Superintendent of Schools REQUEST FOR QUALIFICATIONS FOR PROPERTY SURVEY SERVICES The Santa Ana Unified School District (District) is soliciting Request for Qualifications (RFQ) from property surveying firms to become eligible for work associated with various District projects, including modernization, renovations, alterations, portable classroom additions, and new construction projects. If your firm is interested in performing such work for the District, please submit a detailed summary of your firm s qualifications in accordance with this RFQ. The deadline for receipt of all materials responsive to this RFQ ( Response ) is 12:00 p.m. on Wednesday, December 7, 2016. Information in Responses will become public property and subject to disclosure laws. The District reserves the right to make use of any information or ideas in the Response. All costs associated with the preparation or submission of qualifications for this RFQ are solely the responsibility of the candidates. NOTE: Responders are cautioned not to contact District School Board Members or the District Superintendent without the express permission of the Assistant Superintendent of Facilities & Governmental Relations. Failure to observe these criteria could result in responder disqualification. PRE-QUALIFIED LIST OF CONSULTANTS. The purpose of this RFQ is to obtain information that will enable the District to select a limited number of Pre-Qualified Consultants that can assist the District in connection with such services as the District may, from time to time, require in connection with new construction and modernization projects throughout the District. The Pre-Qualified Consultants list for surveying services will allow staff to facilitate and expedite the competitive process for future projects with qualifying surveying firms. If your firm is not selected by the District, that in no way implies that your firm is not qualified to perform the services. The purpose of the competitive RFQ process is to select only a limited number of consultants from all of the qualified applicants.
1. SCOPE OF WORK. Each Consultant is expected to be qualified to carry out the required survey work respecting any particular property(ies) that may be targeted for development by the District. The survey work shall be done in a manner that shall produce a complete and accurate survey of the targeted property(ies) complying in all respects with the Survey Criteria articulated herein (the Survey Work ). Consultant is hereby informed that its Survey Work will be relied on by the District and its agents in: (i) evaluating the suitability of the targeted property(ies) for the District s intended use and the probable economic impact of any decision to proceed with the acquisition and development of the property(ies) as a school site or another District s purpose (the Project ), (ii) the preparation and issuance to the District of an ALTA Title Policy, and (iii) the preparation of architectural and construction drawings for the Project. Without in anyway limiting Consultant s obligation to comply with all of the Survey Criteria articulated herein, Consultant, in carrying out its Survey Work, shall consider, address and/or comply with, as applicable, all of the following in carrying out the survey work that shall be applicable to the Project at hand (the Survey Work ): 1.1 Use Experienced and Trained Staff. Consultant shall assign only trained and experienced engineering and support staff to perform the requisite tasks that are components of the Survey Work. 1.2 Incorporate Site Record Data. Consultant shall research and obtain available site record data and represent such record data in survey drawings as required within the Land Survey Criteria (Exhibit A). 1.3 Perform Boundary Survey; Set Monuments; Prepare Record of Survey. Consultant shall perform a boundary survey and, if necessary, Consultant shall: (i) set permanent monuments, (ii) set property corner and/or offsets and describe same on the drawings, and (iii) prepare a Record of Survey in accordance with governmental requirements and all applicable Survey Criteria. 1.4 Identify Property Topography. Consultant shall describe the topography throughout the project site in accordance with the Land Survey Criteria (Exhibit A). 1.5 Coordinate with Architect; Provide Electronic File of Drawings. Consultant shall: (i) coordinate all of its activities with the District s architect and said architect s preferences as to the size and scale of the survey drawings prior to the preparation of final drawings, and (ii) provide to the District and the District s architect with an electronic file of all survey drawings utilizing AutoCAD version 14. 1.6 Coordinate Site Activities with District, City, Owners and Neighbors. In carrying out its on-site Survey Work, Consultant shall coordinate its activities and all access issues with the District, the City of Santa Ana, the owner(s) and lessee(s) of the property(ies) in question, and all neighbors and other entities that might likely be impacted by the on-site Survey Work.
