Banking and lifting charges claimed by the recipient bank will be deducted from the amount remitted. As such charges vary from bank to bank, it is not possible to designate the exact amount to be deposited. Preferential interest rates are subject to market condition, and there may be cases where preferential interest rates are the same as regular interest rates. Preferential interest rates may be differ between Shinsei Platinum and Shinsei Gold. Discount fees on forex apply to transactions between yen and a foreign currency, not between foreign currencies nor when the outstanding balance held in foreign currencies is converted to yen in closing an account. If many forex requests are made on market holidays, e.g. weekend etc., or if a drastic change occurs in markets, different discount, which are not described here, may apply. In this case, a forex discount service, which is offered to Platinum and Gold customers under Shinsei Step Up Program, does not apply. An across-the-board forex s, which are higher than usual, apply regardless of stages of Shinsei Step Up Program. Also, the discount does not apply to exchanging currencies or paying interest in PowerSupport Plus, purchasing foreign currencies in PowerBuilder. New Eligibility Due to changes in qualification criteria, it is now easier than ever for customers to fulfill the requirements for the "Shinsei Platinum" and the "Shinsei Gold" stages. More beneficial and exclusive services are available to customers in these higher stages. Eligibility for Each Stage One of the following conditions must be satisfied to be eligible for Platinum services. 1. Average monthly balance of total assets with Shinsei of 20 million or more 2. Average monthly balance of Bank-designated investment products with Shinsei of 3 million or more 3. Outstanding PowerSmart housing loan One of the following conditions must be satisfied to be eligible for Gold services. 1. Average monthly balance of total assets with Shinsei of 2 million or more 2. Average monthly balance of the Bank-designated investment products with Shinsei of 300,000 or more 3. Average monthly balance in yen savings deposit, PowerYokin, and 2 Weeks Maturity Deposit totals 1 million or more 4. Average monthly outstanding balance of SmartCard of 1 million or more 5. Outstanding loan balance of Smart Card Loan Plus is 1 or more as of the 20th of the month, and the account from which the repayments are to be debited is Shinsei PowerFlex account. 6. Outstanding loan balance of Shinsei Bank Card Loan Lake is 1 or more as of the 20th of the month, and the account from which the repayments are to be debited is Shinsei PowerFlex account. 7. An account from which the payments of Shinsei APLUS Gold card are to be debited is Shinsei PowerFlex account, and amount debited on 27th of the month (or the following business day if 27th falls on a non-business day) is 1 or more. 8. Direct debits are made from the customer s Shinsei PowerFlex account to a PowerBuilder Account (automatically funded foreign currency time ) between the 21st of the previous month and the 20th of the current month. 9. Investment trusts are purchased through periodic investment services which are executed between the 21st of the previous month and 20th of the current month. Shinsei Gold services may not be available depending on the transactions the customer makes. When requirements for a higher account stage are satisfied, the higher stage will be applied to the account in the month after next. Those who do not satisfy any of the conditions shown at left can receive Standard services. Regardless of eligibility requirements, Shinsei Gold services are available for up to 3 months to those who open an account. Discount fees for housing loans do not, as a rule, apply. Eligible assets within a Shinsei PowerFlex account: 1. Yen savings, PowerYokin, 2 Weeks Maturity Deposit, or Yen time 2. Foreign currency savings, 2 Weeks Maturity Foreign Currency Deposit, or Foreign currency time 3. Structured *, 4. Domestic or foreign investment trusts 5. Insurance products** 6. Debentures 7. Financial products purchased at Shinsei Securities or Rakuten Securities*** through Shinsei Bank Bank-designated investment products within a Shinsei PowerFlex account: 1. Foreign currency savings, 2 Weeks Maturity Foreign Currency Deposits, or Foreign currency time 2. Structured * 3. Domestic or foreign investment trusts 4. Insurance products** 5. Financial products purchased at Shinsei Securities or Rakuten Securities*** through Shinsei Bank * Structured include Powered One, New Powered One, Powered One Plus, Power Step Up Yokin 2, Powered Teiki, Powered Teiki Plus, and Powered Teiki Three. etc. ** The following insurance products are excluded: Insurance offered by non-life insurance companies; insurance other than single-premium insurance offered by life insurance companies (excluding "Aflac Individual Annuity" and "WAYS ") *** Applies only to MRF and spot-trading domestic stocks listed on Financial Instruments Exchanges Investment trusts and foreign currency are not calculated at the price or forex rate at the time of purchase or deposit. Daily NAV and forex rates shall apply in calculating asset balances (yen-equivalent asset balance for foreign currency products) of each day. Asset balances at the end for insurance products and financial products purchased at Rakuten Securities shall apply. That is, a total premium amount paid until the end of the month and the market value of shares at the end of the month are included. Please refer to the bottom of this page for details regarding "end asset balances" and "average monthly balances." Average Monthly Balance Eligibility reviews will be based on the average monthly balance so customers need not to worry about making endof-month withdrawals or payments. (e.g. Total premiums paid until the end of the month and the market value of shares at the end of the month are included).

