IMPORTANT GUIDELINES: 1. (a) Date and time of receiving of tenders : 08/02/2013 up to 15.00 hrs. (b) Date and time of opening of tenders : 08/02/2013 up to 15.30 hrs. Tenders will be received and opened at W/S No. R-2-11, RITES Office Complex at Plot No.1, Sector-29, Gurgaon. (Haryana). 2. There shall be two envelopes. i) EMD to be submitted in separate envelops. The envelope shall be superscribed appropriately with the Name of the work, Tender No., Due date, Validity of the tender, Details of EMD etc. ii) The envelope containing the bids shall be superscribed appropriately with the Name of the work, Tender No, Due date, Validity of the tender, Details of EMD etc. Both the envelopes shall be put in a single envelope which shall be superscribed appropriately with the Name of the work, Tender No., Due date, Validity of the tender, Details of EMD etc. 3. EMD to be furnished in the form of DD in favour of RITES Ltd payable at Gurgaon/Delhi. EMD in any other form shall not be accepted. 4. RITES reserve the right to accept or reject any offer without assigning any reasons. 5. Rates shall be quoted both in words and figures clearly.
6. Tenders should be valid for a period of 90 (Ninety) days from the date of opening of the tenders. 7. Tenders should reach to General Manager (O&M), RITES Ltd., 2 nd Floor, Right Wing, Plot No. 1, Sector 29, Gurgaon-122001 within stipulated date and time. Tender received thereafter will not be accepted. Any excuse on account of postal delay will not be entertained. 8. All the pages of the tender document should be signed and stamped by the Bidder or his authorized representative, failing which the offer may be rejected. 9. Telegraphic offer/tenders shall not be entertained and are liable to be rejected. 10. Documents: The Tenders, submitted, shall consist of the following: Complete set of Tender documents duly filled in and signed and stamped by the bidder. Earnest Money (EMD) amounting to Rs. 6000.00 and in the manner specified in clause 3 above. Copy of valid vehicle registration certificate, valid insurance, road permit etc. for verification of the eligibility in the Bid. The contractor shall give an undertaking to submit the documents within seven days of issue of work order in case of supply of new vehicle only. Copy of service tax registration certificate for condition of eligible in Tender and payment made accordingly. Copy of PAN card Copy of (Previous work orders of same nature of work, i.e. supply of vehicle on monthly rate contract basis). 11. Correction and alteration: All correction and alterations in the entries of Tender papers shall be signed in full by the tenderer with date. No erasing is permissible. Thanking you. SUBJECT: Limited Tender for HIRING OF 01(ONE) NON A/C Ambassador (Diesel)/Maruti Swift (Diesel)/Tata Indigo or similar vehicle for 12 hrs duty per day at RITES KOLKATA /O&M PROJECT, WEST BENGAL FOR TRANSPORTATION OF MEN AS WELL AS MATERIALS AS AND WHEN A. SCOPE OF WORK AND OTHER TERMS AND CONDITIONS: 1. The vehicles should be diesel driven and NON A/C and in a good condition. 2. Seating capacity should be minimum 5 persons including the Driver. 3. Seat should be reasonably spacious and provided with standard cushion. 4. The vehicle should be registered with valid registration number and Tax Token & Insurance. 5. The vehicle will be thoroughly inspected by the authorized representative of RITES before taking in service. 6. The vehicle should have valid route permit for W. Bengal. 7. The vehicle shall be required for12 Hrs. with drivers and with valid driving license eligible to drive this type of vehicle. The normal duty hours will be 12 Hrs, per day as per work order. 8. Chief Project Manager, RITES/Kolkata O&M Project will be the Engineer-in-charge of the contract and the movement of the vehicle will remain under the control of CPM or his nominee. 9. The vehicle will be used generally for the movement of the RITES Executive/staff as per the timing and programme to be fixed by the Engineer-in-charge. Jurisdiction of movement will generally be confined within the entire Kolkata area. The vehicle will also be used for the transportation of small sized materials if needed. Area of operation of the vehicle may be increased within the jurisdiction, covered by the route permit as per the instruction of the Engineer-in-charge, if need be. 10. An experienced Driver with proper valid driving license will be deployed by the contractor for driving the vehicle. 11. The driver along with vehicle will be made available for normal working hours as per the timing and programme. During emergency beyond normal duty hours the driver along with the vehicle would report to the nominated place within 15 minutes from the receipt of information. 12. Cost of repairs (minor and major) & servicing of the vehicle is to be provided by the contractor. Reimbursement against cost of fuel and lub oil will be made by RITES. 13. Log Book of the vehicle recording all the movement will be maintained by the driver and got signed by the Engineer-in-charge or his nominee on daily basis. Payment against fuel and lub oil consumed will be made as per the log book record. 14. The salary, overtime accommodation etc. for the driver will be arranged by the Contractor. 15. The Driver will observe all safety norms as laid down under Motor vehicle act and also by KTPS/CESC management. 16. The contractor will observe all rules and regulations pertaining to labour regulation and abolition act, payment of minimum wages act and at other relevant labour laws applicable in the state of West Bengal for the Driver engaged by the Contractor. 17. A suitable replacement will be made by the contractor when the vehicle is planned for maintenance or servicing. The programme for servicing / Maintenance shall have to be intimated to the EIC at least two days in advance including the replacement arrangement made. 18. RITES shall not be liable for any compensation in the event of any accident or casualty to the Driver or his assistant during the period of contract.
19. Contractor will be liable to pay the compensation for the damages to the properties of KTPS/CESC if caused by the Vehicle due to negligence of the driver or his assistance or faulty Maintenance of the vehicle. 20. During contract period, the vehicle shall not be allowed to do the job of other organization. 21. The rate quoted by the contractor shall be including the cost of driver. B. PERIOD OF CONTRACT : 1. Period of contract will be 24 months. This may be extended for another year subject to satisfactory performance and on the same rate, terms and conditions. The contract may be short closed any time by giving 03 days notice. C. TERMINATION OF CONTRACT : 1. In case of unsatisfactory performance, the contract may be terminated by Engineer-in- Charge of the contract without giving any notice. Contractor should arrange close monitoring of the performance of the Vehicle to ensure cent percent availability and reliability. D. PENALTY: 1. A penalty @ 5% of the monthly fixed hire charge will be imposed for non-provision of the Vehicle for a day. 2. A penalty @ 2% of the monthly fixed hire charge will be imposed if the Vehicle fails to turn up for a Scheduled trip or fails to complete any Schedule trip due to Break down en-route. However total penalty on a day shall not exceed 5% of the monthly fixed hire charge. 3. Recovery on account of penalty will be affected from the Running Bill of the month in which the penalty is imposed. E. PAYMENT OF BILL: 1. Contractor will submit the monthly Bill once in every month enclosing photocopy of the Log Book records duly certified and signed by the Engineer-in-charge or his representative. Bill complete in all respects should be submitted by the 3 rd working day of the following month. Payment will be made through RTGS only. 2. Income Tax shall be deducted at source as per rules. Any other Tax that may be imposed by the State/Central Govt. during the period of Contract will also be deducted at source, applicable to this contract. Service Tax shall be paid extra on submission of documentary evidence.

(ii) Service Tax shall be paid extra on submission of documentary evidence. (iii) The Hiring charges should be including the cost of the driver.
