2016-17 REQUEST FOR PROPOSAL BRIDGEPORT ISD PROPOSAL TITLE: Mowing and Weed Eating Services Proposal SEALED PROPOSALS WILL BE RECEIVED UNTIL 10:00 A.M., THURSDAY, SEPTEMBER 8, 2016. RETURN PROPOSALS TO: Bridgeport ISD 2107 15 th Street Bridgeport, TX 76426 All proposals must be submitted in a sealed envelope on the enclosed bid form and received on or before the time specified above. The proposal envelope must be clearly marked Mowing and Weed Eating Services SEPTEMBER 8, 2016. SCOPE Bridgeport ISD is now accepting formal sealed proposal s for mowing and weed eating services. This contract will be effective from OCTOBER 1, 2016 through SEPTEMBER 30, 2017. SPECIFICATIONS The service will be for designated areas only and do not include all grounds in Bridgeport Independent School District or athletic fields. Vendor s will work with BISD for preparation of special events such as graduation and will honor district requests to schedule work around special days such as testing days. A calendar will be provided with known special dates. The hourly rate for the service will commence when the Contractor arrives at the specified location and will end when the Contractor leaves the same location. The successful vendor will supply all necessary personnel, tools, and equipment to accomplish the services. The vendor will propose an hourly rate along with the estimated number of hours it will take to perform the work at each location. Sidewalks, patio and/or porch areas must be swept/blown free of grass clippings and dirt. Paper/trash must be picked up prior to performing services so as not to shred and/or scatter trash around the premises. Any trash mowed/shredded by the weed eater must be picked up and removed. The successful vendor must submit a minimum of 6 local references.
INSURANCE Successful vendor shall provide BISD with a Certificate of Insurance evidencing general liability coverage of no less than $100,000.00 and Bridgeport ISD listed as additional insured. Inability to provide proof of either insurance will result in non-payment and termination of contract. CRIMINAL HISTORY Before entering into a contract with the District, the successful vendor must give notice to the District if an employee, owner or operator of the business has been convicted of a felony. The District may terminate the contract if the District determines that an employee or business failed to give such notice or misrepresented the conduct resulting in a conviction. The District will obtain criminal history record information that relates to the successful bidder and his employees. CONTRACT The vendor reserves the right to charge any price desired as long as it does not exceed the proposal price. All invoices will be paid on a net 30 day basis. No late fees are to be accessed against the District. INVOICES Invoices must show the address where the service was rendered. Invoices must be sent to: Bridgeport ISD 2107 15 th Street Bridgeport, TX 76426 The undersigned affirms they have familiarized themselves with the local conditions under which the work is to be performed and have satisfied themselves of matters that may be incidental to the work before submitting a bid. Vendors must submit their proposals on the attached forms and they must be originally signed. Faxed or e-mailed bids will not be accepted. By submitting and signing the attached bid forms, each vendor is indicating that he has read and understood the instructions, terms, conditions, specifications, and invitation to bid and agrees to comply with and be bound by its precepts. Submission of a proposal
shall constitute an offer on such terms that shall remain open and irrevocable until such time as a bid submitted on same has been accepted by the BISD. Continuing non-performance of the vendor in terms of specifications shall be basis for termination of the contract by BISD. BISD shall not pay for work that is unsatisfactory. Vendors will be given a reasonable opportunity before termination to correct the deficiencies. However, this shall in no way be construed as negating the basis for nonperformance termination. The Conflict of Interest Questionnaire shall be filed as addressed in the questionnaire. Bridgeport ISD reserves the right to accept and/or reject any and all bids or proposals for any reason whatsoever. APPLICABLE DATES AND TIMES The proposals will be opened in the Bridgeport ISD Business Office, 2107 15 th Street, at 10:01 AM. Proposals will be considered for award at the regularly scheduled Board of Trustee Meeting on Monday September 19, 2016, beginning at 7:00 p.m. All vendors are encouraged to be present at the bid opening and the bid awarding to defend and answer questions about their bid. Felony Conviction Notice State of Texas Legislative Senate Bill No. 1, Section 44.034, Notification of Criminal History, Subsection (a), states "a person or business entity that enters into a contract with a school district must give advance notice to the district if the person or an owner or operator of the business entity has been convicted of a felony. The notice must include a general description of the conduct resulting in the conviction of a felony."