Stage Review Account stages will be updated every month according to the Eligibility. Transactions between the Bank and each customer will be evaluated at the end of each month, and each customer will be assigned the applicable stage for the month after the following month. Necessary increases in account balances to upgrade the account stage in the month following next month* * When a necessary increment amount is calculated late in the month, it may display large additions to balances as necessary toward the end of each month to upgrade account stage (due to evaluations being based upon average monthly balances). - The above items are listed on the Average account balance / Your stage for this month page, under the Customer Support tab on PowerDirect. - Average accont balance for the month and the detailed associated with stage will not be displayed on the day an account is opened.average account balances for the month will be updated around 5 p.m. on the 2nd of every month.

Disclaimer regarding Financial Products offered by Shinsei Bank Regarding foreign currency As the conversion rates of foreign currencies into yen (foreign exchange rates) fluctuate, foreign exchange carry a risk of loss of yen denominated principal resulting from exchange rate fluctuations when converting foreign currencies back into yen. Foreign exchange fees apply when depositing/withdrawing yen into/out of foreign currency accounts (unconventional currency exchange fees may be applied in the event of drastic foreign exchange rate fluctuations or when major markets are closed. The maximum rate of such one-way exchange fees is 5.5 yen per unit. For a direct non-jpy cross currency exchange, the foreign exchange fees will be 0.02 multiplied by one of the currencies. There is a risk of loss of yen denominated principal due to the application of foreign currency exchange fees and applied interest rates, even if foreign exchange rates do not fluctuate. Preferred rates of Shinsei Step Up program are applied to transactions changing yen to a foreign currency and vice versa. (n.b. Preferred rates are not applicable to transactions between non yen foreign currencies or when the outstanding foreign currencies balance is converted to yen as part of closing an account. Additionally, preferred rates are not applicable in exchanging currencies or paying interest in the PowerSupport Plus program, or purchasing foreign currencies through the PowerBuilder program. Foreign currency are not guaranteed by deposit insurance. In principle, foreign currency denominated time may not be cancelled before maturity. However, in the event that Shinsei Bank recognizes extraordinary circumstances and deems the cancellation of foreign currency denominated time before maturity as unavoidable, only principal amounts will be refunded (interest thereon will not be honored). Shinsei Bank does not accept or offer cash transactions of foreign currencies. Fees will be charged for foreign currency remittances. Before investing in foreign currency customers should carefully read the product description of foreign currency (pre-contract document) that is available in branches and online so that they can fully understand characteristics of the foreign currency. Customers bear full responsibility for their investment decisions, and are encouraged to only invest surplus funds. Regarding structured Interest is subject to a 20.315% withholding tax (national tax: 15.315%, local tax: 5%). Some products carry risks such as being subject to having their maturity dates accelerated at the discretion of the Bank, and deposited currency being converted into a foreign currency (the counter currency) at a disadvantageous exchange rate (strike rate) for the customer at maturity and be credited into applicable foreign currency savings deposit account. In this case, the customer will be subject to foreign exchange risks (such as Forex fees and the risk of loss of principal due to fluctuations in exchange rates). In principle, cancellation before maturity is not permitted. If structured deposit is canceled before the maturity date for a reason that Shinsei Bank considers unavoidable, the originally invested principal is not guaranteed. Depending on market conditions, the amount paid upon cancellation before maturity may be significantly less than the principal. Please make sure that you have sufficient savings set aside and use only extra funds for investing in structured. After the maturity date, the matured funds or the matured funds and interest thereon are credited to the savings account as per the conditions on each structured deposit, and the savings interest rate of the account will apply on and