WORLD HEALTH ORGANIZATION EXECUTIVE BOARD Twenty-sixth Session Provisional agenda item 4.4 ORGANISATION MONDÍALE DE LA SANTÉ EB6/8 Rev.l November i960 ORIGINAL: ENGLISH REVIEW OF THE PROPOSED PROGRAMME AND BUDGET ESTIMATES FOR 96: FINANCING OP THE MALARIA ERADICATION PROGRAMME I» Introduction-, In resolution WHA5.45, the Thirteenth World Health Assembly considered "that continuing efforts should be made to finance the malaria eradication programme on a voluntary basis", requested "the Director-General to report to the Fourteenth World Health Assembly on the situation", and decided "to re-appraise the financial situation of the Malaria Eradication Special Account at the Fourteenth World Health Assembly and, should sufficient contributions not be forthcoming, to consider appropriate measures to ensure Ше financing of the programme". The Fourteenth World Health Assembly will, therefore, have before it the question of ensuring the financing of the programme,» Administrative and operational services costs of the Salaria a^adication programme * Following the decisions taken by the Executive Board in resolution EB6.R it is assumed that as from 96 the estimated expenditure of WHO for the administrative and operational services costs at headquarters and in the regional offices of the planned malaria eradication programme can be expected to be provided for under the Regular budget. Consequently, the problem for which a solution remains to be found is the financing of the field projects of the programme.. The costs to the Pan American Health Organization of the administrative and operational services for the malaria eradication programme in the Region of the Americas are financed by the Special Malaria Fund of РАНО. In 96, these costs are estimated to be $ 5^7. The Fourteenth World Health Assembly may wish to keep in mind these costs when it considers appropriate measures to ensure the financing of the malaria eradication programme Off. Rec. There are two mutually exclusive methods of financing field projects which could be considered: voluntary financing or the transfer of the total estimated expenditure to the Regular budget In addition, it would be possible to develop a system which would combine assessed contributions with continuation of voluntary contributions in such a way as to assure the continued financing of the programme. 3 # It has proved to be inadequate to rely solely on voluntary contributions to assure the continued financing of the malaria eradication programme. Should the opinion prevail, in view of the advantages of suoh a method for the economically less privileged Members engaged in malaria eradication^ that it should be retained, a procedure for announcing pledges at each World Health Assembly should be developed and the maintenance of this method would be subject to the adequacy of the amounts pledged Only If the amount of voluntary pledges is known at the time of each Health Assembly will it be possible for the Assembly to know that financing of the programme for the succeeding year is assured. On the other hand, the transfer of the total estimated expenditure for field projects to the Regular» budget all at once would impose on a number of economically less privileged Members which are undertaking malaria eradication programmes with the Organization's assistance, an additional financial burden which they might not be in a position to assume 3 斗 With the above considerations in mind, and in order to facilitate the study and solution of the problem, different methods of financing are presented in Annexes I and П to this documents It is emphasized, that: ^ (i) the suggestions set forth in these Annexes do not exclude other possibilities; (ii) neither method suggested affects the recommendation of the Executive Board to transfer the administrative and operational services costs to WHO of the programma at headquarters and in the regional offices to the Regular budget.

