Example: Calculating the School Wide Composite Performance Index (CPI) Target for SY2012-13 Go to DESE website and locate your school s profile: http://profiles.doe.mass.edu Access the 2012 accountability report from the Accountability tab From the summary view of the report, click on View Detailed 2012 Data 1
Example: Calculating the School Wide CPI Target From the detailed report, identify the 6 Year Goal and the 2011 CPI (Baseline) for the subject area and student group of interest. In this example, we will calculate the ELA target for Low Income students 2
Example: Calculating the School Wide CPI Target For the Low Income students at this school, the 6-year CPI goal in ELA is 75.9 points, and the 2011 baseline was 51.7 points. Between 2011 and 2017, this group must increase its CPI by: 75.9-51.7 = 24.2 points Given the 6-year span between 2011 and 2017, the group must make gains of: 24.2 / 6 = 4 points each year Thus the target CPI for 2012 was: 51.7 + 4 = 55.7 (you can verify this by finding the number in the previous slide) The target for 2013 is therefore: 55.7 + 4 = 59.7 3
Thresholds for Progress and Performance Index The following slides provide the criteria used by DESE in allocating PPI points for each indicator. 4
PPI Thresholds for Achievement Indicators Achievement Indicator (ELA, Math, Science) Criteria Above Target (100 points) CPI >= 97.5, or Met CPI of 90 th percentile for all students in the grade span statewide, or Exceeded target by more than 1.25 CPI points On Target (75 points) Within +/ 1.25 points of CPI target, or Met CPI of 90 th percentile for the group in the grade span statewide, or Met CPI of 80 th percentile for all students in the grade span statewide Improved Below Target (50 points) Improved from prior year but below CPI target minus 1.25 points No Change (25 points) No change from prior year, or Up to 2.5 CPI point decline from prior year Declined (0 points) Decline of more than 2.5 CPI points from prior year
PPI Thresholds for Growth Indicators Growth ELA, Math Criteria Above Target (100 points) Median SGP of 60 points or higher, or Median SGP improvement of 15 or more points from prior year On Target (75 points) Median SGP between 51 59, or 10 14 median SGP point improvement, or Decreased non proficient percent by 10 percent or more from prior year Improved Below Target (50 points) Median SGP of 41 50, or 1 9 point median SGP improvement from prior year No Change (25 points) Median SGP of 31 40 Declined (0 points) Median SGP of 1 30
PPI Thresholds for Graduation Rates Annual Targets 2011 2012 2013 2014 2015 2016 2017 4 Year Rate 75% 75% 80% 80% 85% 85% 90% 5 Year Rate 80% 80% 85% 85% 90% 90% 95% PPI Thresholds for Cohort Graduation Rate Indicator (High School only) (C) Cohort Graduation Rate Criteria Above Target (100 points) 4 or 5 year rate of 95 percent or higher On Target (75 points) Met 4 year rate target but was below 95 percent, or Met 5 year rate target but was below 95 percent Improved Below Target (50 points) Improvement in the 4 year rate of 2.5 percent or more from prior year, but below target No Change (25 points) Within +/ 2.5 percentage points of prior 4 year rate Declined (0 points) Decline of more than 2.5 percentage point from prior year
PPI Thresholds for Annual Dropout Rate Annual Dropout Rate Criteria (High School Only) Above Target (100 points) Dropout rate of 0 percent, or Met dropout rate of 90 th percentile for all students in the grade span statewide, or Exceeded annual gap having target by declining 3 or more percentage points from prior year On Target (75 points) Met annual gap halving target, or met dropout rate of 90 th percentile for the group in the grade span statewide, or Met dropout rate of 80 th percentile for all students in the grade span statewide Improved Below Target (50 points) Decrease of 0.5 percentage points or more from prior year, but below annual gap halving target No Change (25 points) Within +/ 0.5 percentage points of prior year rate Declined (0 points) Increase of greater than 0.5 percentage points
