We are therefore requesting expressions of interest from those municipalities responsible for implementing part IV policies in the draft proposed Source Plan. We will use these expressions interest to develop a proposal for those services which is scoped to those municipalities who would consider receiving these services from the Conservation Authorities. New tools provided in part IV of the Clean Water Act, 26 (CWA) allow for the management of specific risks to drinking water sources not provided by broader land use planning tools. These tools include risk management plans s58) and prohibitions (CW A, which can be focused on specific activities prescribed as significant drinking water threats, under specific circumstances, without affecting the multitude of other which can be associated with general use designations. Staff at the Conservation Authorities in Thames-Sydenham and Region has taken steps towards completing the training required to be designated as an official or under the Clean Water Act. This training has provided necessary insight into the and program considerations to develop a proposal for these services. Additionally the Conservation Authorities currently have staff who understands the risk assessment process to determine whether an activity is a significant threat to drinking water. City Engineer DATE: August 7, 212 SUBJECT: Transportation/Transit Master Plan-Notice of Study Commencement City of Sarnia, through their Consultant IBI Group, has initiated a Transportation/Transit Master Plan Study. The attached notice with this report advises the commencement of a Transportation/Transit Master Plan study that will define existing problems/opportunities, consider and evaluate solutions, and identify an optimum transportation/transit system. To comply with the Environmental Assessment Act, the study is being conducted in accordance with the Municipal Class Environmental Assessment (EA) process. The City of Sarnia will be seeking input from the public through a variety of consultation groups and meetings held during the course of the study. The first Public Information Centre to introduce the master planning studies and hear the public s ideas and issues regarding Sarnia s transportation and public transit systems will be held this fall. Notice of this public session will be posted in local newspapers and mailed to those asking to be placed on the project mailing list. Page 11 of 86

Notice of Study Commencement The City of Sarnia has initiated the development of a city-wide Transportation Master Plan and Public Transit Master Plan which will be instrumental in improving the way people and goods move through and around the City. Sarnia is changing and growing, and the current transportation and transit systems need to adapt to embrace a more sustainable travel future for everyone. The Transportation Master Plan and the Public Transit Master Plan will be key tools in continuing to build a healthy, vibrant and sustainable City by providing direction for enhanced pedestrian, cycling, public transit and roadway infrastructure. The study will follow the master planning provisions of the province s Municipal Class Environmental Assessment (EA) process. IBI Group has been retained by the City to develop the Transportation Master Plan and Public Transit Master Plan, which is planned for completion in September 213. STUDY OBJECTIVES Identify existing and future levels of travel demand throughout the City. Outline the transportation infrastructure needed to ensure safe and efficient movement of people, goods and service for the economic growth and prosperity of the City. Develop policies and guidelines for all modes of transportation in the City, including walking, cycling, transit, goods movement and roads, and that also supports rail, air and marine service.