EB6/8 Rev Л page ) ANNEX I CONTRIBUTIONS FROM THE REGULAR BUDGET TO THE MALARIA ERADICATION SPECIAL ACCOUNT # Method I As one possible method of ensuring the financing of the planned field projects under the Malaria Eradication Special Account, the Director-General has included in the text of the proposed Appropriation Resolution for I96 and in the Summary of Budget Estimates a new "Appropriation Section : Contribution to the Malaria Eradication Special Account", without proposing an amount, as explained in the "Notes 3 on Budget Presentation", The Fourteenth World Health Assembly could include in the estimates for 96, as a contribution to the Special Account, whatever amount it may consider necessary to meet the estimated shortfall between the resources in that Account and the requirements of the planned, field programme for 96 as set forth in Annex 3 of Official Records No. 04, as may be determined in the light of the situation at the'time of the Fourteenth World Health Assembly л. With this method, the Malaria Eradication Special Account is maintained and voluntary fund-raising continues # The estimated shortfall in voluntary contributions would be covered yearly by a direct subvention from the Regular budget to the Special Account. Method II, In view of the present prospects for the Malaria Eradication Special Account, a phased transfer of the total estimated expenditure for field projects to the Regular budget could be envisaged, possibly in accordance with a plan somewhat along the following lines: Off/Rec. This plan, of course, assumes that the estimated shortfall in the years prior to 964 would continue to be met through voluntary contributions In order to assure itself that sufficient voluntary contributions would be forthcoming for the purpose, the Health Assembly would need to institute the procedure of having such.contributions for the succeeding years announced to the Health Assembly, as suggested in paragraph 3, of the document to which this alternative is annexed, 5. Financing the malaria eradication programme In the Americas The question of financing the malaria eradication programme in the Americas would need to be considered in connexion with the implementation of either of the above methods Under these arrangements the Member States of the American Region would not receive direct assistance from the increased Regular budget appropriation for the malaria eradication programme, although they would be assessed for their contributions thereto

EB6/8 Rev.l page 5 ANNEX II ANOTHER PLAN OF FINANCING THE MALARIA ERADICATION PROGRAMME,. Objective. The method of financing the malaria eradication programme aet forth in this Annex has been developed in the light of the consideration that the malaria eradication programme is conceived as a world-wide effort, involving the entire Organization,, the ultimate success of which would benefit all countries. It has the objective of assuring that the costs of the programme are shared equitably among all Members, taking.account of the heavy financial burdens assumed by those Members which have undertaken malaria eradication programmes in their countries.. The method described below is intended, firstly, to safeguard the financing of the total field programme planned under the Malaria Eradication Special Accounts secondly, to provide a method whereby Member States which are able and willing to do so will be able to continue to make voluntary contributions to the Malaria Eradication Special Account; and thirdly, to avoid to the greatest extent possible imposing an additional financial burden on those economically less privileged Members which are undertaking in their countries a malaria eradication programme. The economically more privileged countries not carrying the heavy burden of financing such programmes in their own countries would be sharing in an equitable manner the costs of WHO assistance to the world malaria eradication programme through assessments in accordance with the scale applicable to the Regular budget of the Organization,. Plan, All Members of the Organization would be assessed at the time of the World Health Assembly for the total cost of the malaria eradication operations planned under the Malaria Éradication Special Accotmt for the succeeding year; assessments would be oalculfited. in accordance with the Scale of Assessments adopted for the Regular budget of the Organization. EB6/8 Rev.l page 6 Annex II, In addition^ the Malaria Eradication Special Account would be maintained and voluntary fund-raising would continue,.5 Funds derived from voluntary contributions to the Malaria Eradication Special Account that remain uadelégated at, December of any year would be included as income in the Appropriation Resolution adopted by the next World Health Assembly for the ensuing budget year. The income so.derived from voluntary contributions would be used to offset, pro rata, the assessments of designated Members up to a maximum of that portion of their assessment which is in respect of the malaria eradication programme. Each World Health Assembly would designate suoh Members on the basis of their economic possibilities and of the expenditure they have to bear in the carrying out of an active malaria eradication programme assisted by the Organization.4 Should a Member designated Ъу the World. Health Assembly as eligible for a credit decide not to avail itself of such credit, the amount would remain in the Special Account as a voluntary contribution, which, together with any other voluntary contributions, would be used for credits as described above in the following year..5 The Pan American Health Organization may wish to maintain the Special Malaria Fund for the purpose of financing the planned malaria eradication programmes In the Americas. On the other hand, the method outlined could apply to the Organization as a whole, i.e. including the Special Malaria Fund of the Pan American Health Organization. In either case, Member States in the Americas would be included in the plan as described in paragraph.3 above. 3. Illustration of the plan There is attached a comparative statement of contributions of Members on the basis of the 9б scale of assessment and calculated, on:

