TERMS OF REFERENCE FOR INDIVIDUAL CONTRACT Position: Short-term Planning Consultant -Support to Preparation of Ulaanbaatar City Development Vision Document reflecting social/economic and ' environmental aspects into the existing plans and programmes Project/Programme: Implementation of SDGs in Mongolia - Preparatory Phase I Contract type: Individual Contract (IC) Work Station: Ulaanbaatar City Governor's Office, Mongolia Duration: 6 months Expected start: 1 December 2016 Closing date for application: 28 November 2016 Mongolia, along with other UN Member States, has adopted the Agenda 2030 in 2015, signaling its commitment to sustainable development. Recent adoption of the Long-Term Sustainable Development Vision 2030 (SDV) provides a framework for anchoring the SDGs and Agenda 2030 in Mongolia. The SDV seeks to achieve greater continuity of policy and greater coherence between national and subnational development plans. UNDP's new Country Program Document 2017-2021 prioritizes support to the Mongolia government in the roll out and jmpjlewntation of the SDG Agenda 2030 and the SDV, This support will be provided through a comprehensive program approach that is being rolled out in two phases. The Phase I has started from 5 October 2016. Objective of the Phase I is to support the government of Mongolia in making use of the SDGs/ Agenda 2030 to improve the effectiveness of its planning, budgeting and M&E processes to achieve its Long-Term Sustainable Development Vision. During the Phase I, UNDP will be working with the government at both national and sub-national level. At the national level, the project will support the government of Mongolia to embed the inclusive and sustainable development priorities in its planning and policies, to adopt the SDGs as the indicator framework for its long-term and medium-term planning documents, and to help reorient its development financing strategy in the new context of declining private and public concessional financing and the emerging landscape forsustainable development financing. At the subnational level, the project will support the government of Mongolia in improving the consistency between national and subnational plans and policies, embedding inclusive and sustainable development priorities in subnational planning, link subnational plans to available financing, and to localize SDGs to the subnational level for use in monitoring and evaluation the implementation of subnational plans. To begin with, project will support these efforts in two subnational authorities, namely, Ovorkhangai aimag and UB City, on a pilot basis to improve subnational planning and budgeting systems and align them with the national SDV and SDGs. Close to half of the country's population resides and 60% of its GDP is generated in the UB city, but not all UB residents have equally enjoyed the recent progress - one third of Mongolia's population below the

poverty line live in UB city. Therefore, achieving the SDV and Agenda 2030 targets in the UB city will be key to Mongolia's development progress overall. The UB City has a number of planning documents, namely, the UB City2020 Master Plan and development Approach till 2030; the Implementation plan of the UB City Master Plan (2016-2020), the Economic Development Strategy (2015-2020, the Green Development Strategy Action Plan (2016-2020), UB City Governor's Action Programme (201 7-2021), UB City Mid-term Expenditure Framework and other plans and programmes. These planning documents were developed within a short period of time from each other and include a significant degree of overlap and gaps. The UB city leadership has a strong interest to align the city's aster Plan, which is largely infrastructure focused, with the SDGs Agenda 2030 and Mongolia's Sustainable Development Vision. It recognizes that its current planning documents need to adopt a holistic approach to the city's development, addressing its economic, social as well as environmental challenges. To this end, UNDP and the UB City have recently signed a MoU which provides an overall framework for implementation of the mutually agreed upon activities. To begin with the implementation of the planned activities in UB City, UNDP is announcing a vacancy of a Planning Consultant who will support UB City Mayor's Office on the preparation of Ulaanbaatar City development vision document reflecting social/economic and environmental aspects into the existing plans and programmes. The selected consultant is expected to provide substantive technical support toward development of UB City Development Vision Document with a view to ensure consistency with Mongolia's Long-Term Sustainable Development Vision (SDV 2030) and Sustainable Development Goals (SDGs). p. SCOPE OF WORK AND DELIVERABLES The scope of work includes the following: 1. Review and analyse existing planning documents and other policy processes for reconciling and integrating them into a consistent set of planning documents that contribute to the UB City Development Vision, SDGs and SDV: Using tools, methodologies and approaches developed by UNDP as well as other organizations, review UB city's development plans and programmes of the government for their consistency - consistency with each other, with SDV, with SDGs/ Agenda 2030 for Sustainable Development and their internal consistency. Map out areas of substantive alignment/ misalignment between the UB City Master Plan and Programmes with SDV 2030 and SDGs. Draw strategic and programmatic recommendations with robust and practical implementing strategy informed by on-the ground experience and analysis of data to produce UB City Development Vision Document. 2. Support to preparation of the UB City Development Vision in consultation with relevant stakeholders. For UB City, develop a roadmap for required steps in integrating SDVs and SDGs in planning, budgeting and M&E processes. Facilitate working sessions for officers and stakeholders in certain stages needed for the preparation of UB Development Vision Document with a view to ensure their consistency with the SDV and SDGs. Provide technical guidance and support to the UB City Governor's Office and relevant stakeholders during the preparation of UB City Development Vision document.

