IPCC TFI: History

Task Force on National Greenhouse Gas Inventories (TFI) Task Force on National Greenhouse Gas Inventories (TFI) was established in 1998 by the IPCC The objectives of the TFI are: To develop and refine an internationally-agreed methodology for calculation and reporting of national GHG emissions and removals To encourage the widespread use of this methodology by countries participating in the IPCC and by Parties of the United Nations Framework Convention on Climate Change (UNFCCC) Technical Support Unit (TSU) provides support to the TFI under the overall supervision of the Bureau of TFI

Transition from AR5 to AR6 cycle IPCC 41 st Session (Feb 2015, Nairobi, Kenya) decided: The IPCC will continue to prepare every 5-7 years comprehensive Assessment Reports (AR). The IPCC will continue to prepare Methodology Reports on National Greenhouse Gas Inventories. The TFI will be retained with current mandate and structure and is expected to end in 2022 at the latest (Decision IPCC/XLI-4) IPCC 42nd Session (Oct 2015, Dubrovnik, Croatia) elected new TFB for AR6 cycle

2006 Guidelines being used by NAI Parties At the 42nd Session held in June 2015, the Subsidiary Body for Implementation (SBI) of the UNFCCC concluded under the agenda item on Reporting from Parties not included in Annex I to the Convention : The SBI noted the requests from non-annex I Parties for further technical support aimed at improving their domestic capacity to facilitate continuity in meeting reporting requirements through training on the use of the 2006 IPCC Guidelines for National Greenhouse Gas Inventories, (FCCC/SBI/2015/10, paragraph 29)

IPCC TFI: Current Activities

Technical Assessment of IPCC Inventory Guidelines (1) 10 years since 2006 IPCC Guidelines were produced Expert Meeting on Systematic Assessment of TFI Products (25-27 August 2014 in Ottawa, Canada) Assessed the TFI products including the 2006 IPCC Guidelines Subsequently, TFI Bureau (TFB) concluded: The 2006 IPCC Guidelines provide a technically sound methodological basis of national greenhouse gas inventory, and therefore fundamental revision is unnecessary To keep the validity of the 2006 IPCC Guidelines, certain refinements may be required, taking into account scientific and other technical advances that have matured sufficiently since 2006 More in depth technical assessments should be undertaken

Technical Assessment of IPCC Inventory Guidelines (2) Through the combination of an on-line questionnaire survey and expert meetings The on-line questionnaire survey aimed to collect inputs from inventory experts about the need and the feasibility of methodological development or refinement for specific categories and gases Conducted from 30 January to 27 February 2015 The TFB considered the results of the survey and developed a provisional list of categories and gases as well as cross-sectoral issues for consideration more in detail at the expert meetings Expert Meeting on Energy, IPPU, Waste Sectors (29 June -1 July 2015, Geneva, Switzerland) Expert Meeting on AFOLU Sector (13-16 July 2015, Sao Paulo, Brazil) Follow up Expert Meeting and Cross-Sectoral Meeting (25-29 April 2016, Wollongong, Australia)

Aims of Technical Assessment Work (3) The work aims: to assess where science and data availability have developed sufficiently since the 2006 IPCC Guidelines to support the refinement or development of methodological advice for specific categories and gases, with a view to identifying any specific areas or issues to be prioritized. to conduct technical assessment on cross-sectoral issues, such as those covered in Volume 1, including improvement of user-friendliness of other inventory tools with a view to contributing to capacity development programmes.

Technical Assessment -Scope (4) Technical assessment on all the four sectors: Available science and data Need and feasibility of methodological development/refinement The assessment took into account: Existing guidance in the 2006 IPCC Guidelines and the 2013 Wetlands Supplement Associated Products such as IPCC Inventory Software and the Emission Factor Database Focused on specific source/sink categories and gases selected according to significance and prioritization criteria.

Technical Assessment: Significance & prioritization criteria (5) Significance of the source/sink and the gas within the sector on a global scale. Only for a limited number of particular countries -NO New information would likely lead to a definite improvement? Availability of relevant new scientific results. Sufficient data was available and maturity of scientific advances since 2006; to provide a basis for methodological development or refinement, including: Ability/potential to develop new or updated default emission/removal factors Feasibility of obtaining the necessary data to implement the methods Emergence of new sources or gases

Technical Assessment of IPCC Inventory Guidelines (6) The on-line questionnaire survey Experts who were nominated by governments and international organizations Experts who have contributed to TFI work 243 experts submitted their views

IPCC EFDB (1) Library of emission factors/parameters and other relevant data Default values from IPCC Guidelines Data from peer-reviewed scientific papers Data from non-peer reviewed publications (government reports, industry studies etc.) http://www.ipcc-nggip.iges.or.jp/efdb/ Evolves dynamically data proposals (e.g. inventory compilers, researchers) and data collection efforts (e.g. expert meetings) Open to any data proposals Communication platform for distribution of new research and measurement data Data evaluated by Editorial Board Users decide if data is suitable in their specific situation

IPCC EFDB (2) Continuing efforts for data collection Expert meetings 13 th and 14 th Expert Meetings on Data to be held in December 2016 Literature search Annual Editorial Board meeting to discuss how to enhance/improve the EFDB and evaluate data proposals 14 th Meeting of Editorial Board to be held in December 2016 User-interface is being further improved

IPCC Inventory Software (1) Implements the 2006 IPCC Guidelines, but it can also be used for reporting under the Revised 1996 IPCC Guidelines Output in Non-Annex I National Communications format Can be used for the whole inventory or individual categories Database based, does not require internet access or expensive hardware, freely available at IPCC TFI website http://www.ipcc-nggip.iges.or.jp/software/index.html The latest version of Inventory Software - Ver 2.17 was released on 1 March 2016 Includes Uncertainty & Key Category Analysis and aids QA/QC Can export/import inventory data (e.g. worksheet data) and generates reporting tables (e.g. sectoral and background)

IPCC Inventory Software (2) Continuing support to users: Help Desk: ipcc-software@iges.or.jp Web Forum: https://discussions.zoho.com/ipccinventorysoftware/ Organizing expert meetings annually Expert meeting to collect EFDB and Software users feedback, 17-19 March 2015, Okinawa, Japan Expert meeting to collect EFDB and Software users feedback, 25-28 January 2016, Kobe, Japan Work to implement Tier 2 methods for some (not all) categories under Energy, IPPU and Waste Sectors is under way, and the updated version will be made available later this year. AFOLU worksheets for Tier 2 implementation are being prepared.
