The St. Lawrence Gas ( SLG ) Residential Energy Efficiency Program ( EEP ) and the Small Commercial HVAC Program (CEEP) have been developed to promote the efficient use of energy, including natural gas, and is consistent with New York State s Energy Efficiency Portfolio Standard. The EEP and CEEP have two major components: (1) incentive rebates on high efficiency appliances and controls, and (2) customer outreach and education. The following Implementation Plan summarizes the components of the EEP and CEEP, approved budgets, energy savings goals, customer participation, eligible measures and other aspects of the energy efficiency portfolio. This Implementation Plan has been designed in accordance with the October 25, 2011 Order of the NYS Public Service Commission authorizing efficiency programs, revising incentive mechanism, and establishing a surcharge schedule. Applications for rebates will be processed beginning on January 1, 2012 for equipment installed on or after January 1, 2012. Rebates will be awarded until the annual budget has been expended or committed. This Statewide Evaluation will examine both the process and impact of each of the rebate programs administered by Enbridge St. Lawrence Gas as part of the Energy Efficiency Portfolio. The energy efficiency marketing will promote the rebate programs and energy efficiency initiatives that these customer can take to reduce fuel consumption. Page 5 of 14
Roles and Responsibilities Enbridge St. Lawrence Gas Energy Efficiency Portfolio will be administered in house by the Company s Sales Department. The Sales Department will be responsible for all aspects of the program including: Planning Customer Contact and Enrollment Application Processing Contractor Contact Reporting Evaluation Coordination with NYSERDA The customer will be responsible for submitting an application with the necessary documentation to determine eligibility for a rebate. Enbridge St. Lawrence Gas will process the application and approve or reject the application based on the information provided by the customer. Customer Enrollment Customers can enroll in the program by completing an application (see attachment 1). Awards will be granted on a first come first served basis until the annual rebate budget is entirely committed or reserved. Contractors and customers will be notified once the annual rebate budget has been committed or reserved. The October 25, 2011 Order allows for uncommitted funds to be carried over to the next budget year, beginning with the 2012 budget. 2015 funds may not be carried over Page 6 of 14
into 2016 unless the Commission later issues a revision to the Order. A utility may also, at its discretion, use funds from the following budget year to supplement the current year budget if funds have been depleted. The Order does not require that the utility do this, but it is an option available. Applications will be available at the Company s main office located at 33 Stearns Street, Massena, NY. Applications will also be provided to all local contractors and will be available on the Company s website (wwww.stlawrencegas.com). Training for Retail Partners The St. Lawrence Gas program will have no Retail Partners. Contractor Training and Program Orientation Enbridge St. Lawrence Gas held a contractor meeting in June 2009 at the onset of the Energy Efficiency Portfolio. Area contractors have been kept up to date regarding changes by email and if necessary, phone calls. They have been provided: Program Budgets Eligible Equipment Customer Application Company Contact Information Quality Assurance The proposed Evaluation programs with vendors (KEMA, Statewide Evaluation, or others) have no provision for on-site evaluation of installations. Enbridge St. Lawrence Gas will be responsible for hiring a consultant to do on-site verification that rebated equipment has been received and installed properly. Coordination with other New York Energy Efficiency Programs Enbridge St. Lawrence Gas will coordinate with NYSERDA to assure that there is no duplication of awards. Enbridge St. Lawrence Gas Program Administrator will call NYSERDA or will use an FTP server to connect to NYSERDA s database and download information to verify that no customer is awarded a duplicate award. Attachment #1 Residential Energy Efficiency Program APPLICATION FOR REBATE Subject to availability of funds, rebates are available toward the purchase and installation of high efficiency gas heating equipment (furnaces or boilers) in one to four-family houses. Commercial customers do not pay the System Benefits Charge and are not eligible to apply for these rebates. Customers receiving rebates/ financial inducements from NYSERDA for the same equipment are not eligible for a duplicate rebate under this program. Qualifying equipment must be installed on or after January 1, 2012 and must meet the minimum efficiency requirements of the program. Furnaces with an AFUE rating of 90% or higher and boilers with an AFUE of 85% or higher will qualify. An $18 rebate is also available for the sale and installation of a programmable thermostat at the same time as the heating equipment installation. Customers receiving rebates/financial inducements from NYSERDA for the same equipment are not eligible for a duplicate rebate under this program. Qualifying equipment must be installed on or after January 1, 2012 and must meet the minimum efficiency requirements of the program. Furnaces with an AFUE rating of 90% or higher, steam boilers with an AFUE of 82% or higher and boilers with an AFUE of 85% or higher will qualify. Some low intensity infrared heaters, condensing unit heaters, and indirect water heaters are also eligible.
