Uses of the IPMR The Government uses the IPMR to understand the contractor's cost and schedule performance. The IPMR is the primary means of communicating program cost and scheduling information between the prime contractor and the Government. The reporting level of the Work Breakdown Structure (WBS ) in Format I of the JPMR is generally higher than the control account level, based on the tailored version of Military Standard (MIL- STD) 881. The reporting level in the JPMR is codified in the contractual JPMR Contract Data Requirements List ( CORL) and the WBS level is determined by the PMO based on risk and required monthly insight.
