Agenda 1 Adoption of minutes: The minutes of State Level Bankers Committee meeting held on 29.06.2012 was circulated to all members. Since no request for amendment has been received, the House may adopt the said minutes. Agenda 2 Review of GoI Instruction regarding Financial Inclusion: i) Financial Inclusion of Villages : a) Status of coverage of villages with population 1000-1999, Bank-wise allocation duly approved by last SLBC held on 29.06.2012 (for Mar. 12 quarter), as well as status of coverage as on 30.06.2012 is placed in pages55 to61. All the Banks are requested to expedite coverage as per GOI strategies and guidelines. b) Opening of at least one account for each family in FI villages latest by 30 th June, 2012 in terms of Govt. of India instructions vide letter F.No.8-11-2011-FI dated 15.05.2012 (already circulated to all SLBC member Banks). All Banks to apprise the House about their position in regard to: c) The status of opening Brick and Mortar branches, Ultra Small Branches within 30.09.2012 in villages with population 5000 & above as per GoI instruction. d) All Banks to ensure to provide laptop with VPN connectivity to all identified and designated officials visiting CSPs and USBs. e) Details of the designated officer, i.e,, Name, designation, Bank name, Contact no,, email ID, etc. who will visit CSPs at designated date and time, to be displayed prominently at all CSP Centres and also upload the same at District, SLBC and Bank website. f) Ensure completion of the task GIS data entry for banking amenities details of Branches, BCs, ATMs, Currency Chests, Clearing Houses, etc. on the website of DoFS, MoF, GoI in respect of all the Lead Districts by the respective Banks, LDMs, immediately. Some of the Banks are yet to submit their data. The detailed guidelines of Govt. of India in this regard have already been sent to all Banks and LDMs by the convener bank.. The forum may deliberate on these issues and offer valuable suggestions. ii) Action taken on strategy and guidelines on Financial Inclusion Convener bank circulated the instruction received DFS, MoF, GoI vide letter no 21-13-2009 FI (Pt) dated 21.10.2011 in the matter to all member banks and subsequent instructions to provide action taken report on following action points. The instruction was also circulated to CMDs of all Banks directly by GoI. a) Banks to define service area in terms of Gram Panchayat. b) All DCC to prepare a service area plan as per Annexure-II, page Nos.62 to 72 and upload the same in the District web site and State web site. c) Comprehensive District Financial Services Plan to be prepared by District Financial Services Committee constituted as per GoI instruction. d) Preparation of State Financial Services Plan on receipt of CDFSP from the LDMs. The controllers of LDMs to apprise the House. >> 7 << Agenda 3 Follow-up action on the decisions of the SLBC meeting dated 29.06.2012

Necessary legal formalities are in progress. 3 Convergence of EBT with FIP The first Task Force meeting for the state of Meghalaya, on enhancing financial inclusion through modern electronic payment system held at Shillong, under the chairmanship of Sri N.S.Samant, I.A.S., Principal Secretary, Finance, Govt. of Meghalaya on 24 th May, 2012. In the meeting, three Sub-committees were formed to look after different areas - (a) A Sub-committee on payment and receipt. (b) Sub-committee to study into the connectivity related issues. (c) Sub-committee to study e-payment products and suggest suitable, cost efficient e-payment modes for the state of Meghalaya. The Sub-committee meeting to study e-payment products was held under the chairmanship of Sri A.K.Choudhary, DGM, SBI on 25 th August, 2012. The minutes placed in page No.64 to 68. Another Sub-committee meeting for connectivity issues was held on 05 th June, 2012 under the chairmanship of Sri T. Dkhar, SIO & Sr. Technical Director, NIC, Shillong.

Meghalaya State has only one district, viz., West Garo having minority concentration. >> 15 << Agenda 21 Detection of counterfeit notes in banking channel Revised procedure (RBI letter No.RPCD(Guwa)No.12677/03.02.08/2011-12 dated 11.06.12) (1) A police station at each District Police Headquarter may be designated as the nodal Police Station, wherein the offences relating to Fake Indian Currency Notes (FICN) recovered by Bank can be reported. (2) The Bank will also correspondingly designate a nodal officer in each of the District in their respective Banks, who will be vested with the responsibility of reporting the seizures of the FICNs in the said District. The system of reporting will be monthly, wherein details of recovery of all FICNs having 1 piece to 4 pieces in a single transaction are reported by the Banks by their respective nodal officer in a consolidated manner. However, seizures involving 5 or more than 5 pieces in one single transaction will be reported as separate FIR, immediately by the Bank. >> 51 << Sub-Committee of SLBC for Export Promotion In the last Sub-Committee meeting on EBT-FIP held on 24.01.2012, the AGM, SBI, highlighted the difficulties faced by the different exporters such as their bills not being negotiated, unavailability of Foreign Exchange facility at Bank branches. He further suggested that all the Bank branches located at Shillong should have Foreign Exchange facility, which should be extended in all District Head Quarters in order to promote easy remittance both inward and outward to all the exporters. The State Government is also planning to open more Border Haats in State in order to promote smooth flow of exports/imports through Bangladesh. The Chairman Shri N. S. Samant, IAS, Principal Secretary, Finance, Government of Meghalaya, Shillong said that they would discuss all the matters in the next meeting. The AGM, RBI said that Bangladesh people also desire export promotion and also about lot of fake currency under circulation. The Chairman said that about fake currency, they should invite Police administration in the ensuing meeting. The Director, Commerce and Industries, informed that there are 10 Land and Custom centres in the State, out of those 8 centres are functioning. Dawki is the renowned international border with Bangladesh to be developed soon. Therefore, Customs Department should also be invited to attend and share their experiences with us in the next Sub-Committee meeting under Export Promotion. He further suggested that SBI should coordinate in conducting a Sub-Committee for Export Promotion and should invite State Home and Police Department along with RBI.

As MoRD fund can be utilized for payment of rent for 3 years, the issue has been taken up with the Chief Secretary, Meghalaya requesting to take up the matter with MoRD/NIRD and allotting a rentfree accommodation till construction is completed. DRDA, Tura has requested DC (Revenue) Tura on 20.102010 for formal allotment to SBI. Matter being pursued with Govt.
