The contractor collects data reflecting work actually accomplished - for instance: Budgeted cost for work performed (BCWP), is the representation of the total accomplishment to date and/ or in a given month Actual cost of work performed ( ACWP), is the cost actually incurred in accomplishing work performed (or actual cost) Actual and projected task starts and completions, as recorded in the Integrated Master Schedule (IMS) Updated estimates at completion (EAC) for all work, developed at the control account level and the contract/program as a whole IPMR The results of these measurements are reported in the contractor's IPMR....illll I Page 3 of 27,... Uses of the IPMR The Government uses the IPMR to understand the contractor's cost and schedule performance. The IPMR is the primary means of communicating program cost and scheduling information between the prime contractor and the Government. The Government uses of IPMR data include: Integrating cost, schedule, and technical performance data Identifying potential problem areas that may cause significant cost and schedule variance Providing valid, timely, and accurate contract status information The IPMR is used by the Government staff, including program managers (PMs), engineers, cost estimators, and financial management personnel, as a mechanism to help understand cost, schedule, and technical per formance status. The IPMR is the primary means of communicating program cost and scheduling information between the prime contractor and the Government. The IPMR DID The IPMR is required per DoDI 5000.02 when EVM applies. It combines the legacy Contract Performance Report (CPR) and IMS into one integrated Data Item, described in detail in a single Data Item Description (DID). The IPMR DID applies to all future contracts awarded based on solicitations or requests for proposals issued on or after July 2012. The reporting level of the Work Breakdown Structure (WBS ) in Format I of the JPMR is generally higher than the control account level, based on the tailored version of Military Standard (MIL- STD) 881. The reporting level in the JPMR is codified in the contractual JPMR Contract Data Requirements List ( CORL) and the WBS level is determined by the PMO based on risk and required monthly insight. The Lightweight, Assault and Reconnaissance (LAR) program JPT identified high-risk WBS elements. The LAR PM tailored the CORL for the JPMR to require insight into those elements. Purpose Contents Example Format 5 explains key cost and schedule variances. To address only key variances in Format 5, the Government typically defines criteria for selecting candidates for variance explanations in the CORL, and limits variance reporting to 15 key cost and schedule variances. The criteria defined in the CORL are typically percent or dollar thresholds. If more than 15 variances exceed criteria, the Government and contractor should develop a process for limiting variance analysis to 15 WBS elements. Guidance can be found in the IPMR Implementation Guide on Office of the Secretary of Defense's (OSD ) Office of Performance Assessments and Root Cause Analyses (PARCA) EVM website or in the Defense Acquisition University (DAU ) EVM Community of Practice ( see resources tab).