after the maturity date. Funds deposited in yen are covered by deposit insurance. However some of the interest earned on structured is not covered by deposit insurance. For details, please refer to the product descriptions of each product. Regarding dual currency time made in yen, deposit insurance ceases to apply if the currency received at maturity is a foreign currency (the counter currency). Funds that are deposited in foreign currencies are not covered by deposit insurance. Applicable interest rates are subject to change based upon factors such as market conditions, etc., and sales may be terminated without prior notice. Please confirm the details with the explanatory materials (pre-contract explanation documents). The customer bears full responsibility for understanding the content and making the decision to purchase financial products. Explanatory materials on products are available at branches and online. Regarding investment trusts Investment trusts predominantly invest in domestic/foreign securities whose prices and values may fluctuate due to changes of regional political and economic conditions of Japan and foreign countries as well as due to the major risks listed below. Therefore, unit price of domestic investment trusts (hereinafter net asset value ) (net asset price of foreign investment trusts) is subject to change, and principal amount may fall below the amount invested. Major risks that investment trusts entail: - Price fluctuation risk: Volatility in the net asset value of the investment trust itself due to price fluctuations of stocks and notes composing the investment trust assets. - Foreign exchange rate fluctuation risk: Fluctuations in the currency market may have an impact on the net asset value. In the case of investment trusts denominated in foreign currencies, there is the risk of currency exchange rate fluctuations that may cause loss of principal when foreign currency is converted to yen. - Issuer s (or guarantor s) credit risk: Changes in management and financial conditions of the issuer (or guarantor) of the securities composing the investment trust assets and changes of rating by rating agencies may have an impact on the net asset value. Past performance is not a guarantee or a reliable indicator of future results. All profits and losses resulting from investments are for the account of the investor. The following s and expenses are borne either directly or indirectly by the customer purchasing an investment trust. - Upon purchase: Application fee (maximum 3.24%, tax included, for amount agreed for domestic investment trusts or for amount applied for foreign investment trusts) will be charged. - During the investment period: An investment trust fee, trailer fee (maximum 3.0% per annum, tax included, on total net assets value), and other fees and expenses arising during the investment trust period (Sales fees of securities held in the investment trust assets, audit expenses, performance bonuses, fees charged by invested funds, etc.) will be charged. As these fees are tied to the investment performance, the rates and maximum fees cannot be indicated in advance. - Upon redemption: A fee based on the amount of trust asset holdings (maximum 2.0% on net asset value or maximum 300 yen on 10,000 units) and a redemption (maximum of 5.0% on initial subscription amount) will be charged. As these fees and depends on the investment trusts purchased, the amount invested, the investment performance, and the period for which the customer hold the investment trust product, the total amount of fees and s cannot be indicated in advance. Fees and s vary by product. Please confirm the exact amounts in the pre-contract documents (prospectus including supplementary documents). When converting currency between Japanese yen and foreign currencies to purchase or redeem investment trusts, the Bank-designated foreign exchange fees will be charged as well as aforementioned fees and expenses. When redeeming an investment trust, the receipt of the redemption payment may require a considerable amount of time because some investment trusts have a closed period or specify the day for redemption. The decision on whether or not to conclude a contract for an insurance product will have absolutely no effect on a customer s other transactions with Shinsei Bank. Please contact the underwriting insurance company or Shinsei Bank immediately when an event occurs that is eligible for an insurance payment or benefit under the terms of the contract. Insurance products are underwritten by an underwriting insurance company. They are not a bank deposit, and are therefore not covered by deposit insurance or the Investor Protection Fund.
