P.S.Jaiswal took Oath of allegiance to the Constitution of India on becoming member and ex-officio President Cantonment Board Khadki. Shri Abhay Sawant, Vice-President, Shri Amol Jagtap, Chief Executive Officer and all members of the Board welcomed Brig. P.S.Jaiswal on becoming the new President of Khadki Cantonment Board and assured him of working together for the development of the Cantonment. President Cantonment affirmed of working as a team for the betterment of the Board and the Cantonment.

1. BUDGET ESTIMATES FOR THE YEAR 2018-2019 (REVISED) AND 2019-20 (ORIGINAL) To consider and approve the Budget Estimates for the year 2018-19 (Revised) & 2019-20 (Original) Draft Budget Estimates, list of Stores and works as per the Cantonment Account Code 1924 along with relevant documents are placed on the table. 1. Detailed outline of the Budget Estimates for 2018-19 (Revised) 2019-20 (Original) were briefed by the CEO with all the impediments due to limited financial resources available with the Board. Further, detailed list of the original and maintenance works scheduled for 2018-19 (Revised) 2019-20 (Original) was placed on table. Considered. It was brought out to the notice of the Board that the main source of revenue is from receipt of Service Charges, Vehicle Entry Fee and revenue from other sources and main expenditure incurred are on Establishment (Pay & allowances & Pension) and Contractors Bills. Chief Executive Officer informed Octroi was a major source of income and its abolition led to huge loss of revenue for Board. The State Government is giving funds to the Municipal Corporation to compensate the loss. But Khadki Cantonment is not receiving any such grants. The Board is receiving service charges from the Defence Establishment like Ammunition Factory Khadki (AFK) which is a major revenue to the Board. However CEO stated that the Board is not receiving Service Charges from Army. CEO informed the Board that in the past 20-25 years many important development projects are being executed. Board is constructing a new Dispensary at East Khadki, an additional block for Col.Bhagat English Medium School, two Gas based Crematorium and also extension of Swabhiman Day Care Centre is under construction. Payment of 7 th Pay Commission when implemented, will be an additional financial burden on Khadki Cantonment Board. The work of construction of Maternity Ward at Dr.Babasaheb Ambedkar Cantonment General Hospital, Khadki is in progress. It is also proposed to restrict commercial facilities to augment revenue of Cantonment. The CEO further apprised the Board about implement works, projects in detail which are planned in the Budget. President Cantonment Board stated that the Cantonment creates Assets every year but the maintenance cost of which also rises with each passing years. A situation should not arise where the Cantonment cannot provide facilities to the Citizens. It should be ensured that Cantonment Board receives appropriate funds to keep balance between Receipt & Expenditure.

President Cantonment Board directed to make provision of widening of Bharat Ratna Babasaheb Ambedkar Road from Holkar Bridge to junction of Arjun Road to avoid traffic congestion and accidents and also asked the CEO explore possibility of relocating the VEF post near Arjun Road junction for easing of traffic. Further, possibility of the Sewage Disposal of Defence quarters in the Cantonment Board s Sewage Treatment Plants may be explored depending on technical feasibility and payment of necessary charges. The President Cantonment Board appealed all the members to extend their suggestions and demands for inclusion in the Budget Estimates. Accordingly, following additions were suggested by the Elected Members as per their requirement in the respective Wards in respective Budget Heads which are as follows:- 1. Shri Abhay K Sawant, Vice-President, (Ward No. VIII) a) The amount for Construction of East Khadki Dispensary be increased. b) Amounts for better development of Ghat & Cremation ground in East Khadki may be increased, from Rs.15 lacs to Rs.25 lacs. 2. Shri Suresh L Kamble, (Ward No. I) a) Provision for Gadiadda ground leveling and high mast light. b) Additional amount for development of statue of Bharat Ratna Dr.Babasaheb Ambekar at Mahaedowadi. c) Repairs to existing drain from Rajiv Gandhi Vasahat to Shamshan Bhumi. d) Additional amounts for drains in slums. e) Repairs to Cantonment fund markets. 3. Shri Kamlesh S Chaskar, (Ward No. II) a) Provision of Badminton Court in the Cantonment Board's Sports Complex. b) Preparing and Submission of proposal of Construction of Commercial Complex near PMPML Bus stand, Khadki. c) Demolition of old/ defunct ffountain in Cantonment Board s Rani Laxmibai Garden. and its redevelopment. 4. Ms. Kartiki P Hivarkar (Ward No. V) a) Construction of Primary Health Centre in Range Hills after obtaining NOC of Ammunition Factory Khadki. b) Repairs to toilet blocks in Range Hills c) Provision of pumps on borewells at various locations for augmentation of water supply. d) Provision of bus sheds in Khadki Cantonment area. e) Provision for repairs to footpath in Range Hills. f) Provision of CCTVs in Range Hills. g) Provision of high masts in Range Hills. h) Provision of garden developments in Range Hills. i) Provision for Skill Development Centre in Range Hills. j) Provision be made for resurfacing of Internal roads of QMTI and balance portion of Park Road. k) Provision for senior citizen s rest centre.

