Why do re and EMS departments use lease nancing? Leasing helps departments overcome budget challenges. Leasing allows departments to acquire the equipment they urgently need. It provides for the acquisition as well as the use of property. Most emergency service organizations qualify for tax-exempt nancing, and enjoy signicantly lower interest rates than what is available to commercial businesses. Lease Financing Today s re department administrators face a diverse array of budgetary and operating challenges. As budgets and resources are reduced at the local level, funding the immediate and long term needs of your community becomes more difcult. The need for nancing to purchase new equipment and facilities is growing. Lease nancing is the most widely used method to purchase re trucks, ambulances, equipment and re stations while improving the management of cash ow. When available, the tax-exempt interest feature of lease nancing has tremendous value to re and EMS departments across the country. The interest earnings under a properly structured and documented lease is exempt from federal income tax to the lender under the same tax laws that enable a municipal bond to carry a tax-exempt rate. Because the lender does not pay federal tax on the interest earned, the tax-exempt lease carries a much lower interest rate than other kinds of leases and installment loans thus signicantly lowering the cost of nancing for the borrower. Local governments including cities, counties and re districts qualify for this benet on nearly all essential equipment. Volunteer re corporations qualify for this benet when nancing re trucks and re stations, but not ambulances and equipment. This type of nancial instrument is also referred to as a government lease-purchase, a municipal lease or a tax-exempt lease. While they are documented as a lease, they have characteristics similar to a loan in that there is a principal component in each payment, and the lease can be paid off early if desired. Once the department makes all payments, the department owns the asset free and clear. Because local government agencies are restricted from committing funds beyond one year without voter approval, lease nancing f o r t h e m i n c l u d e s a n a n n u a l n o n - appropriation clause which provides necessary options. In most cases, their obligation terminates if the governing body fails to appropriate funds to make the renewal year s lease payment. Because of this provision, neither the lease nor the lease payments are considered debt. Nonappropriation is not an event of default but the re department returns the asset. Lease nancing makes the acquisition of re trucks, ambulances and equipment affordable to re and EMS departments. Lease Terms: Payment Structure: Both 3 year and 5 year terms available. Payment frequency may be annual, semi-annual, quarterly, monthly or custom. First Payment: Due date may be deferred up to one year after lease starts for annual payments.

Summary of the Financing Process 1. The Proposal During the proposal stage you will be asked questions to learn about your department, Leasing 2 will listen to your objectives, and, where helpful, they will make suggestions based on over 25 years of nancing re trucks, ambulances and equipment. A proposal that outlines structure, pricing, and terms of available nancing solutions will be emailed or faxed for your consideration. 2. The Award Once you are satised with the nancing proposal, it is signed and faxed or emailed back to Leasing 2 and the processing of the nancing paperwork will begin. Upon receipt of your award, you will be emailed an application that highlights exactly what is needed. A completed application along with 2-3 years of nancial reports is normally required. 3. Credit Approval The underwriting process begins after your credit package is received. Underwriting normally takes 1 5 working days depending on the loan size.
