I. BACKGROUND a. The Maintenance Provider (MP) will provide maintenance works and services for Painting of Aeroflot Airbus A320 family airplanes registered in Bermuda. b. Aeroflot wishes to receive such services from Maintenance Provider based on Maintenance Schedule in 2017. Paint System: Airbus approved Akzo Aviox HS paint system. d. Duration: 6 days maximum. e. The paint shop is responsible for manpower, supply of paint system, PRC sealant and all consumables including decals, spray masks and mandatory markings, and for scaffolding, hangarage, heating, lighting, compressed air and equipment, engineering support and release to service. All stripping and painting actions will be carried out under the Airbus AMM/SRM tasks. Remaining on board fuel should be stored on site for a physical weighing reason and lifted back free of charge for customer. f. Maintenance Provider must have all necessary valid certificates and approvals from EASA and BCAA to provide maintenance works and services for A320FAM Painting. Maintenance Provider must not have any government restrictions and limitations to provide maintenance works and services. II. SCOPE OF WORK 1. Scope of services 1. Painting of aircraft dark blue bottom with orange strip and engines - strip and paint lower fuselage, abrade engines and apply as per Aeroflot livery. Sanding of vertical fin and rudder and repaint as per Aeroflot livery. 2. Abrade and repaint lower and upper wings surfaces, wing tips (sharklets), engine pylons and upper and lower surfaces of the horizontal stabilizers (excluding Elevators). 3. External Marking set production and installation on board. 4. Technical cleaning of the Fuselage Silver MICA area. 5. Shipname, Sky Team logo, nose fuselage area Flags refreshing. 6. Dark blue door frames repainting. 7. EASA 145, BCAA (OTAR) 145 engineering support including 8DY-Check. 8. A/C physical weighing. 2. Inclusions / Exclusions 2.1. Fixed prices Inclusions and Exclusions Fixed price is applied to A320 family AC painting workscope defined in Section II to this RFP. 2.2. Item Processing time per paint of one AC Duration calendar days 2.4. Place of accomplishment The Painting should be carried out by MP at one or more of the maintenance locations of MP. 2.5. Technical documents All technical records issued during the painting project must be provided to Aeroflot in original paper format (with signatures and stamps) and electronic format. There should be provided copy of all technical documentation till the end of maintenance event. All the documents and certificates must be legible, good quality, without mistakes and missing data. 2.6. Material support MP is responsible for all consumable and expendable materials required for painting; All the parts must be original as per OEM documentation. Non-OEM parts are not allowed for installation. 2.7. Technical representative Maintenance Provider should grand to Aeroflot representatives access to Maintenance Provider s facility during painting project. Maintenance Provided must provide by-email to Aeroflot daily report for the painting project. 2.8. Subcontract services Maintenance provider can use approved by customer subcontractors for services provision. Any shipments of parts, materials, assemblies and documentation from/to maintenance Provider and it s subcontractor must be at full responsibility and expenses of Maintenance Provider. 2.9. Aircraft TAT should be determined in accordance with maintenance provider capabilities in quotation. 2.10. Quality assurance All works within agreement shall be released for approval and certified in accordance with requirements of the EASA and BCAA; Customer and its legal authority may by prior written notice to the MP and at the Customers own cost, engage the MP for purpose of auditing at the location of MP facilities. Such notice shall contain a description of areas to be audited. III. All proposals must be received prior to 17-00 on the due date. IV. PROPOSAL EVALUATION CRITERIA Aeroflot will evaluate proposals and select Maintenance provider based on a combination of the following factors: Reasonableness of quoted turnaround times and warranties. Possibility of Remaining on board fuel storage on site for a physical weighing reason and lift it back free of charge for customer before a Ferry Flight. Reasonableness of quoted Fixed price for painting prices for labor, materials, and associated services. Qualifications and relevant experience of the firm s proposed management team. Qualifications and relevant experience of the firm s proposed staff. The firm s track record of successful completion of assignments relevant to this request. Quality of references for similar work completed recently. Understanding of the issues facing Aeroflot and addressed in implementing this service. Quality of the proposed plan for testing and acceptance of the implemented infrastructure. Quality of the contractor s approach to the knowledge transfer. V. REQUIREMENTS AND FORMAT OF THE PROPOSAL Contractors responding to this RFP shall submit their proposals by entering all requested data into current RFP with information in attachment specified below: a. A letter of transmittal shall be prepared and signed by an individual authorized to bind the Contractor contractually. It shall: Concisely identify the services offered in the proposal. State that the proposal will remain in effect for a period of 120 calendar days after the deadline for submission of proposals. Include the name, title, address, telephone number and email address of the one or more contact individuals. Include the name, title, address, telephone number and email address of one or more individuals who are authorized to sign a contract. Information about company beneficiaries should be provided (this requirement also applies to the future contract). b. Estimated Cost to Aeroflot In this section, Contractor shall provide detailed cost estimates for labor, equipment and materials, hardware/software, and all other expenses related to the Scope of Work, as requested in Section III of the present request. Please provide adequate details of how cost estimates were calculated. c. Proposed Working Team In this section, staff members that will be assigned to Work, as well as their title, labor category and roles in carrying out the proposed Work Plan should be identified. This section should highlight why Contractor feels that the selected team members are ideally suited for this Work. Team member biographies (detailing relevant experience and qualifications) must be provided, as well as biographies of any alternative member if any. Company beneficiary information should be provided as mandatory requirement. d. Relevant Experience and Customers References In this section, a description of relevant work experience is to be provided, detailing the timeframe over which services were provided to specific customers. Contractors should provide a minimum of 3 references and indicate the name of company, contact person, address, telephone number and role of the contact person in relation to the services provided. Information of relevance of the Scope of Work should be presented to allow Aeroflot to assess Contractor s experience. Since the successful proposal will be incorporated into the contract, contractors are cautioned not to make claims or statements to which they are not prepared to commit contractually. VI. LIMITATIONS Aeroflot reserves the unqualified right to waive defects in any proposal, to choose or accept or reject any or all proposals submitted in response to this RFP for any reason whatsoever without explanation or justification, to select any firm as the party with whom to would be willing to enter into an agreement regardless of whether such party shall have submitted a proposal pursuant to this RFP at any time including the deletion, addition, modification or other changes hereto, and to make any decision in any manner as Aeroflot may choose in its sole discretion in the determination of its own interests and irrespective of the position of any interested party that in Aeroflot s determination is unreasonable, unfair, arbitrary, discriminatory or capacious. Aeroflot may consult references familiar with Contractor, regarding prior projects, management, financial resources, reputation or otherwise. Submission of a proposal in response to this RFP shall constitute permission for Aeroflot to make such inquiries and authorization to third parties to respond thereto. Aeroflot makes no representations, warrantees or guarantees that the information obtained herein is accurate, complete or timely. The furnishing of such information by Aeroflot shall not create, nor be deemed to create any obligation or liability upon it for any reason whatsoever. Each organization by expressing its interest and submitting its proposal expressly agrees that it has not relied upon foregoing information and that it shall not hold Aeroflot liable or responsible therefore in any manner whatsoever. service provider will not sign agreement with Aeroflot within 3 months after official tender results than Aeroflot has rights to reject your company proposal and choose another maintenance provider. VII. PUBLIC RECORDS REQUIREMENTS Aeroflot will seek to hold all proposals and subsequent submissions in confidence, to the extent consistent with applicable law, until a final decision has been made or the selection processes is terminated. Respondents are advised, however, that all materials received by Aeroflot which fall within the definition of public record shall be disclosed by Aeroflot upon request.