ldentify opportunities for greater engagement of the private sector and civil society in various consultations. 3. Provide substantive support to strengthening local capacities for planning, budgeting and M&E: Facilitate training and consultations for the local/districts government officials on planning, budgeting and M&E. Provide briefings and information sessions on the SDV and SDG/ Agenda 2030 alignment. 4. Provide inputs to communication around Agenda 2030/ SDGs and their alignment with SDV: ldentify messaging and produce briefings in non-technical language for communication to key stakeholders in the Citizen Representative ~hurals, UB City executive agencies, non-government institutions and the general public. Provide technical inputs to a national communication strategy around Agenda 2030lSDG and SDV. 5. Facilitate and document processes, prepare lessons learned and map next steps: Facilitate the processes of technical advice on SDGs by international experts and consultants of UNDP by providing contextual information, connecting knowledge of international and local stakeholders; Facilitate linkages between national-subnational planning, budgeting and M&E linkages and facilitate mutual learning from national and UB city stakeholders; Document the process of consultations and development of the UB City Development Vision Document with a view to provide lessons learned for other subnational jurisdictions in aligning their long term development programmes with SDV and SDGs. Develop easy to communicate messages on 'dos' and 'don't', tips and suggestions to policy makers on integration of the SDV and SDGs into planning and policy making processes. ' B. EXPECTED OUTPUTS AND DELIVERABLES &A' %i? -- The consultant is expected to deliver the following deliverable~ to the UB City Governor's Office and UNDP Country Office (CO). Upon request from the UB City Governor's Office and/or UNDP CO, the consultant shall make presentations on the specific deliverables. Comparative analysis of UB City development plans and programmes with SDV and SDGs. Strategy and recommendations for aligning the UB City Development Plans and Programmes with SDV and SDGs. A roadmap for further steps in aligning planning, budgeting and M&E in UB City with SDV and SDGs Draft UB City Development Vision Document Participatory strategy for vision document development developed and a series of consultation meetings organized A targeted communication brief with messaging on the SDV and SDGs. Presentations and briefing materials on SDGs and SDV alignment for officials of UB City and relevant stakeholders. Participation in meetings, consultations, and approval meetings as a resource person. Monthly reports/ updates/ briefings and the final consultancy report including records of the process, lessons learned and mapping of next steps. The title rights, copyrights and all other rights of whatsoever nature in any material produced under the provisions of this TOR will be vested exclusively in the UNDP.

The Consultant will be contracted by the UNDP Mongolia, and s/he will directly report to the UNDP and UB City Governor's Office. The Consultant will report to the Director of Strategic policy and planning department of UB city and DRR UNDP Mongolia and work closely with advisors of the UNDP's Regional Hub in Bangkok. The UB City Governor's Office will coordinate the work of the consultant by providing access to documents, setting up meetings, and providing overall logistical support. The consultant will be provided with an office space at the UB City Governor's Office. Detailed work plan will be discussed and agreed upon signing the service contract. The present TOR may be subject to modification, without changing the overall objective and the scope of work, on the basis of mutual consultations. The UNDP and UB City Governor's Office will hold the copyright of the assignment outputs. 6. DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL The Consultant will be engaged under a short-term Individual Contract immediately after the completion of the recruitment procedure. The Consultant will be engaged for six (6) months and tentative date of engagement will be in the period of December 2016 till May 2017. The timing of the present assignment may be adjusted, without changing the overall objective and the scope of work, on the basis of consultations. Duty Station: The consultant will have an office at the UB City Mayor's Office. The consultant will have field missions to the districts as required (about 10 days in the field) as determined and agreed in the workplan. ' j,",* The required qualifications and competencies of the Consultant are as follows: Qualifications and Experience: Post-graduate degree in public administration and management, development studies, economics, statistics, environmental management and policy,, or other fields relevant to sustainable development. At least 10 years of relevant work experience with a large portion on national planning and/or implementation and M&E system; Consulting experience in programme development and policy-making is an asset; Track record in research/ policy writing in fields related to economic, social and environmental policy, human development and public administration; Experience in drafting development policy related documents and regulations is an advantage. Excellent command of office software, such as word processors, spreadsheets. Competencies: Strong ability in development policy planning and research Excellent ability to effectively advocate and communicate; Strong analytical and writing skills; Strong abilities to connect, integrate issues and see the big picture while not losing sight of details; Displays a good understanding of development policy formulation and implementation issues such as planning, budgeting, implementation, monitoring and evaluation processes; In-depth conceptual and practical knowledge of development issues and policies;

Strong writing and communications skills in English; Ability to prioritize, plan and deliver task with expected output and results; Ability to cooperate and provide constructive feedback to co-workers. 8. REQUIRED DOCUMENTS Brief justification of why the individual considers him/herself as the most suitable for the assignment. Letter of Confirmation of Interest and Availability, including Financial proposal that indicates the allinclusive fixed total contract price in Mongolian togrogs, supported by a breakdown of costs (e.g. monthly fee, per diem for countryside travel if travels expected, etc.) as per template provided; personal CV or P11, indicating ail past experience from similar projects, as well as the co'ntact details (email and telephone number) of the Candidate and at least two (2) professional references; Writing samples in Mongolian and English. Applicants will be evaluated based on cumulative analysis (i) technical qualifications (weight 70%) and (ii) financial proposal (weight 30%). Only candidates who obtain a minimum of 70% in the technical evaluation will be considered for the financial evaluation.
