BOAT DOCK INFORMATION DPW- ENGINEERING DIVISION (650) 522-7320 CDD - BUILDING DIVISION (650) 522-7172 330 W. 20 th Ave. San Mateo, CA 94403-1388 The Marina Lagoon is used as a dual function facility: (1) to provide recreation, and (2) to store and manage storm water from the drainage basins west of the Lagoon. Generally, the level of the Lagoon is maintained between 96.0 97.0 elevation from May to October and 95.0 95.5 elevation from November to April. However, management of the Lagoon and storms may cause variations in the water level to occur during the year. In addition, as a convenience to the residents, the Lagoon is lowered approximately 3.5 feet during the month of January to facilitate work on docks and other structures on the shoreline. Please take note of these variations and construct docks or lifts accordingly. Conditions permitting, the Department of Public Works will announce planned lowering of the waters by publishing notices in the San Mateo County Times, posting notices at the public boat launches and recreation centers, and mailing notices to the homeowners associations around the Lagoon. The United States Army Corps of Engineers claims jurisdiction over the Marina Lagoon waterway and has delegated permitting of docks to the City of San Mateo. Complete plans and specifications (refer to Exhibits A through G) is required to be submitted to the Building Division. No construction of any dock is allowed without obtaining a Building Permit from the Building Division and an Encroachment Permit from Public Works Department and paying all associated fees. An application for Building Permit and an application for Encroachment Permit is attached. In some areas along the lagoon, Homeowners Association Approval is also required. When this is applicable, the Association letter of approval must accompany the plan submittal. Any docks on the Lagoon must be in good repair, and have a current dock permit and insurance on file or the City Public Works Department may serve notice to remove the dock whereupon the dock must be dismantled by the owner and taken out of the Lagoon. Docking is a permitted use, not a mandatory obligation on the Federal government or the City. Each dock must pay an annual dock permit fee and the owner must maintain a current Certification of Insurance as well ass a Hold Harmless Agreement that covers the City with regard to liability for personal injury or property damage that may occur because of the dock. As part of the United States Army Corps of Engineers Regional Permit, the California Regional Water Quality Control Board issued a waiver of Waste Discharge Requirements and Water Quality Certification pursuant to the following conditions: 1. No creosote-treated wood or creosote-treated pilings shall be used for any construction, replacement or repair of structures. 2. Appropriate erosion control measures shall be implemented and maintained throughout construction areas. All work shall be conducted in a manner so as to minimize the discharge of earthen materials into the waters of Marina Lagoon. 3. All equipment staging material storage areas shall be located on upland sites. The property owner should be aware that the Lagoon is known to have marine organisms that attack wood pilings. The area of concern is from the mudline to the high water elevation, the area of wetting and drying. This may affect the service life of the dock and should be considered in design. The attached Plans and Specifications are provided as a City approved Standard Plan. Any deviation from the Standard Plan will require submittal of structural calculations stamped and signed by an Architect or Engineer licensed by the State of California. No dock, boatlift or any other structure shall extend into the Lagoon more than 25 feet beyond the point on the shoreline intersected by the plane of the summer high water level (elev. 97.0 ) (except within the limits of Mariners Island subdivision, Unit 1, 2, and 3, where the existing housing structures extend into the lagoon. In these cases, docks/ramps/lifts, etc. shall conform to the following criteria: 1) Where the existing house structure extends 10 feet or less into the lagoon, boat docks shall extend no more than 25 feet beyond the point on the shoreline intersected by the plane of the summer high water level; or 2) Where the existing house structure extends greater than 10 feet into the lagoon, boat docks shall not extend more than 15 feet beyond the edge of the existing house structure. Under no circumstances shall boat docks extend more than 40 feet beyond the point on the shoreline intersected by the plane of the summer high water level. Fences shall not extend any more than 6 feet into the Lagoon from the same point noted previously in this paragraph and only along established property lines.
BOAT DOCK PLAN SUBMITTAL REQUIREMENTS When applying for a boat dock permit, please submit four (4) complete sets of plans and specifications along with a completed Building Permit Application and a Marina Lagoon Application for a Public Works Encroachment Permit. Building permit fees shall be based on a total valuation of $20.00/sf of deck area. Please refer to the Building Division for building permit fee amount. Also, please refer to Public Works Department for encroachment permit fees. All new docks and repairs of existing docks will require complete plans to be submitted to the City for review and approval from the Building Division and Public Works Department. Any deviations from the Approved Standard Plan will require plans to be prepared by a Licensed Architect or Engineer. Construction may not commence until the issuance of a Building Permit and a Public Works Encroachment Permit. Plans and specifications shall include the following items: (Can be used as a checklist) I. Site Plan (Refer to Exhibit A and Exhibit B for sample) 1. Provide a fully dimensioned Site Plan in ink, to scale, indicating property lines, location of the dock and any structures (new or existing) whether attached or not. 2. Specify location of boatlifts, if applicable. 3. Show sizes of proposed improvements from existing structures. II. Foundation/Framing Plan (Exhibit C) 1. Show foundation detail (Exhibit D) 2. Show framing plan with size of material, type of material and spacing. 3. Show method of attachment to other structures. 4. Electrical grounding, GFCI outlet, electrical fixtures and wiring, if proposed. 5. Show any plumbing if included in the installation. 6. Show Boatlifts both manual and electrical. III. Section View (Exhibit E) 1. Show distance from summer high water level to most remote edge of dock. 2. Size and spacing of floor joists. 3. Size and spacing of Pilings. 4. Required bracing. 5. Embedment of pilings into grade. IV. Elevation View (Exhibit F and Exhibit G) 1. Show distance from summer high water level to most remote edge of dock. 2. Building extension into Lagoon. 3. Any awning or cover will require plans prepared by a licensed Architect or Engineer. Docks constructed with stairs would need clear and detailed stairway, guardrail/handrail plans. Community docks, which are used for public use, will require plans prepared by a licensed Architect or Engineer. The deck shall be designed using a 100 psf live load. If dock is within a Homeowner s Association, an HOA approval letter is required. Certificate of Current Insurance with required limits of coverage and indicating the "City" as an additional insured (refer to attached Standards for Insurance form).

Permittee shall comply with all City ordinances and regulations, and Federal and State laws and regulations pertaining to encroachments in easements and/or rights of way.
