Results Project Development Objective Indicators % of disease and pest inspections based on expected risks analysis as a proxy to measure capacity of State-and Entity-level institutions to deliver efficient services and programs. Close to 0%. Poor understanding of pest and disease epidemiology. Little risk-based inspection. Inadequate data collection and data management systems at level of inspectorates in both entities do not allow risk based assessments Classical swine fever study complete and approved, sero testing ongoing. FSA risk modeling ongoing; APPH Rulebooks on control ofphytosanitary Import Requirements completed. Some 5% of inspections using arisk based approach APPH assessment of Reference Laboratory (RL) completed. Finalizing identification for Food Safety Reference Laboratories. 4 GMO RLlabs agreed. 60% % of commercial farms benefiting from pluralistic, stakeholder-driven and outcome-based contracted extension services operational at the level of each Entity. Close to 0%. Limited public Draft extension strategies in both extension services in RS and none entities completed. Drafts lack in FBiH. Few public/private strategic vision to develop extension partnerships. No sustainble system. Under revision extension services in FBiH based on comments from team Strategy to develop a vision for extension services Revision of strategies in both entities ongoing. Entities beginning to collect data to establish FADN with assistance from EU IPA 2007 Only 2 labs will be equipped. 20%. Some advisory services provided by extension officers at municipal offices and through services providers Page 2 of 6
% of rural development structural payments made through harmonized, EU IPARD compliant institutions and systems at the level of each Entity. 0%. Un-transparent agricultural and rural development support targeting and administrative procedures. Poor monitoring and impact evaluation. Poorly targeted, ad-hoc and incoherent subsidy policy without transparent payment procedures Rule books on farm and client registry complete. In 2010, about 50% of ag subsidies in RS and 30% in FBiH are structural Rule bookon Livestock registry completed but under amendment. Establishment of registries progressing - Development of payment systems at state level at stalemate 80% Intermediate Results Indicators SVO, APPH, FSA and Entity Inspectorates are implementing EU compatible risk assessment and risk based monitoring/inspection systems (1) Only 50% of cattle and 0% sheep population tagged (2) Animal, plant health and food safety risk largely unquantified Requires development of regulation defining roles and mandates of SVO, FSA and APPH, and interface with inspectorates with proper data sharing FSA completed risk analysis - Inspectorates begining to use risk based analsyis and (in RS) recording data in IMS software. APPH completed rulebook on phytosanitary imports. SVO completed CSF study, building up sero baseline. Need for adoption of regulation at State level Council of Ministers Work on rulebooks and regulatory framework progressing well, lack of coordination with inspectorates raises doubts as to level of application on the ground (1)90% of cattle and 70% of sheep tagged (2) EU compatible animal, plant health and food safety risk assessment and management Information systems providing data management capability for risk based inspection Page 3 of 6
Efficient and stakeholder directed extension policy efficiently delivered by accredited extension services providers through outcome based contracts (1) Limited public extension services in RS and none in FBiH (2) Few extension packages prepared and disseminated (3) No contractedextension service providers accredited with specific competencies Need strategy to develop vision for extension services. Draft extension strategies in both entities have been completed with harmonized accreditation procedures. Drafts lack strategic vision to develop sustainble system. Under revision based on comments from team Revisions are expected to take place by end of 2010 (1) Extension Boards manage a contracted, pluralistic extension system (2) 50 extension packages benefiting 3000 farmers (3) 100 extension service providers accredited with specific competencies Some advisory services provided by extension officers at municipal offices and through services providers Page 4 of 6
a) % of Entity payments made through accredited paying system; b) Management by MoFTER of agriculture payments database and reporting system a) 0 % (Un-transparent, manual paying systems); b) No central collation or reporting of market or structural payments Poorly targeted, ad-hoc and incoherent subsidy policy without transparent payment procedures No payment through accredited system. Data collection for Client registry ongoing, FBiH 20% of records in database, in RS 90% of records collected. State level system (database) to be operational by Jan. 2011. Rulebook of National livestock registry under amendment, technical specs for software and hardware under development. Payment system in RS approximating EU IPARD accountability and transparency requirements. Successful collaboration between both entities and MOFTER make these activities relatively successful- both are key milestones for effective payment system and improved livestock disease control. (a) 100% of Entity payments made through the accredited paying system; (b)mofter maintains agriculture payments database and publishes a consolidated, IPARD compatible BiH payments report Percentage of structural payments to farmers. Data on Financial Performance (as of 19-Jan-2011) Financial Agreement(s) Key s About 15% of total payments to farmers are structural. 2010 share of structural support in FBiH is 30% and 50% in RS Agreed on harmonization of 3 measures, modalities need finalization for next year 30% of all payments are structural Page 5 of 6
