SOMALILAND MINING REGULATIONS SECOND SCHEDULE: Royalty 1. Royalty on all minerals, other than building minerals, sepiolite and hydrocarbon, shall be payable at a rate of not less than 5 % of net value thereof. The purpose of this paragraph shall mean the gross value of the mineral or mineral product less such deduction at Minister my reasonably allow in respect of expenditure on transport, insurance, assaying, melting or refining, where these are born by the producer of such mineral or mineral product. 2. Royalty on hydrocarbon produced an saved from a lease area shall be payable quarterly within (30) thirty days of the end of the quarter in which production occurs as follows: a. On crude oil at a rate of not less than ten percent (10%) of the wellhead value, and b. On natural gas at a rate of not less than eight percent ( 8%)of the wellhead value i. Wellhead: for the purpose of this paragraph shall mean the net realized price received by a holder, FOB vessel, port of export or other point of delivery within the Republic ii. No Royalty shall be payable with respect to any hydrocarbon used or consumed by the holder of an exploration permit or oil mining lease within his permit or lease area for the purpose of exploration and mining operations.

Also give indication of what markets are expected for the products. c) Enclose the following fees: the application fee, the annual rent for the 1 st year and the annual surface rent, all as prescribed in the first schedule. d) Proof of payment of any stamp tax due should accompany this application.
