WILLOWBROOK GENERAL RULES 2012 The goal of the Management Committee is to establish rules and regulations that encourage an enjoyable place for all to live. Your help in abiding by and assisting in the enforcement is greatly appreciated. Please also review our CC&Rs and By-Laws for additional information on community rules, restrictions and laws. SAFETY For the safety of all residents, no bicycles, skateboards, roller blades, big wheels, scooters or roller skates shall be ridden on condominium property. In accordance with Murray City Ordinances, bicycles only may be ridden on Murray City public streets. Children playing in the common area must have adult supervision at all times. Violators will be fined. Children are not allowed to play in building stairways. Solicitation is not allowed. Fireworks, sparklers of any type are prohibited on Willowbrook property! DECKS, PATIOS AND BARBECUES It is the responsibility of the Homeowners' Association to maintain the structure of the decks. Individual homeowners are not allowed to make modifications of any kind to their decks or patios. Decks or patios are not to be used for storage of any kind. Charcoal barbecues and bird feeders are prohibited. Approved items are strictly limited to: patio furniture, gas barbecues and minimal flower pots. Flowerpots on upper decks must not leak water on the lower units. Clotheslines are not allowed! PETS Please have your pet use the designated pet area located east of the clubhouse. Dogs must be on a leash and cleaned up after at all times. Always carry a plastic bag with you when you go for a walk and be sure all droppings' are collected in it, and the top is tied and it's disposed of in the garbage. Do not dispose of pet waste in shrubs. Pets are not allowed in the clubhouse or the swimming pool area. Violations to this rule will result in lose of pool privileges. Nuisance caused by the pet, such as barking, etc. may require the pet s removal from the community. Pets must be registered with the office. PROPERTY DAMAGE Each homeowner is personally responsible for any damage to the common areas made by family, tenants, guests or pets. NOISE Excessive noise, whether from stereos, indoor or outdoor entertaining, children, pets, etc., is prohibited.

PARKING No more than two vehicles per unit are allowed. Vehicles must be in visible working condition and currently registered. No vehicles shall be parked in areas designated "NO PARKING", red fire lanes, dumpster areas or in any driveways and roads of Willowbrook. To allow 24 hours-a-day access for emergency equipment and vehicles, parking is ONLY allowed in covered stalls and painted uncovered stalls. Violators will be towed away at owner's expense without warning. You must first use your covered parking space to allow for guest parking. If your car has been towed for a violation, please call: Evans and Sons Towing (801)974-9556 PLUMBING Homeowners are responsible for maintaining their unit's fixtures and ensuring that they are in good repair. You are responsible for any damage to another unit, which results from a plumbing problem or fault in your own unit. If you have to turn the water off for any reason, you must notify the other residents in the building, as all of your water is connected. ADDITIONS I SIGNS / WINDOW COVERINGS Residents may make no visible additions to units. This includes awnings. All flowerpots must be attached on the inside of the balcony rail. "For Sale" signs may be displayed only on Saturday and Sunday. "For Rent" signs are prohibited. In accordance with our CC&Rs section 6 paragraph (h) any drapes or curtains placed in units shall be lined with white material under areas where there is exposure to view from the common area. Blinds must also be white when in view from common areas. SATELLITE DISHES Satellite dishes are installed and maintained on the roof of each building and wired to each unit that subscribes by VIP Installs. VIP Installs is our exclusive satellite dealer and will install both Dish Network and Directv. All residents are required to connect to the permanently installed community dish. All subscriptions will be billed directly to any resident subscribing to satellite service from their server, either Directv or Dish Network. SPEED LIMIT The speed limit at Willowbrook is 5 MPH. CARPORTS Carports are for parking only, not for storage. They are to be kept free from grease or oil by the residents using them. Carports not properly maintained will be cleaned by a representative of the Management Committee at the Homeowner s expense and items will be remove. Bicycle parking is allowed only in the provided bicycle racks. NOTICES AND ADVERTISEMENTS Notices cannot be posted in or on the buildings.

CLUBHOUSE RENTAL The clubhouse may be reserved for private parties for $25.00. There will also be a $100 deposit that will be returned upon completion of the cleaning and checkout form. Any homeowner or renter of Willowbrook interested in renting the upper level clubhouse is to call: Parker Brown Property Management (801)766-9998 MAINTENANCE FEE I UTILITY BILLING The maintenance fee and utility bill is due the 1st of each month. If not postmarked by the 10th of the month you will be assessed a $25.00 late fee for the first month. The late fee will progressively increase by an additional $5.00 per month until the account is paid in full. For example the 2nd month will be $30.00, the 3rd month will be $35.00 etc. Delinquent accounts over 60 days are subject to our established collection procedures and the cost for collections will be added to the delinquent account. All homeowners that are delinquent on their homeowners fees are also subject to losing their amenity and voting privileges until their account is paid in full. Please mail payment to: Willowbrook Homeowners Association Post Office Box 419 Lehi, UT 84043 HVAC OPERATION AND MAINTENANCE Maintenance of the air conditioning condenser units located on the our roofs is the responsibility of the association. Any problems with them should be directed to Lyman Dutson. Please set your unit thermostat at a comfortable level and keep it there. The air conditioners are not designed to cool a unit off after just a few hours when the unit has been hot all day. This practice increases the efficiency of the unit and decreases the overall time that the unit needs to be running. If you have any problems, call Lyman Dutson at (801)254-6258 or (801) 550-4105 between the hours of 8 a.m. to 8 p.m. only. Individual furnaces, coils and filters are the responsibilities of the individual owner. Please remember to change your air filter monthly. Repairs deemed the responsibility of the individual owner can be done by Lyman or any other HVAC contractor at the owner s expense. If you have neglected changing your furnace filter and the furnace is damaged as a result, you will be liable for the repairs to the furnace. UNIT INSPECTION / INSURANCE Please make a thorough inspection of your plumbing fixtures and drains for any leaks that might be present. This should be done on a regular basis to avoid unnecessary damage and repairs. IMPORTANT NOTICE In the event of damage to your residence within the Willowbrook HOA, you must know and understand the new Utah Law regarding condo insurance. The HOA insurance policy will be primary in the even ANY damage is done to ANY property within the community, regardless of whether or not it is within the owners property. The owner of the property, however, will be responsible to pay the HOA policy deductible which is $5000. If there is more than one unit damaged, the deductible will be divided in relation to the amount of damage that was done in each unit. If cost to repair damage to your unit is below the

