WHO SHOULD APPLY? This is a departmental promotional examination for the State Compensation Insurance Fund. Applicants must meet one of the following criteria to participate in this examination: 1. Applicants must have a permanent civil service appointment with State Compensation Insurance Fund as of December 2, 2011, the final filing date, in order to participate in this examination; or 2. Must be a current or former employee of the Legislature for two or more years as defined in Government Code Section 18990; or 3. Must be a current or former non-elected exempt employee of the Executive Branch for two or more consecutive years as defined in Government Code Section 18992; or 4. Must be a person retired from the United States military, honorably discharged from active duty with a serviceconnected disability, or honorably discharged from active duty as defined in Government Code Section 18991. (Note: Veterans must provide a copy of their DD214 for entrance requirement.)

ELIGIBLE LIST INFORMATION A department promotional eligibility will be established for State Compensation Insurance Fund for the San Francisco location. The list will be abolished twelve months after being established, unless the needs of the service and/or conditions of the list warrant a change in this period. REQUIREMENTS FOR ADMITTANCE TO THE EXAMINATION It is your responsibility to make sure you meet the experience requirements stated on this announcement on the date you submit your application. NOTE: All applicants must meet the education and/or experience requirements as stated on this examination announcement by the final filing date, DECEMBER 2, 2011. MINIMUM QUALIFICATIONS EITHER I Three years of experience in a responsible actuarial position or in consulting actuarial practice, at least one year of which shall have been in the compensation insurance field. OR II Two years of experience performing the duties of a Senior Actuarial Statistician, in State service. OR III One year of experience performing the duties of a Supervising Actuarial Statistician, in State service. Education: Either AND 1. Equivalent to graduation from college, preferably with specialization in mathematics, insurance or accounting. (Additional qualifying experience may be substituted for the required education on a year for-year basis.) Or 2. Possession of an associateship or fellowship in the Casualty Actuarial Society.

POSITION DESCRIPTION The Actuary, State Compensation Insurance Fund, analyzes and interprets periodic financial and statistical reports, quarterly and annual financial statements, the annual report to the Insurance Commissioner, the annual dividend plan on policies, reports and analysis of premiums, losses and dividends, forecasts of earnings, expenses and losses, and comparisons with other carriers; prepares studies of reserves, including the testing of their adequacy, basic and merit rating plans, medical costs, and service charges; makes special actuarial studies, investigations, and analysis; analyzes and review financial statements of other insurance carriers; formulates improved actuarial methods and discusses such methods with the President or Executive Vice President; prepares, analyzes, and interprets risk experience ratings; analyzes enacted or proposed legislation for its effect on operations of the State Compensation Insurance Fund. EXAMINATION INFORMATION This examination will consist of a qualifications appraisal panel interview weighted 100.00%. The interview will include a number of predetermined job related questions. In order to obtain a position on the eligible list, a minimum rating of 70.00% must be attained in the interview. All interviews will be recorded. COMPETITORS WHO DO NOT APPEAR FOR THE QUALIFICATIONS APPRAISAL PANEL INTERVIEW WILL BE DISQUALIFIED. It is anticipated that interviews will be held during the month of January 2012. QUALIFICATIONS APPRAISAL PANEL INTERVIEW - WEIGHTED 100.00% SCOPE OF EXAMINATION In addition to evaluating the competitors' relative abilities as demonstrated by quality and breadth of experience, emphasis in the examination will be measuring competitively, relative to job demands, each competitor's knowledge and abilities as outlined below. KNOWLEDGE AND ABILITIES Knowledge of: 1. Principles and practices of actuarial statistics and accounting with emphasis on compensation insurance. 2. Compensation insurance risk analysis, ratemaking, and rating systems. 3. Principles, practices, and problems of worker s compensation insurance. 4. The California Workers Compensation Insurance Manual. 5. The California Retrospective, Experience and other rating plans, the California Workers Compensation Insurance and Safety Laws, the United States Longshoremen s and Harbor Workers Compensation Act, and other statutes related to the field of workers compensation. 6. Trends in decision of the Workers Compensation Appeals Board and the courts on compensation cases. 7. Statistical equipment, methods and procedures. Ability to: 1. Make complex actuarial and statistical computations. 2. Interpret and apply the California Workers Compensation Insurance Manual, the California Retrospective, Experience and other rating plans, the California Workers Compensation Insurance and Safety Laws, the United States Longshoremen s and Harbor Workers Compensation Act, and other statutes related to the field of workers compensation. 3. Prepare difficult and technical actuarial and statistical reports and correspondence. 4. Analyze situations accurately and adopt an effective course of action. VETERANS PREFERENCE Veterans' Preference credits will not be granted in the examination as it does not meet the requirements to qualify for Veterans' Preference credit.

State Compensation Insurance Fund reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all competitors will be notified. Locations of interviews may be limited or extended as conditions warrant. General Qualifications: Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others; and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required. Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) subdivisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

Promotional Examinations Only: Competition is limited to employees who have a permanent civil service appointment and military veterans that meet all the minimum qualifications. Under certain circumstances, other employees may be allowed to compete under provisions of Rules 234, 235, and 235.2. State Personnel Board Rules 233, 234, 235, 235.2, and 237 contain provisions regarding civil service status and eligibility for promotional examinations. High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways:1) passing the General Educational Development (GED) Test; 2) completion of 12 semester units of college work; 3) certification from the State Department of Education, a local school board, or high school authorities that the candidate is considered to have education equivalent to graduation from high school; 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
