Access to institutional credit and ensure crop insurance Efforts are on to double the income of farmers by 2022. Institutional credit Crop insurance NSSO survey of 2013, Round 70 th 52% of the farmer households were indebted, of which 60% had accessed formal credit.
- Farmers access crop loan primarily through Kisan Credit Cards (KCC). Every time credit flow to farmers is reviewed, it is observed that the eastern and the north-eastern parts of the country receive proportionately less credit as compared to the western or southern parts. I have heard this at meetings of district-level bankers in 1993 when I was a chief development officer. Crop insurance has not picked up. - 1.Apathy of bankers to deduct the premium amount from the loanee farmers accounts in time and transfer the same to the insurer. 2.Farmers often take a loan for some crop and sow something else.
- Credit limit for farmers is linked to the scale of finance of different crops. Scale of finance is the total input cost incurred for a particular crop per hectare of land. If a farmer declares that he is going to crop sugarcane or potato, the credit limit will be high whereas if he declares that he is going to crop oilseed or cereals, the credit limit will be lower.

Targeting subsidies in a proper manner: DBT - The distribution of urea is now being done through an Aadhaar-enabled biometric identification system, but it does not distinguish between a farmer and a non-farmer. The present system does not transfer the fertiliser subsidy to the bank account of the farmer. Upfront payment is not always possible by M&S farmers.
- The limit of a KCC can be de-linked from the scale of finance of the crop sown and be based on the area of land held by a farmer. The farmer will not have to make a false declaration to get a higher credit limit. This will result in true declaration of the crop sown and hence, the discrepancy seen in crop insurance will be addressed. It will address the issue of distorted interregional credit flow to farmers.
Credit limit under KCC can be split into two parts. - Part A can consist of 75 per cent of the credit limit and part B the remaining 25 per cent. While the farmer is allowed to withdraw the amount under part A from the ATM or any other mode, the amount under part B should not be allowed to be withdrawn as cash and used to pay the subsidy part of the input being purchased.

Important News ISRO successfully launches GSAT-6A satellite India's latest communication satellite GSAT-6A was on Thursday launched onboard by Geosynchronous rocket GSLV- F08 from Sriharikota and successfully placed in the designated orbit. satellite will provide S Band and C Band mobile communication facilities. GSAT-6A, is similar to GSAT-6, a high power S-band communication satellite built on I-2K satellite bus with a mission life of about ten years, it said. A key feature of the satellite is providing mobile communication to India through multi beam coverage facility
Important News NASA to launch satellite in hunt for new planets Using wide-field cameras, TESS is designed to scan 200,000 of the brightest stars near the sun in search of exoplanets, previously unknown worlds beyond our solar system ranging from Earth-sized to gas giants. According to NASA, the mission will find exoplanets that periodically block part of the light from their host stars - events that are called transits. As a planets passes in front on its star, it blocks some of the light, causing a dip in brightness. TESS will detect those dips and then use to determine basic features of the planets such as size and orbit, NASA scientists said. It is scheduled to be launched aboard a Falcon 9 rocket on April 16th.

The World Heritage-listed site, which attracts millions of tourists each year, is reeling from significant bouts of coral bleaching due to warming sea temperatures linked to climate change. Scientists from the Australian Institute of Marine Biology have been buoyed by test results of a floating "sun shield" made of calcium carbonate that has been shown to protect the reef from the effects of bleaching.
