / Builders / Landlords / Owners including Public Sector Enterprises / Govt. Undertakings / Govt. Depts. who own building with clear marketable title deeds and proper Building plan approved by the Competent Authority with permission from Local Authorities to carry out 24*7*365 Commercial activities with vehicle parking facility, may submit their Tenders in two bid system i.e. Technical Bid (Annexure A-1 ) and Financial Bid (Annexure A-2 ).The bid shall be evaluated on Techno Financial basis. 2. Tenderer is expected to furnish all information required in both the BIDS. Failure to furnish any information required by the BIDS (Annexure A- 1 & A-2 ) in any respect may result in the rejection of the TENDER.
2 3. Tenderer shall put full signatures on all the pages of the Tender Forms. 4. Over writing/white inking of any word/figure in the Tender Forms, unless duly authenticated by the Tenderer, are liable to be rejected at the option of the TPA Company. 5. Separate Tender Forms should be used for separate Premises, e.g. if a Tenderer wants to offer more than one premises then separate Tender Forms should be used. 6. The tender should be submitted by the Tenderer himself or his representative. 7. The TPA Company shall not be responsible for tenders lost in Transit/Postal delay 8. The bids should be complete in all respects and duly sealed separately in two envelopes marking each envelope Technical bid (Please note that Rent, Advances etc. should not be indicated in the Technical Bid.) and Financial bid (this BID is meant only for all Financial Details of the Offered Premises )and both the sealed envelopes to be kept in another envelope marking Offer for JV TPA Office Premises (Lease basis). The complete tender document should reach by 04.00 p.m. on or before 15.04.2013 to our office, the address of which is given below. Sealed Offers prepared in accordance with the procedures enumerated above should reach on or before the prescribed time limit to the Address mentioned in the Advertisement. Any Tender received after the date specified in Advertisement shall be summarily rejected. 13. Validity period of the Tender documents shall be at least 90 days from the day of opening. 14. After technical bids are opened and evaluated, a list of short-listed Tenderers shall be prepared. The short-listed Tenderers will be contacted for inspection of the premises. 15. The TPA Company reserves the right to accept any bid, and to annul the Tender Process and reject all bids at any time without assigning any reason whatsoever. Brokers will not be paid any commission by the TPA Company and their offer must accompany a letter from the owner authorizing them to quote on their behalf.
