Implementation Status and Key Decisions The mission noted a change within the leadership of the lead implementing entity since the last mission. Accordingly, the Ministry of Federal Affairs (MoFA) is now named Ministry of Federal and Pastoral Development Affairs (MoFPDA) with a newly appointed Minister and three State Ministers namely State Minister for Emerging Regions and Pastoral Areas Development, State Minister for Federal Affairs and State Minister for Civic Societies, Professional Associations, Religion and Belief Affairs. PCDP III is now officially answerable to the State Minister for Emerging Regions and Pastoral Area Development. Despite the change in the leadership, however, project management remained prudent and project implementation steady and earnest. Institutional arrangements, including project oversight, coordination, technical backstopping and implementation structures remained intact and functional.