5. Smt. Vaishali K Pahilwan (Ward No. VI) a) Provision for repairs to drain and roads in Range Hills. b) Provision for repairs to foothpaths in Range Hills. 6. Shri Duryodhan T Bhapkar (Ward No. VII) a) Concreting of Ordnance Road with storm water drain. b) Redevelopment of Cantonment Board's Shri Ram Mangal Karayalaya c) Development of Sanjay Gandhi Market for hawkers, kiosks and parking of vehicles. d) Repairs to Cantonment Board's Dhobhighat shed and other structures. e) Development of garden in Darga Vasahat GLR Sy. No. 94. f) Provision of Ward wise Budget for undertaking maintenance works in respective wards, if permissible. g) Purchase of mobile toilets, High pressure Jetting Machines ( Smaller one in each ward), Tree trimming machine. h) Exploring possibility/policy of Provision of Housing scheme for Cantonment Board employees. i) Provision of conducting of Marathon, President s Cup for Hockey & Football. j) Provision of Shed for Mahila Bhacat Gat in all the wards. k) Provision of wall along Bharat Ratna Dr. Babasaheb Ambedkar Road. 7. Col. Sidhu (Nominated Member) a) Bharat Ratna Dr. Babasaheb Ambedkar Road gets blocked due to one Booth of collection of vehicle entry fee for which necessary arrangements be made for widening of the road on the particular stretch of road. 8. Maj Mahesh Varma, GE (C), (Nominated Member) a) Provision of security wall for Sarvatra Vihar colony, if technically/ administratively possible. President, Cantonment Board instructed to include the above suggestions which are administratively, technically and financially feasible and allowed. On briefing by the CEO, the President Cantonment Board desired that the matter of River Development be taken up by the concerned authorities for benefit of the Cantonment like construction of Sewage Treatment Plant s etc. After detailed deliberation, the Board considered and approved Draft Budget for 2018-19 (Revised) and 2019-20 (Original).

2. CLOSURE OF ROADS IN CANTONMENTS To note the Ministry of Defence, Govt.of India Letter No.14(9)/2018-D(Q&C) dated 28.05.2018 regarding Closure of Roads in Cantonments. The Chief Executive Officer read out the contents of the letter and the same was circulated to all the members for their information and record. 2. Noted and approved. 3. NOMINATION OF BOARD S REPRESENTATIVE IN THE GOVERNING BODY OF PRIVATE SCHOOL. The Chairman Education, Sports & Cultural Committee of the Board submitted a copy of Policy of Constitution of Governing Body of SVS High School run by Khadki Education Society, in which membership is provided to the Chief Executive Officer of Khadki Cantonment Board or his representative so as to participate in the affairs of the School. 3. The Board considered and resolved that letter be written to SVS High School, seeking clarifications in the matter and also to obtain copy of Bye-laws/agreement in respect of the school. It was also resolved to nominate Chairman of the Education, Sports and Cultural Committee of the Board, whenever in function as a representative of the Chief Executive Officer or Chief Executive Officer himself whenever required. The present incumbent Shri Duryodhan Bhapkar will participate in the said committee of the School.
