The soft copy of the tender document will be made available on the bank s website. However Bank of Maharashtra shall not be held responsible in any way, for any errors/omissions/mistakes in the downloaded copy. The bidder is advised to check the contents of the downloaded copy for correctness against the printed copy of the tender document. The printed copy of the tender document shall be treated as correct and final, in case of any errors in soft copy. 3 10 2.9 Scope of Work In case of States having Road Permit/entry tax, the bidder will have to liaison with local tax authorities and branch officials at each of the locations to obtain the necessary permissions from the respective authorities. Obtaining the necessary permission will be the responsibility of the bidder. Bank will not provide any Form C or Way Bill etc. Clearance of the equipment from Tax Authorities would be the responsibility of the bidder. Comment / Suggestions Page No 9 states that those are bidding by downloading the RFP from the website can pay the bid fee while submitting the bid. This contradicts the term if the person intends to attend the pre bid. The interested bidder will go to the bank's site for downloading the same. More clarity is needed in terms of correctness of the document uploaded on the site in order to validate the authenticity of the document. The Head office needs to intimate the branches beforehand while submitting the PO for C form/ road permit to avoid delay in distribution. Hope with the new GST tax, if each location gives the GST number it will suffice. Banks reply The bidders who do not wish to attend the pre-bid but interested in participation in tendering process, they can download the RFP and pay the fees during the submission of Bid Printed tender document copy of tender is the authentic document. In the new GST tax structure, road permit and C form may not be required. But any such requirement arises its bidders responsibility to take necessary permissions. 1

4 16 2.26 Purchase Order The Purchase Order will be issued to the vendor in Phases within the Contract Period and Bank does not guarantee any minimum order quantity commitment to the vendor Further, Bank at its own discretion may or may not procure the entire indicative quantity as mentioned in the RFP Document 6 17 2.28 Fixed Price The Price finalized shall remain valid for 12 months (Rate Contract Period) from the date of such finalization with the option to Bank to review the prices every quarter for downward revision of price due to reduction of government levies, duties etc. 7 18 2.33 Rate Contract The validity of the rate contract shall be two year from the date of last pre-delivery inspection 8 18 2.33 Rate Contract However during the validity of the rate contract, if there is downward revision of the prices beyond 10% of the price negotiated at the time of placing the order, Bank of Maharashtra reserves the right to re-negotiate the prices before placing the order In this case the vendor will be under confusion or a Letter of Intent can be provided in order to be ready with dispatch as per the commitment under RFP. Moreover the pricing is based on the entire quantity asked for. The price quoted is only the base price. So any increase/decrease in the taxes will be attributed to the bank account. The bidder is expected to provide 5 year availability of stock with additional insurance post delivery upto 30 days of installation and general bid validity is 180 days, this contradicts with price and rate and contract validity period. Please clarify This contradicts the RFP clause 2.28 -Fixed price for reviewing the prices every quarter 9 23 4.9 Warranty Two years onsite service warranty Since the devices do not need any repairing a the branch, the same can be back to bench for replacement The RFP clause 2.28 is revised as under : The Price finalized shall remain valid for 12 months (Contract Period). Device and Supplier - STQC Certified Level 1 The agent/ SI can bid only for 1 device/ OEM and not multiple devices and or OEMs. Will the serial number and OEM name work in this case. Please clarify Since there are currently no L1 device certified device vendor, Please consider only L0 devices. Since the devices are UIDAI compliant & STQC certified for India and used in India, FBI which is US based compliance may be deleted. The biometric devices should be having a minimum of Level 0 UIDAI RD Certification from STQC /UIDAI and ability to detect live finger ( and it should be able to reject gummy or fake finger prints Specification as per UADAI latest guidelines. 19794 2 & 4 should be a must. Specification as per UADAI latest guidelines. UIDAI has not released the test specifications for L1 yet. It would take at least 60-90 days. Request the bank to accept as Minimum L0 Certification The biometric devices should be having a minimum of Level 0 UIDAI RD Certification from STQC /UIDAI and ability to detect live finger ( and it should be able to reject gummy or fake finger prints 3

Please consider and clarify Provide the Financial Institutes name and contact details, Bank will verify from the respective Banks 17 20 3.3 Earnest Money Deposit The BG should be valid for 6 months from the date of submission of the offer The Annexure J on page 48 states that BG should be valid for 5 years. This is contradicting the original clause for 6 months validity EMD BG validity for 6 months, successful bidder has to submit Performance BG for the entire contract period. 18 Pg 19 Pg 4.3 Payment Terms,Point No.1 and 2 4.3 Payment Terms,Point No.5 1.90 % of the order value will be paid on completion of installation and commissioning at the sites and acceptance of all equipment ordered. At this stage, the bank guarantee given to the bank will be returned to the bidder. The price quoted by the bidder shall be fixed and not subject to adjustment during the contract period irrespective of reasons whatsoever including exchange rate fluctuations, changes in taxes, duties, levies, charges etc. We Request for 90% on delivery & 10% on installation against 10% PBG. Bidders have to submit details of biometric finger print scanner to Bank. 3.1 Eligibility of the Bidder If the bidder is an authorized supplier of the Biometric finger print capture device, then the original manufacturer should also meet the turnover and financial criteria mentioned above and documentary proof to that effect should be enclosed. We request for Pro-rata payment (region office or zone basis). Most of the original manufacturer for fingerprint scanners are based out of India & hesitate to share their Turnover& financial credentials, so request you to please consider the turnover & financial criteria only for Indian entity No change Only bidder s credentials will be considered. 4
