DETAILS REGARDING THE SUPPLY OF BRAND NEW WARP TYING MACHINE AND DRESSING TABLE ALONG WITH ACCESSORIES TO BE SUPPLIED AT KERALA HI- TECH TEXTILE COOPERATIVE LIMITED FOR THE MODERNIZATION PROJECT OF KELTEX. Required warp yarn beams will be supplied by society for successful trial running and training to society technicians. 75 long heavy duty warp dressing frame made out of specially extruded hard anodized aluminum No. 1 sections & support brackets are made out of steels, consists of castor wheel carriage for transportation from loom to loom with all metal special striking comb, Aluminum Clip with bar & Lease Bars, 2 Nos. of dressing brush and complete brush roller assembly suitable for sheet to sheet & lease to lease knotting for weavers beam size. Tenders will be of two-cover system namely Technical Bid and Price Bid. The technical bid contain the detailed specifications of the machines duly signed and confirming our above requirements with broachers and the price bid will give the rate FOR at Keltex factory, including Packing & Forwarding, Freight, Insurance, Taxes and charges for Unloading, Erection and Commissioning. THE PRICE WILL BE FIRM UNTIL THE COMPLETION OF DELIVERY OF THE MACHINES AS PER THE APPROVED SPECIFICATIONS. Last date of submission of valid tenders will be 3 rd June 2017 at 17 Hrs. The technical Bid will be opened on 5 th June 2017 at 11.00 Hrs. Technical evaluation meeting will be held on 5 th June 2017 at 11.30 Hrs. at Keltex Office. Those tenders found qualified and successful in the Technical Bid will be considered for opening the financial bid on 5 th June 2017 at 14.00 hrs. at KELTEX office. The successful Bidder in the financial bid will be invited for negotiation. The Bidders are to submit the tenders adhering to the technical specifications and necessary supporting documents in the Technical Bid and to indicate the lowest price FOR at KELTEX premises, Athavanad, Malappuram District. Those Bidders who qualifies in the Technical Bid and successful in the technical bid discussions will be invited for opening their financial bid. Bidders/their authorized representatives who are having the mandate for negotiation of price are required to attend the tender opening meeting at Society s registered office at Kerala Hi-Tech Textile Cooperative Limited (KELTEX), (Post) Adhavanad, (Dist) Malapuram, Kerala, India- 676301 on the specified date and time. Price negotiation, if required, will be held only after the opening of Financial Bid, with the Lowest Quoted Bidders. RULES FOR REMITTING EMD & TENDER FEE EMD: Payment towards EMD Rs. 5000/- to be paid by way of a demand draft in favour of KERALA HI-TECH TEXTILE COOPERATIVE LIMITED payable at PUTHANATHANI. TENDER FEE: Payment towards tender fee Rs. 800/- to be paid by way of a demand draft in favour of KERALA HI-TECH TEXTILE COOPERATIVE LIMITED payable at PUTHANATHANI. The amount of EMD of all unsuccessful bidders shall be refunded by KELTEX. Non-receipt of EMD and tender fee by separate demand drafts along with technical bid will result in rejection of Bid by KELTEX, for non-remittance of EMD and tender fee. Bidders are to quote only for the items mentioned in the Notice Inviting Tender (NIT). 2. The Bidders are expected to supply the items as per the approved specifications, terms and conditions of NIT. Bidders are to submit their quote for tenders invited in Two Bid tendering mode. The Bidders shall submit their tenders in the following manner in separate sealed envelopes duly super scribed Envelope-1: Technical Bid with format for qualification of contractors duly filled with all supporting documents with EMD, Envelope-2: Price Bid. These two envelopes shall be again put together in one common envelope and sealed. This sealed cover shall be addressed to the Managing Director, Kerala Hi-Tech Textile Cooperative Limited(KELTEX), Kodakkad Hills, (Post) Athavanad, (Dist) Malappuram, Kerala Pin 676 301 and shall be super scribed as TENDER FOR MODERNIZATION PROJECT OF KELTEX /03/2014-15. 3. Training: The qualified supplier should be responsible for imparting practical oriented training to our technicians/weavers and to fully equip them to operate the machine and carry out knotting activities both lease to lease and sheet to sheet, at least 15 days training should be given at free of cost. 4. The Machineries supplied should be guaranteed for performance for a minimum period of 12 months from the date of successful installation and commissioning in KELTEX.