The Director-General submits for consideration by the Board as Appendix an outline of another possible method for the financing of the malaria eradication programme. This method is designed, first, to safeguard the financing of the total planned programme; secondly, to enable Members who are able and willing to do so to continue to make voluntary contributions; and thirdly, to avoid to the greatest extent possible imposing an additional financial burden on those Members who are undertaking in their countries malaria eradication programmes, while countries not doing so would share in an equitable manner the costs of WHO assistance to malaria eradication operations through assessments in accordance with the scale applicable to the Regular budget of the Organization 0 4. As indicated in paragraph.8 of Appendix the method outlined could be implemented either with or without the Special Malaria Fund of РАНО for the Americas being maintained for financing the malaria eradication programme in that Region, In either case Members in the Americas who are undertaking malaria eradication programmes in their countries with assistance from funds administered by WHO or РАНО would be entitled to credits on the same bases as all other Members of WHO. EB6/30 Rev.4 page 4 APPENDIX ANOTHER METHOD OP FINANCING MALARIA ERADICATION OPERATIONS PLANNED UNDER THE MALARIA ERADICATION SPECIAL ACCOUNT. Objective The objective of the method described below is, first, to safeguard the financing of the total planned programme under the Malaria Eradication Special Account; secondly, to enable Members who are able and willing to do so to continue to make voluntary contributions to the Malaria Eradication Special Account; and thirdly, to avoid to the greatest extent possible imposing an additional financial burden on those Members who are undertaking in their countries a salaria eradication programme* while countries not undertaking such programmes would be sharing in an equitable manner the costs of WHO assistance to malaria eradication operations through assessments in accordance with the scale applicable to the Regular budget of the Organization. Method. All Members of the Organization would be assessed at the time of the World Health Assembly for the total cost of the malaria eradication operations planned under the Malaria Eradication Special Account for the succeeding year.. Assessments would be calculated in accordance with the Scale of Assessments adopted for the Regular budget of the Organization..3 To the extent that voluntary contributions are available in the Malaria Eradication Special Account as of a fixed date (say as of J> October), credits would be applied to the assessments of those countries which are undertaking an active malaria eradication programme assisted by the Organization, from any of its resources. Pledges of voluntary contributions not received at that time and contributions in kind not readily usable would not be taken into account..4 Should the amount of voluntary contributions available to be used for credits as indicated under.3 above be less than the total assessments of those countries eligible for a credit, the credits would be applied pro rata.

EB6/30 Rev Л page 5 Appendix 05 Should the amount of voluntary contributions available, on the other hand, exceed the total assessments of countries eligible for a credit, the assessments of those countries would be reduced to nil, and the balance of voluntary contributions available in MESA would be retained in the Special Account for use as a credit in the following year. 06 Should a country eligible for a credit decide not to avail itself of such credit, the amount would remain in the Special Account as a voluntary contribution, which, together with any other voluntary contributions, would be used for credits as described above in the following year* *7 No country would be eligible for a credit for the reason that it may be financially supporting a malaria programme in its fr overseas territories" even though such geographical areas are considered an integral part of their metropolitan area.»8 The method outlined could apply to the Organization as a whole, i.e. including the Pan American Health Organization, and the Special Malaria Fund of РАНО could be discontinued or incorporated in the Malaria Eradication Special Account. On the other hand the suggested method could be implemented even if the Special Malaria Fund were maintained for the purpose of financing the planned malaria eradication programmes in the Americas, In either case. Members in the Americas who are undertaking malaria eradication programmes in their countries with WHO assistance would be entitled to credits on the same bases as all other such Members of WHO. ) Ad. illustration of the method ^Л There is attached a statement of contributions of Members on the basis of the I96I Scale of Assessments calculated on a hypothetical programme estimated to cost US$ 0 000 000. This amount has been used in calculating the assessments purely for purposes of illustration^, and the list of Member States is as at the time of the Thirteenth World Health Assembly.

This excludes China since the computation of the attached statement has been made on a similar basis as under the Regular budget, i.e. with the inactive Members' and China's contributions being treated as an "undistributed reserve".
