EOI Ref No. TCIL/13/S&TC/2017-18/EoI/BD November 13, 2017 Expression of Interest (EoI) For Supply, installation, commissioning of LAN, Wi-Fi and CCTV at one of the client location in New Delhi Telecommunications Consultants India Limited (TCIL) intends to participate in the above cited tender for Supply, installation, commissioning of LAN, Wi-Fi and CCTV on turnkey basis. The bidder shall have prior experience in this field and willing to work with TCIL. Bidder shall be capable of providing Functional and technical requirement as per tender including amendments if any. They shall be in a position to meet any enhanced requirements of the customer. Pre-Qualification Criteria: The bidder should meet the following pre-qualification criteria: S. No Qualification Criteria Details 1 Legal Entity The bidder must be a registered company in India, registered under the Companies Act 1956/2013. 2 Signatory The Authorized Signatory for signing the Contract/Agreement with TCIL as a partner and should be duly authorized by Competent Authority to sign the Contract/Agreement on their behalf. 3 Tax Registration & clearance The party should have valid Sale tax registration, service tax registration PAN and GSTIN. 4 Annual Turnover Should have a minimum annual turnover of INR 5 Cr each year during the last 3 years (i.e. 2014-2015, 2015-2016 and 2016-2017). Mandatory documentary evidence to be Submitted Company Profile Memorandum & Articles of Association Copy of Certificate of Incorporation Power of attorney on Rs. 100/- legal paper Copy of GSTIN Copy of Sale tax registration, service tax registration & PAN Audited Profit and Loss Statement and Balance sheets. 5 Average Net Worth The bidder should have positive net-worth and should be profit making in last three financial years (FY 14-15, 15-16 & 16-17). 6 Solvency certificate Bank Credit Limit or Solvency of the bidder (Maximum three month old) 7 Blacklisting The party should not have been blacklisted by any of the Ministry/ Department of Government of India/ State Governments/PSUs and also neither convicted nor is any criminal case pending against it before any court of competent jurisdiction. 8 Integrity Pact and MOU 9 Technical Capability 10 OEM of Proposed Products The bidder shall have to sign the Integrity Pact with TCIL 1. Presence (duration) of the bidder in the field of System Integrator of Wi-Fi Networks/IT Solutions/ICT Telecom/ICT Education should be minimum of 5 Years. 2. Experience of the bidder in the field of System Integration/IT in terms of transaction volume should be minimum of Rs. 3 crore. 3. Bidder should have successfully completed minimum 05 ICT Projects for Passive & Active Networking, CCTV/ WiFi in Govt. / Education/PSU/Pvt. Sector for the last 5 years. 4. Bidder should have ISO 9001:2008 1. Presence (duration) of the Major Proposed OEM s in India to be minimum 3 years. 2. The OEM of proposed products should be listed among the Leaders Quadrant of Gartner Report in their respective domain in at-least 2 of the last 3 years 11 EMD INR 2,00,000/- (Rupees Two lacs only) in the form of DD/Banker s Cheque/ Bank Guarantee (BG) from Nationalized/ Scheduled Banks, drawn in favour of Telecommunications Consultants India Limited payable at New Delhi as per format given at the end of this document. The EMD should be issued from Delhi branch of the above banks. 12 BG The selected bidder shall agree to submit the required amount of BG to TCIL on back to back basis for further participation CA Certificate with CA s Registration number/seal. Original copy of DD/Banker s Cheque/BG valid for six months from the date of submission. It shall be submitted along with the Technical offer. Undertaking for submission of the required amount of BG to TCIL on back to back basis for further

Amendment of EoI: At any time prior to the last date for receipt of offers, TCIL, may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective bidder, modify the EoI document by an amendment. In order to provide prospective bidder reasonable time to take the amendment into account in preparing his/her offer, TCIL may, at their discretion, extend the last date for the receipt of offers and/or make other changes in the requirements set out in the Invitation for EoI. 3.
