Seminar Overview In the 2019 Budget Speech, YB Tuan Lim Guan Eng announced that the Government is launching a Special Voluntary Disclosure Program (SVDP) to allow taxpayers to voluntarily declare unreported income, including funds maintained in the offshore accounts, for Malaysian tax purpose. Under the SVDP, any unreported income from 3 November 2018 to 30 June 2019 will be subjected to reduced penalty of 10% or 15%. The penalty rates will increase substantially following the end of the program. In this seminar, KPMG provides a platform for the taxpayers to hear from Lembaga Hasil Dalam Negeri (LHDN) on the SVDP. Speaker s Profile Soh Lian Seng Executive Director, Head of Tax Risk Management Lian Seng leads the Tax Risk Management Group at KPMG in Malaysia. He is also the Head of Korea Business Practice at KPMG in Malaysia. His 25 years of experience in Tax has provided him with wealth of knowledge and experience in handling a vast variety of corporate tax assignments, specializing in advising local and multinational corporations on tax audits and tax investigations including representing Malaysian taxpayers during tax audits, investigations and dispute resolution hearing before the Lembaga Hasil Dalam Negeri (LHDN). His proven track record in numerous major dispute resolution assignments for clients demonstrate his ability to resolve complex business problems. He has appeared before the Special Commissioner of Income Tax as an expert witness and today, he is also a certified trainer by Pembangunan Sumber Manusia Berhad. He has worked with clients as well as quantity surveyors and advised on a number of projects that involved in capital allowance claims and specifically identifying elements of plants and machinery. Lian Seng is a frequent presenter and panelist speaker at conferences, seminars and workshops besides contributing Tax thought leadership and articles in various professional journals, newspapers and within the Malaysian SME fraternity. He strives to continually provide professional knowledge and expertise on Tax areas of practices and help to elevate SMEs in providing value and carving a niche for themselves in both the local and regional market place. Lian Seng is a Fellow member and also a Chartered Tax Practitioner of the Chartered Tax Institute of Malaysia (CTIM). He is also an approved Tax Agent under Malaysian Ministry of Finance (MOF). Chang Mei Seen Executive Director Mei Seen joined KPMG in 1997 and is currently an Executive Director in KPMG Malaysia. She began her career by joining KPMG Malaysia s Audit Division where she worked on assignments involving both private and public listed companies. Thereafter, she was transferred to the Corporate Tax Division and was involved in transfer pricing engagements. She advises multinational companies on transfer pricing issues, including preparation of transfer pricing documentation in compliance to the Malaysian transfer pricing guidelines, transfer pricing advisory and planning for risk mitigation as well as involvement in defending clients during transfer pricing audits by the LHDN. In addition, she has also been involved in restructuring exercises in various industries. She was actively involved in informal discussions to submit the first Bilateral Advance Pricing Agreement (APA) applications to the LHDN and she also provides feedback to the LHDN on the typical area of concern which taxpayers may have on APA applications. She has project management experience, especially in coordinating and managing a large transfer pricing engagements involving large multinational companies, involving several members of the Global Transfer Pricing Services (GTPS) network. Her prior experience include corporate tax compliance engagements where she managed a portfolio of clients from a diversified range of industries. Her experience as an auditor has allowed her to better understand the client s business conditions and devise appropriate transfer pricing solutions.
Speaker s Profile (cont ) Ng Wei Wei Director Wei Wei has more than 14 years experience in tax advisory and compliance services. She is responsible for the tax risk management consulting exercises at KPMG in Malaysia, and has been engaged in assisting and representing various clients in liaising with the LHDN s officers in connection with the LHDN s findings arising from the tax audit and tax investigation, as well as assisting them in preparing defense or dealing with contentious tax audit and investigation issues. She is also experienced in advising client in preparing the capital statement /net worth method computations. She has undertaken several group restructuring and tax planning exercise including advising local and multinational corporations on reorganization, streamlining/transfer of businesses and due diligence exercises. She has also advised clients on a number of projects that involved capital allowance claims. She is a Fellow member of the Association of Chartered Certified Accountants (ACCA), a member of the CTIM and a member of the Malaysian Institute of Accountants (MIA). She is also an approved Tax Agent under MOF.
