Furthermore, EMEs may also obtain a sworn affidavit from CIPC (formerly CIPRO) Self Service Terminals when registering a business or filing annual returns. In these instances, Transnet would require proof of turnover as well as proof of ownership. Sworn affidavits must substantially comply with the format that can be obtained on the DTI s website at www.dti.gov.za/economic_empowerment/bee_codes.jsp. 7.3 QSEs that are at least 51% Black owned or higher are only required to obtain a sworn affidavit on an annual basis confirming that the entity has an Annual Total Revenue of R50 million or less and the entity s Level of Black ownership. 7.4 A Bidder other than EME or a QSE that is at least 51% Black owned must submit their original and valid B- BBEE status level verification certificate or a certified copy thereof, substantiating their B-BBEE rating issued by a Registered Auditor approved by IRBA or a Verification Agency accredited by SANAS. In this RFP, TPT will accordingly allocate a maximum of 20 [twenty] points in accordance with the 80/20 preference point system prescribed in the Preferential Procurement Policy Framework Act (PPPFA), Act 5 of 2000 and its Regulations to the Respondent s final score based on an entity s B-BBEE scorecard rating.
