Those who have two years of experience in Govt. organization/public Sector Undertaking/Autonomous Bodies/Education Institutions/Private Sector of repute may submit their bid. The agencies/person who are confident of fulfilling the terms and conditions mentioned herein only may quote their rate. Lowest bidder will be selected for running of PG Hostel Messes. Photocopy of EPF registration Certificate and monthly EPF contribution for last six months. The bidders are required to submit their quotation(s) for the above work in the separate envelopes clearly super scribing the Envelope-1 & II as the case may be along with the name of quotation as detailed below: Envelope-I (Technical Bid) shall be opened first, which would decide the capability and eligibility of the bidders in accordance with the criteria laid down in the NIQ. The price bid of those bidders will not be opened who does not fulfil the required documents of the Technical bid. Envelope-II (Price Bids) shall be opened only of those quotations(s) who have qualified the Envelop-I (Technical Bids). Both Envelopes I & II are to be put in a separate envelope super scribing Running of Hostel Messes of PG Hostels (Block H and Subansiri). Security Deposit of Rs.50,000/- is to be enclosed with the Quotation, which is mandatory. It will be verified at the time of Technical Bid, those who fail to enclose the Security Deposit along with the Technical Bid will not be considered for Financial bid, even though all his/her documents are found in acceptable condition. The Security Deposit will be refunded to the non-selected bidders on the next working day. The Security Deposit amount is to be drawn in the form of demand draft/pay order/banker s Cheque from State Bank of India in favour of Chairman (HMC), payable at NERIST Branch (Code No. 18744). -3- Discretionary Power: The Director, NERIST reserves the right to accept or reject any or all Quotations without assigning any reason thereof and also to modify in exceptional case any of the stipulated terms and conditions on merit on genuine and justifying grounds if it is in the larger interest of the Institute. The final acceptance of the Quotation rests entirely with the Director, NERIST who does not bind himself to accept the lowest Quotation. Chairman (HMC)
-4- Terms and Condition 1. A detail of the menu is furnished at Sl. No. 27 (I), (II) and (III). 2. The service of the manpower employed by the Contractor shall be supported by the Contractor and NERIST will not be responsible for any personal matter of the labourers including health, financial or medical emergency etc. 3. The quality of the food shall not be compromised under any circumstances. 4. If un-wanted substances are found in the food then fresh food has to be supplied to the boarder(s) of the PG Hostel, for which no extra payment will be borne by the boarders. If the same repeats further then necessary action will be taken against you. 5. If any mishap takes place due to consumption of food then the Contractor shall be responsible for the entire medical expenses of those students. If required, the legal action also will be initiated. 6. The contract will be valid for one semester i.e. July-Dec., 2017, thereafter extension for another one semester (Jan-May, 2018) may be permitted on the basis of the Performance Report, as received from the Hostels and also in consultation with the Monitoring committee, Chairman (HMC) and Dean (SA). 7. The collection & transportation of LPG Cylinder, lighting lamps in kitchen & dining hall, raw material collection, cleaning and preparation of food items, cleaning and washing of used utensils, plates and crockery, etc. and serving of food to the students in dining hall have to be borne by the Contractor or Sub-contractor. 8. The Contractor has to submit full particulars of the staff deployed along with medical fitness certificate. A photo identity card in the prescribed format and proper dress including head-cover has to be provided with the countersignature of the Competent Authority of the Institute. 9. The staff engaged by the Contractor must behave decently with the hostel boarders and staff. Drinking of alcoholic beverages and picking up quarrel with fellow employees or boarders of the hostel will be viewed seriously, and such staff would be expelled immediately without any warning notice. -5-10. The Contractor shall be held fully responsible for misuse or loss of Institute property of kitchen and Dining Hall etc. of the Hostel. The matter will be reported to the Enquiry Committee, as constituted by the Competent Authority and the Contractor has to comply with the recommendation/order as accorded by the Committee and the Competent Authority. 11. No official land/quarter will be provided for staying any labour engaged in the Mess. Only allotted mess area may be used for all activities related to mess, and for taking rest during off duty hours. 12. The Contractor shall ensure uninterrupted services by his labourers to the students in preparation of food stuff, processing of food material, maintaining cleanliness inside and around the kitchen and dining hall in completely hygienic conditions. 13. The duty hours/timings of the labourers shall be fixed by the Office of the Hostel Management Council in consultation with the Monitoring Committee of the Hostel. 14. The Institute shall not be responsible in any way for any accidents, damages and injuries sustained by any of the labourers even during the duty hours. The labourers shall be responsible for adopting their safety measures while handling with LPG cylinders/burners etc. 15. No alteration/modification of the kitchen by the Contractor or by the labourers shall be permitted. 16. The Contractor shall ensure that no property, fittings and fixtures be removed or damaged by his/her labourers. 17. The Contractor shall arrange to handover all the assets/inventories of the Institute immediately after the cessation of mess, clearing all dues in the harmonious manner during the semester break or at the time of withdrawal from his services to the Institute. 18. The agreement of contract will be cancelled/terminated by the Chairman (HMC) on the following reasons: (i) If any kind of altercation takes place between the mess worker and the students. (ii) If any kind of threatening act is carried out by the contractor or mess workers against any student. Contd..P/6
-6- (iii) If the Contractor fails to comply any one of the above Terms and conditions. 19. Failure to comply with the order, shall invite penalty, and must be accepted by the contractor as imposed by the Chairman (HMC) and security deposit of Rs.50000/- (Rupees fifty thousands) only will be forfeited. 20. Barakhana has to be provided by the Contractor at the end of the every month. 21. Contractor once disqualified shall not be eligible for future participation in this regard. 22. The Contractor has to maintain the liaison with the Hostel Authority in connection with the No fooding application (s) of the students, as forwarded by the concerned HOD/Supervisor of the Research Guide/Warden. 23. The Bill against the Mess charge will be paid only the approved Contractor only. In this regard, no power of attorney or any requests will be entertained. 24. The Institute has reserves the full right to cancel the whole tendering process without showing any reason. Tender Paper cost value will not be refunded. 25.
