Incorporation of the SDG into national development plans National Dialogue on integrating the SDGs into National Plans and Budgets in Seychelles was conducted in July 2017. The aim of the National Dialogue was to integrate the SDGs into national planning processes so that the SDGs are firmly embedded within National Strategic and Development Plans and policies to ensure the sustainability of results and to ensure the transition to adopting and prioritization of the SDGs. Incorporation of the SDG into national development plans October 2017 The Visioning Exercise to formulate and develop a National Long Term Vision presently popularly referred to as the Seychelles Vision 2032. Implementation of the Seychelles Vision 2032 when concluded, will be effectively be addressed in a series of 3 five year National Development Strategies (NDS). Elaboration of the first National Development Strategy, NDS 2018 2022 will take into considerations Global Commitments including the Sustainable Development Goals (SDGs) 2030 The NDS will be further supported by the sectoral and institutional strategies currently being developed by the sectors and MDAs who must ensure that the global commitments in general are taken into account. NDS 2018 2022 will not be able to focus on all goals but will rather identify the relevant ones and prioritize the SDGs targets as well as indicators.
Institutional Arrangements The Department of Economic Planning has been mandated the responsibility to ensure the proper coordination, monitoring and evaluation and reporting of the implementation of Agenda 2030 and its 17 SDGs, as well as other regional and international commitments of Seychelles. A high level national committee to oversee the implementation of the SDGs was formed. With the Minister for Finance, Trade, Investment and Economic Planning and the Secretary of State in the Department of Foreign Affairs as alternate chairs of the Committee. The National Oversight Strategic Committee for the Implementation of Seychelles Regional and Global Commitments (NOSCIS) has the mandate to ensure that the SDGs are integrated in the national planning process. The NOSCIS also provides oversight and strategic guidance to the coordinating unit within the Department of Economic Planning to ensure that all the SDGs are translated in the national planning process.
SDGs Indicators Database Seychelles has identified the need for quality data. One of our current challenges from the experience of the MDG implementation, was that there were always gaps, thus making it difficult to measure some of the trends. The NOSCIS agreed that in order to be able to effectively monitor & measure the SDG s data is of critical importance. Hence,one of the first tasks of the Economic Planning Department and the National Bureau of Statistics (NBS) was to establish the baseline to be used for SDG s. However due to the lack of resources a baseline survey was not feasible at that time. Instead, a stock taking exercise is being carried out, in order to identify gaps and availability of data with the aim of developing the Voluntary National Review (VNR).
Development of a National Monitoring and Evaluation Framework Seychelles started to implement the Results based management which is an integrated approach to bind performance to the planning process. The four pillars of RBM 1. Strategic Planning 2 Programme Performance Based Budgeting 3 Result based personnel performance 4 Result based monitoring & evaluation (RBM&E) The adoption of Program Performance Based Budgeting (PPBB) and recent adoption of the Strategic Planning Policy alongside a more robust monitoring and evaluation will ensure implementation focus within a results oriented framework.
Development of a National Monitoring and Evaluation Framework The M&E Pillar will develop and build the indicators which will then feed in the SDGs. For each Goal there will be proposed national key outcome indicators to be measured. The Department of Economic Planning will be responsible for the monitoring and evaluation and will submit quarterly and yearly report to the Cabinet of Ministers to that effect.
National Strategies for the development of Statistics (NSDS) The country does not have a NSDS in operation. The proposed regional model did not suit the national settings and was not implementable. However, the ongoing work towards RBM, specifically the PM&E as one of the development pillars will assist in more effective coordination of the NSS
Coordination of the SDG indicators compilation within the NSS Work in progress as we set up the coordinating framework and formalise roles of each agency. NBS will play a lead role in reviewing definitions and ensuring standard practices are adhered to NBS coordinated data collection from contributing agencies during the MDG era prior to 2015 and hosted the MDG database via a data portal A similar mechanism is expected to be used, but with the setting up of PM&E pillar, the Bureau expects a more efficient coordination system through focal PM & E technical teams being established in all sectors The dedicated portal will provide a one stop shop where all SDG indicators can be accessed
Activities of International partners, and their project in assisting NBS for SDG reporting Stakeholders workshop on National Dialogue on Integrating the SDGs into National Plans and budgets in Seychelles (July 2017) (UNDP) National workshop on roadmap for strengthening statistical institutional environments to measure, monitor and report on the SDGs in Seychelles, 22 23 May 2018 (UNECA) in collaboration with NBS Development of Strategic Plan for Agricultural and Rural Statistics (SPARS) (AfDB) in progress. Road map designed. Mission to implement work plan due end of May2018.
