NEW APPROACH TO NATIONAL DEVELOPMENT PLAN PREPARATION National and Budgeting Policy in place, the process of developing and implementing the NDP will be as follows:- 2 years before the expiry of the existing Plan, preparation for the successor plan commences, thus the Seventh NDP preparation should begin this year.

NATIONAL DEVELOPMENT PLAN PREPARATION PROCESS Year Three - 2017 In Q2 following an election year, i.e. 2017, draft NDP in the form of a green paper is tabled before Cabinet. The NDP approved and launched by the President. Provincial and District Development Plans finalized in line with the approved NDP NDP submitted to the National Assembly to support the national budget
INCLUSIVENESS IN THE DEVELOPMENT OF THE NDP Cabinet Office Policy guidance and approvals Ministry of Finance Coordinates the whole process in liaison with Cabinet office Sectors and provinces are required to: Strengthen MISs in their Institutions Provide updated data in the proposed formats Give explanations for the reported implementation status Make specific recommendations Civil Society, Political Parties and Private Sector consulted at various stages of the NDP development process