amount of the HOA policy deductible, each owner will be responsible for the repairs to their unit, REGARDLESS OF WHAT OR WHO CAUSED THE DAMAGE! If the owner is not available by phone and a situation in their home requires immediate attention, the owner will be responsible for the cost of the initial remediation. The Management Committee recommends that you carry your own HO6 insurance policy that includes coverage of the deductible and all of your contents and damages that you may be responsible for. Any source causing damage from an exterior condition such as a roof leak, etc., or a main sewer line or other common plumbing or electrical lines serving the building, would be the association s responsibility. In that case, the Association will be responsible for repairing the source and any resulting damage within your unit will be your responsibility or the responsibility of your HO6 insurance policy. Any source serving one unit and one unit only, is the responsibility of the owner owning that particular source. In that case, the owner of the source will be responsible for repairing the source, however, any resulting damage within your unit will be your responsibility or the responsibility of your HO6 insurance policy. Individual owner sources include but is not limited to, any electrical, plumbing pressure or drain lines either inside or outside the wall. This also includes toilets, tubs, sinks and any plumbing fixture, appliance or electrical apparatus. Again, anything serving one unit and one unit only. Please check with your insurance agent to make sure your HO6 policy has proper coverage to pay for damages deemed as your responsibility, coverage for your personal property and any applicable deductibles currently at $5,000 for fire liability and $10,000 on earthquake coverage DUCK FEEDING/CREEK AREA Feeding of ducks on Willowbrook property is prohibited. Violators will be fined. The creek area is completely off limits. The HOA will not assume liability for any injury or harm caused by violation of this rule. COMMUNITY CLEANLINESS Do not dispose cigarette butts in the common area. They must be contained and disposed of in a tied bag. All household trash must be disposed of in a tied bag and deposited in the garbage dumpsters. All cardboard boxes must be collapsed before placing them in the dumpster. No furniture, appliances or remodeling refuse is allowed in or around the dumpsters or on Willowbrook property. Graffiti of any kind, including chalk is not allowed. Violators will be fined. Storage of any kind is prohibited in the furnace closets. SMOKING Willowbrook is a smoking community, however, the Utah Clean Air Act is applicable to all condominium communities. If there is a complaint of smoke drifting from one unit to another or in the common or limited common areas, the Management Committee will address it as a nuisance, and is considered a violation of the rules, and is punishable by fines. The Management Committee will ask the smoker to comply with the Utah Clean Air Act and smoke no closer than 25 feet to the building. Fines may be levied to those who refuse to comply and all collection procedures will apply. The non-smoker may also pursue legal action against the offending smoker(s) and gain a judgment to enforce the Utah Clean Air Act. Smoking is prohibited in the building stairways, clubhouse and swimming pool.

ENFORCEMENT The Management Committee may implement any remedies or fines to ensure that these or any other rules they approve are complied with. This will include, but not be limited to, the loss of pool privileges for any homeowner that is delinquent in fees. Delinquent homeowners will also not be able to participate in any community voting until their account is brought current. Fines will be imposed as necessary for violations to community rules. FINE SCHEDULE First Offence: Warning stating the violation and an opportunity to plead your case to the board. Second Offence: $50 fine Third Offence: $100 Fourth Offence: $150 Fifth Offence: $200 Each offence will compound by $50 and can be fined per occurrence. This means that every time someone is in violation, they will get a fine. These rules exist not to limit what one can do in his or her own home, but to ensure that, among the many different people in one community, everyone can be courteous to all others around them. If anyone at any time feels like they don t want to follow the rules and decide to disregard the rights of others in the community, Parker Brown will be more than willing to enforce the rules that exist to keep this community together. It is their job to manage the community, and they will see to it that the rules are enforced. WILLOWBROOK SWIMMING POOL RULES 2012 1. A swimming pool key is required at all times in the pool area. Two bedrooms units may have up to four people and three bedroom units may have up to six people. At least one owner I resident must be present with each party. There is a $100.00 replacement fee for lost pool keys. 2. Children under 14 must be supervised at all times by a person who is 18 or older. Children may not ask adults already at the pool to provide such supervision. 3. Swimming pool hours are 10:00 A.M. -10:00 P.M. daily. Swimming after 8:00 P.M. is to be observed as quiet time: NO loud music, loud talking or loud activities of any kind are allowed. 4. No glass of any kind will be allowed in the pool area! 5. There is no lifeguard on duty. Use of the pool is at user's own risk! 6. Utah state law prohibits smoking in the pool area. 7. No alcoholic beverages or food as outlined by the State Health Department are allowed in the pool area. No intoxicated persons allowed in the pool area. 8. No bicycles, scooters, skateboards, roller blades, or similar vehicles are allowed in the pool area at any time. Pets are not allowed in the pool area. 9. Violation of these rules may result in suspension of pool privileges. This will be at the sole discretion of the Management Committee. Misuse of drinks in pool area will result in suspension of pool privileges to the offending parties. 10. Enforcement of rules will be supervised by the Management Committee. It is the responsibility of the owners I residents to help enforce these rules.
