Best City for highest use of Public Private Participation in implementation of JnNURM (BSUP & IHSDP) Nature of Incentive This incentive involves a memento and a grant to Urban Local Bodies / State Governments as per the following scales: State Governments: Rs.5.00 Lakhs for Best Performance and Rs.3.00 Lakh for the Second Best Performance in implementation of the three pro poor reforms together. Urban Local Bodies: Rs.3.00 Lakhs for Best Performance in each category as stated above Eligibility o The competition is open to State / UTs Governments and Urban Local Bodies in India. Employees of Urban Local Bodies or State/UT Governments are not eligible for this incentive on individual basis. o The State Government/ Urban Local Bodies should have implemented three key reforms under JNNURM (BSUP & IHSDP) since launch of the Mission till 30 th September, 2011. Government of India Ministry of Housing and Urban Poverty Alleviation (JNNURM Mission Directorate) Concept Note and format for applications for JnNURM awards to be granted by the Ministry of Housing and Urban Poverty Alleviation, Government of India on JNNURM Day on 3 rd December, 2011 1. Introduction Ministry of Housing and Urban Poverty Alleviation, Government of India, has instated the practice of recognizing commendable efforts made by cities and states towards implementation of JnNURM. Last years awards were presented on the 3rd of December, 2010 in a function chaired by Hon ble Prime Minister, on the occasion of the JNNURM anniversary. This year too, a set of awards are to be given to states and local bodies. The number of awards has been increased from 5 to 12 for this year. An independent Selection Committee comprising of senior academicians and practitioners has been constituted to guide this effort. This performance incentive is envisaged to recognize the efforts of State/UT Governments and Urban Local Bodies (ULBs) in the Implementation of Three Pro-Poor Reforms under JNNURM (BSUP & IHSDP) so as to develop Inclusive Cities in accordance with the 11th Five Year Plan Strategy for Inclusive Growth. The next sections of the note present proposals of scoring criteria and formats for request of information/ nominations from cities and states for each award. The formats cover both quantitative aspects as well as qualitative aspects. As far as possible quantitative aspects have been used for arriving at scores/ranking and the qualitative details are meant to inform the citation for each award. Given the short time available with cities and states to respond, the information requested has been kept to the minimum.

2. AWARD NUMBER 1 & 2 (Incentive Award for state governments for effective enforcement of pro-poor reforms under JnNURM)* Objective of the award: To recognize the best performing state and the second best performing state in terms of implementation of the three pro-poor reforms monitored by MoHUPA under JNNURM. Structure for evaluation: A composite score based on the quantitative evaluation of the three pro-poor reforms will determine the winner of the award. The score will be an average of the rank of the state in each of the three reform areas. The lowest scoring state will be the winner.