5. The successful Bidder should be prepared with the machineries be ready to supply the same immediately on the date specified after awarding the order. 6. All suits of other legal proceedings in respect of any matters arising out of this purchase shall be instituted only in appropriate courts having territorial Jurisdiction over Malappuram District only, in which the district KELTEX is situated. INSTRUCTIONS TO BIDDERS: 1. The bidder should have supplied at least three such single units in the last oneyear period. Proof of the same should be submitted along with the Technical bid. 2. Proof of authorized supplier or proof of manufacturer as OEM) is to be submitted along with Technical bid for qualification. 3. Any defects/ faults arising in supply should be rectified at the supplier s risk. 4. Evaluation of qualification will be strictly based on the document copies submitted. Copies of testimonials and other documentary evidence must be submitted (photo copies) wherever applicable along with the Technical Bid for evaluation and confirmation of qualifying requirements. Bids of those bidders who are in the opinion of KELTEX do not satisfy the above requirements will not be considered. 5. KELTEX shall have no responsibility for any technical issues/ delays from the Bidders end for non-receipt of tenders submitted. 6. The Contract will be awarded to the Bidder who quoted the lowest (L1) and qualifies in the tender process subject to the condition that, the price is comparable with market price and Bidder has the capacity and resources to carry out the contract effectively and timely. 7. Prior to the expiry of the validity period of the tender, KELTEX will place the order with the successful Bidder. 8. Tender/tenders not properly filled, submitted with incorrect calculations and not complied with the general conditions, are likely to be rejected automatically. 9. Bidders price must be firm throughout the period of the contract and there shall be no revision of the rates quoted by the bidder for any reason whatsoever.
10. Price for supply: Price of the equipment supplied should be all-inclusive. 11. The Bidders shall study the tender documents carefully and thoroughly before submitting their respective Bids. It will be deemed that, the Bidder has thoroughly studied and obtained all clarifications and all the relevant details regarding prices and provisions necessary for successfully carrying out the work as per the tender documents and approved terms and conditions. No claim/ objections will be entertained later because of lack of clarity/ misrepresentation of any data. 12. Specification shall mean all technical specification of the product/item/equipment. 13. KELTEX does not bind itself to accept the lowest tender if they do not agree the approved terms and conditions of payment and delivery period. 14. KELTEX deserves all the right and authority to modify/add/ substitute/delete/repeal the conditions of the tender documents either partially or completely as the case may be. 15. KELTEX reserves to itself the authority / rights to reject any or all tenders received by assigning any reasons thereof. 16. The EMD of the unsuccessful Bidders will be returned immediately by KELTEX, after complying tender formalities. 17. The tender shall remain valid for acceptance for a period of 60 days from the date of submission of tenders. 18. Any defect developed within the Defect Liability Period of twelve months from the date of receipt of material have to be rectified by the supplier at their own cost/risk. In case the supplier does not rectify the defects, KELTEX or it representative shall get the work done at the risk and cost of the supplier. The losses if any, sustained by KELTEX because of not rectifying the defects to the machines supplied will be compensated/recouped from the supplier through legal means. 19. The supplier shall not be entitled to receive any compensation for any loss suffered by him because of delays in supply of the material, whatever the cause for such delays may be.
20. Supplier shall provide supervision for installation and commissioning activities of the machineries at the site at their expenses. A. TECHNICAL BID This part shall contain the following, which are to be submitted as technical bid to qualify for financial bid: i) All pages of NIT should be signed and sealed and to be submitted as a token of acceptance of all terms and conditions. ii) Authorization Letter from the Manufacturer confirming the agency/ dealership or document to show the Original Equipment Manufacturer should be submitted. iii) Details of authorized dealership or proof of purchase of equipment from authorized dealer of Original Equipment Manufacturer (OEM).. iv) Confirmation of the Technical Specification provided in the NIT in the Bidders Machinery with details of any additional technical feature of the Machinery included in the quoted value. Brochure showing technical specifications should be submitted. v) Manufacturer s name/brand name should be mentioned against each and every item. B. FINANCIAL BID This part shall contain only Summary of Bidders Price, duly filled in. Any condition by the Bidder given in this part shall not be considered and shall render the tender liable for rejection. C. PAYMENT CONDITIONS 1) Supply of Machinery 10% Advance against bank guarantee or 90% payment against delivery of machines and balance 10% will be paid after successful commissioning on acceptance of our Purchase Order and the terms and conditions therein. Corporate guarantee valid for 12 months from the date of supply should be given.
2) DELIVERY SCHEDULE Within 15 days from the date of Purchase Order or mutually agreed delivery terms. Bidders should bind only if they agree and comply with the delivery schedule of equipment. INSTRUCTIONS TO BE FOLLOWED BY THE BIDDERS Bidders, while participating in tenders published in KELTEX website (www.keltex.org), should ensure the following: 1) The tender document to be downloaded from KELTEX website (www.keltex.org) and to be submitted in the relevant covers only, by the due date and time, as specified in the tender documents. 2) Late / delayed tenders submitted/received after the due date and time, for whatsoever reasons will not be considered. 3) Partially completed / incomplete bids shall not be considered.
