Deputy Finance Director Recruitment The City of Cape Girardeau, serving a growing popula on of 39,000, is succession planning for their Finance Director. The city is located between St. Louis and Memphis on the Mississippi River and Interstate 55. It is home to Southeast Missouri State University and serves the region as the hub for employment, educa on, retail, recrea on and healthcare, with a day me popula on exceeding 100,000. The City of Cape Girardeau operates under a council manager form of government with the Mayor elected at large and six City Council members elected from their respec ve wards. The City has a $60.2 million opera ng budget with 408 full me employees, a $15 million capital projects budget, and a Standard & Poor s Na onal Municipal Bond ra ng of A+. Deputy Finance Director Position Overview This new, temporary posi on will be responsible for assis ng the Finance Director with planning, direc ng, and coordina ng the fiscal management of the City of Cape Girardeau in prepara on for the Finance Director s re rement. The City takes succession planning seriously and is seeking to find an individual capable of successfully leading the Finance Division upon the Director s re rement. The Finance Director is under the supervision of the Deputy City Manager and is responsible for direc ng the financial affairs of the City. Both the Finance Director and the Deputy Finance Director will have con nual contact with the City Manager, elected officials, and department directors to define, explain, and obtain informa on on ma ers of financial concern. Both posi ons will be responsible for the prepara on of the City s annual budget and financial plan, and the development and maintenance of the City s financial reports, accoun ng prac ces, and fiscal records. Major Du es Coordinates and assists with the development of the City s annual budget; projects available revenues and expenses; coordinates the par cipa on of other city departments; accumulates personnel, opera ng, and capital requests; communicates financial status to the Finance Director, City Manager and department heads; assists with produc on of proposed city budget; coordinates the produc on of published budget documents. Reviews and analyzes financial statements and reports financial status to the Finance Director, City Manager, Deputy City Manager, and/or the City Council. Monitors compliance with the adopted city budget. Assists with management of City s debt issuance and repayment. Knowledge Required: Principles and prac ces of governmental accoun ng, financial markets, laws and regula ons governing municipal finance, and Generally Accepted Accoun ng Principles. Skills Required: Use of computers and various so ware programs, conduc ng research and in preparing and presen ng financial report, training and supervision of personnel, and oral and wri en communica on. Proficiency in MUNIS so ware strongly preferred Assists with management of financial compliance with federal and state requirements. Ensures compliance with purchasing procedures. Supervises and par cipates in the prepara on of financial statements. Assists with management of the City s investment por olio and analyzes the City s cash flow. Develops procedures for financial administra on, accoun ng, purchasing, and cash management. Alongside the Finance Director, the Deputy will be responsible for managing and supervising the office staff. This includes hiring, training, coaching/counseling, assigning and direc ng work, as well as formal evalua on of staff. Assists with any independent audi ng processes and reviews and monitors internal controls. Provides financial analysis and other assistance to city departments as requested. Serves as coordinator of the investment commi ee.

The ideal candidate will need to operate with a high degree of integrity, honesty, trust, and openness; foster an environment of financial transparency and respect; and demonstrate a collabora ve management style focused on team building and internal customer service. Educa on & Experience The selected candidate must hold a bachelor s degree from an accredited college or university in finance, accoun ng, business administra on, or a related area, plus five years of increasingly responsible accoun ng experience. A minimum of three years of qualifying experience must be in an administra ve role supervising staff. A combina on of educa on, experience, and training may be applied in accordance with City of Cape Girardeau policy. Preference may be given to those candidates registered as a Cer fied Public Accountant, Cer fied Government Financial Manager, Cer fied Internal Auditor, or related cer fica on. A working knowledge of Tyler Technology MUNIS so ware is preferred. Compensa on & Benefits The star ng salary range is $67,829 $85,342 with an an cipated promo on to Director within 1 2 years. The top end of the current pay grade for the Finance Director posi on is $113,500. The City par cipates in the Missouri LAGERS (Local Government Employees Re rement System). Financial Division Overview ABOUT THE DEPARTMENT The Finance Division/Office accounts for expenditures, assets and liabili es; prepares and administers the annual budget; manages the City s investments; pays bills and debts; monitors the annual capital plan; and works with auditors in preparing and presen ng the annual audit. The office staff of six consists of one Accoun ng Manager, two Accountants, one Payable Coordinator and two part me personnel. U lity billing is managed by the Ci zen Services Department.

Financial Overview City of Cape Girardeau, Mo. The City of Cape Girardeau projected $22.7 million in general fund revenues in the 2017 2018 budget. Nearly 34.2 percent of total revenues and 47.2 percent of general fund revenues are projected to be generated by sales tax revenue. Current and projected expenditures in the City s 5 year capital improvements program total more than $79.7 million for transporta on, environmental, facility, IT, and fleet replacement projects. Voter approved sales tax, including the Parks/Stormwater, Public Safety, Water Improvement, Sewer Improvement, and Transporta on sales taxes are the main funding sources of these projects. An overview of the capital improvements program shows a city developing major infrastructure to accommodate growth while maintaining a high quality of life. 41.9 percent of capital improvements program expenses are dedicated to transporta on issues and 28.8 percent are dedicated to improving city facili es. An addi onal 11.4 percent is allocated to water, sewer, and storm water improvements. This aggressive capital improvements program demonstrates Cape Girardeau s ongoing commitment to its infrastructure and network of basic services.