2. RESPONSE FORMAT. A Consultant s Response shall not exceed 15 pages, excluding resumes, brochures, and other related materials, but, at a minimum, said Response shall include all of the following information: 2.1 A summary of Consultant s relevant educational background, professional expertise and experience respecting survey work as it relates to residential, commercial and industrial properties, which summary shall include: (i) a listing of all licenses and professional designations held, and (ii) a detailed description of Consultant s experience in performing survey work in Orange County in general and Santa Ana in particular. Consultant should highlight any existing or prior survey work undertaken with respect to school sites and facilities, together with a list of attorney and/or school district contacts, as applicable. 2.2 Information as to the location of Consultant s headquarters and the address and contact information for the local contact office and the primary contact person for the Consultant. 2.3 Identification of Consultant's project team members and their specific expertise and experience (especially as it relates to school sites and facilities) in providing survey work of the type and scope required by the District. 2.4 A list of sub-consultants, if any, that are likely to be used by the Consultant carrying out work that may hereafter be awarded. Provide brief resumes with names, category, business address, phone numbers, and project descriptions associated with Consultant. Each Consultant shall select its proposed sub-consultants based on its own criteria. However, the District reserves the right to approve sub-consultants proposed for any projects that may be awarded in the future. 2.5 A appropriately detailed description of projects (particularly school projects) that Consultant has worked on within the last five (5) years which demonstrates Consultant s relevant experience and successes respecting public works in general and school projects in particular. Each project description should include the date(s) that the relevant work was performed as well as the name, title, address and telephone number of a contact person who can be contacted for verification of Consultant s information. a. Dispute Resolution Process: Provide a narrative description of the nature of the anticipated disagreements that might occur during the course of the work with the A/E, contractors and subcontractors, and a discussion of how such disagreements might be resolved by the consultant. 2.6 Billing rates for all personnel and/or categories of employees as well as any overhead or other special charges. If applicable, Consultant s Response should provide estimates for certain standardized survey work or components thereof. The District shall not be responsible in any manner for the costs associated with the preparation or submission of Consultant s Response. The Response, including all drawings, plans, photos, and narrative materials, shall become the property of the District upon the
District s receipt of same. The District shall have the right to copy, reproduce, publicize and/or dispose of each Response in any way that the District may choose. 3. INSURANCE. A Consultant actually selected to undertake work on behalf of the District shall be required to maintain and provide certification of adequate insurance coverage as specified by the District. 4. CRITERIA FOR SELECTING PREQUALIFIED CONSULTANTS. Although not necessarily exhaustive of the criteria to be utilized by the District, the District intends to use the following evaluation criteria in selecting Pre-Qualified Consultants. The evaluation criteria are as follows: 4.1 Timeliness and Completeness of Response. To receive maximum consideration, Consultant s Response must be received by the Response Deadline. In addition, Consultant s Response will be evaluated with respect to organization, clarity, completeness, and responsiveness to this RFQ. 4.2 Technical Qualifications and Competence. This includes experience, expertise, and familiarity with applicable laws and requirements for public works projects in general and school projects in particular. 4.3 Record of Past Performance. This includes work quality, completion of work on schedule, cost controls respecting contracts held with the District in the past as well as the response of references provided by the Consultant or any other references identified by the District. 4.4 Cost Control. This includes cost control procedures, preliminary cost estimates, personnel utilization, billing rates for personnel and Consultant s policies respecting the passthrough to the District of overhead costs. Based on its evaluation of the Responses that it receives, the District may select one or more Pre-Qualified Consultants. The District reserves the right to request that some or all of the respondents submit additional written information and/or that they consent to be interviewed by selected District personnel and/or representatives. The District also reserves the right to: (i) extend the Response Deadline, (ii) send out additional RFQs, and/or (iii) provide for other mechanisms for Consultants to become Pre-Qualified to provide survey services to the District. 5. POLICIES APPLICABLE TO CONTRACT AWARDS. Specific survey projects will be authorized by separate work orders as required. A Pre-Qualified Consultant may be requested by the District to submit a work task proposal (a Proposal ) for a particular site or project. Each Proposal shall describe the Consultant s experience and expertise with respect to the services, if any, that are unique to the property or project that is the subject of the Proposal. In addition, the Proposal shall set forth a detailed scope of services, a completion schedule, a schedule of professionals that will be used to supervise and staff the matter, and a not-to-exceed dollar amount for the services to be performed.
Project awards will be based on cost factors and the District s subjective determination of the various Consultants ability to carry out the required work in a timely and competent manner, which evaluation will take into consideration the District s previous experience with the Consultants and an evaluation of objective and subjective factors garnered by the District by way of its analysis of: (i) the Consultants past performance on other projects, (ii) information set forth in the Consultants Proposal, and/or (iii) additional information or materials that may hereafter be requested of the Consultants or otherwise obtained by the District. The District reserves the right to negotiate the terms and conditions of any contract for appraisal services that may hereafter be let by the District. The District also reserves the right to: (i) withdraw this RFQ, (ii) reject any Response or Proposal, or (iii) terminate or change the contracting process articulated in this RFQ because of unforeseen circumstances.
