Those Present: Cllr Wiltshire (Chair), Cllr Lovett (Vice Chair), Cllr Baxter, Cllr Emrich, Cllr Roggendorff, Cllr Woodage and Cllr de Zoete. Also Present: WSCC/HDC Cllr N. Jupp, HDC Cllr Rowbottom, Parish Clerk (P. Richards). Three members of the public also attended. Apologies: Cllr Burrell, Cllr Huggett and Cllr Lindsay. WSCC Cllr A. Jupp also sent her apologies. 38/19 Public Session (Members of the Public may speak for up to 3 minutes on an Agenda item at the discretion of the Chair). None. 39/19 Rascals Farm Victoria Groves, agent for Catesby Estates, presented proposals for a development at land adjacent to Rascals Farm to the north of Shipley Parish. Members reviewed the illustrative plans and commented on the impact on the ancient woodland and public transport issues. Ms. Groves advised that any planning submission in the future would be in line with the HDC Local Plan. 40/19 To Receive Declarations of Interest, Notification of Changes to Members Interests and consider any requests for a dispensation. Cllr Emrich declared an interest in planning application DC/19/0352. 41/19 Approval of the Minutes of the Ordinary Council Meeting held on 18 th February 2019. The minutes having previously been circulated were taken as read. Minute 25/19 was amended to adjust the HDC Council Tax rise to 4 pa and not 64 pa as initially drafted. Cllr Woodage proposed that the minutes be accepted. This was unanimously AGREED and the amended Minutes were signed. 42/19 Matters Arising from Item 41/19 (For information only). 30/19 Volunteer Team leader training The Clerk advised that he had posted a request on the Shipley Community Facebook page requesting volunteers. To date, no parishioners have applied for training. 43/10 Report from the County Councillor. WSCC Cllr A. Jupp had given her apologies but had reported that (a) the pothole in Countryman Lane had been repaired and (b) repairs to the water leak in Red Lane were about to commence. 44/19 Report from the District Councillors. HDC Cllr Rowbottom advised that the activities related to the Horsham Year of Culture had been well attended with future events well subscribed to. HDC Cllr N. The first will see the Council invest 10 million to deliver its own permanent affordable housing through an Affordable Housing Company model. This funding will support the delivery of up to 70 units in some of the District s most in demand areas and reduce the number of households on the Council s Housing Register; and The second approved the expenditure of 1,658,000 (subject to planning permission) which is funded from Section 106 receipts secured for new affordable housing. This funding will enable the development of 84 new affordable rented homes. 45/19 Report from Representatives on Outside Organisations. Cllr Baxter presented his report on the HDC Standards Committee, circulated previously, and drew attention to the newly published report from the Committee for Standards in Public Life. He suggested that many of the Committee s recommendations would be pertinent to SPC. Members agreed with Cllr Baxter s observation that the inclusion of these suggested changes to governance policies be a matter for the new Council that will be elected in May 2019. 46/19 Chair s Announcements. Votes: - 6 support 20:39 Cllr Emrich re-joins the meeting DC/19/0460 - Brook Cottage, Hooklands Lane, Shipley - Removal of porch to front elevation, erection of a two storey rear extension and replacement double garage with habitable living space above. DC/19/0489 Falconers, Sincox Lane, Shipley - An alternative to the design and layout of proposals approved under SP/13/ in 2002 for the reuse, restoration and adaptation of an existing dwelling and adjacent redundant farm buildings to form three independent dwellings with access together with landscaping, facilities for sustainable energy sources and including some demolition (Full Planning) DC/19/0492 Falconers, Sincox Lane, Shipley - An alternative to the design and layout of proposals approved under SP/13/ in 2002 for the reuse, restoration and adaptation of an existing dwelling and adjacent redundant farm buildings to form three independent dwellings with access together with landscaping, facilities for sustainable energy sources and including some demolition (Listed Building Consent) DC/19/0501 - Rascalls Farm, Shipley Road, Southwater - Continued use of land for the siting of a mobile home unit for a temporary period of 2 years Recommendation: Review and comment on planning applications and submit responses to Horsham District Council. DC/19/0516 - Hazelbrook Farm, Hooklands Lane, Shipley - Erection of a detached timber framed double garage After consideration Members decided to object to the proposed application. Votes: - 2 against, 1 support, 4 abstain DC/19/0545 - Land North of Bluebell Park, Emms Lane, Brooks Green - Change of use of the land from agricultural to the use of a holiday caravan park for twenty three static caravans for holiday use from 1 February to 5th January After consideration Members decided to object to the proposed application. Votes: - 7 against 48/19 Planning Decisions. None 49/19 Roads, Footpaths, Bridleways & General Maintenance of the Parish Pavements update from Councillors. The Clerk advised that a resident in Church Close, Shipley had written to the local Church Wardens stating that residents were finding getting in and out of Church Close on a Sunday morning almost impossible. This is because of the congregation parking on the corner of Red Lane and Church Close; and The Chair reminded Members to contact the Clerk with any repairs or maintenance requirements relating to public footpaths. This information is required for the Neighbourhood Plan and WSCC. 50/19 Community Speedwatch The Chair presented the email from Sussex Police, circulated previously. She suggested that Members and the community consider being part of the Community Speedwatch initiative. After review and discussion, Members asked the Clerk to seek requests for potential volunteers via the Shipley Community Facebook page. 51/19 Neighbourhood Plan Update The Chair provided an update on the progress of draft plan. She reported that, following no adverse feedback from HDC s health check, the final collation of details and documents is underway with a large amount of work scheduled over the next eight weeks. In particular, updates to the Local Green Spaces and Heritage Assets policies were required before moving to the Regulation 15 stage. 52/19 Payments The Clerk presented the report and Members unanimously AGREED that the payments be made.
