HISTORY/FACTS/ISSUES: Okeechobee County was awarded the Consolidated Small County Solid Waste Grant Agreement for the fiscal year 2008-2009 from the Florida Department of Environmental Protection in the amount of $277,316.00, which provides funding to the County for many types of services, such as, residential curbside recycling, waste tire disposal, highway, roadside and community litter cleanup projects, illegal dumpsite cleanup, adopt-a-highway programs and solid waste and recycling education program. Both original copies of the Agreement must be signed by the Authorized Representative, which is Chairman Clif Betts, Jr. The County retains one signed copy and the second signed copy must be returned to FDEP before September 15, 2008. DEPARTMENT RECOMMENDATION:Recommend the Board approve and authorize the Chairman to execute the Consoildated Small County Solid Waste Grant Agreement for fiscal year 2008-2009.

HISTORY/FACTS/ISSUES: The Solid Waste Department has been approached by the Parks & Recreation Department and the Agri-Civic Center to purchase 63 Aggregate Stone Waste Containers from Terra-Form, Inc. (Wausau Tile) for the following County owned facilities: Soccer Practice Field Sports Complex Agri-Civic Center parking areas) 12 Waste Containers 6 Waste Containers 45 Waste Containers (18 inside arena and 27 in Total cost for all of the above items: $25,109.91 The cost for these items will be covered under the Solid Waste Grant Funding provided to the County by the Florida Department of Environmental Protection Agency. (FDEP) These same types of waste containers are currently being used at Lock 7, Okee- Tantie and Scott Driver Boat Ramp. In the past two years, these waste containers have withstood the abuse from normal use, the environment, as well as vandalism. HISTORY/FACTS/ISSUES: In 2006, staff analyzed the costs for the Road Department and Facilities Maintenance to provide mowing services at the Agri-Civic Center. Costs were prohibitive to maintain mowing service with county employees therefore, bids were taken for the grounds maintenance and grass cutting service and was awarded to Charlie's Lawn and Landscape. It was a one year contract, renewable for two more years. It was renewed the second year but Charlie's declined to renew the third year. The RFP for a new mowing contract included a fuel adjustment clause. Absolute Lawn and Tractor Service was the low bidder at $32, 600.00. Item: Page 1 of 14 Subject: Road Striping DATE OF MEETING: August 14, 2008 Okeechobee Board of County Commission Executive Summary X Regular Meeting Special Meeting Staff Report Only BUDGET IMPACT:$125,000.00 Annual X Capital N/A FUNDING SOURCE:current budget EXPENDITURE ACCOUNT:101-50-541-00-6306 REQUESTED ACTION: Award contract in the amount of $125,000.00 to Oglesby Construction, Inc. to stripe 51 miles of County roads. HISTORY/FACTS/ISSUES: Striping will consist of 6" skip centerlines, double solid center lines close to stop sign, 24" solid stop bars, 6" solid edge lines. Roads that were resurfaced this current budget year and roads that were resurfaced last budget year will be striped. Rural roads in areas that are not lighted will also be striped for additional safety. Okeechobee County will piggyback off St. Lucie County's contract with Oglesby Construction, Inc. All information on contract and roads are attached. DEPARTMENT RECOMMENDATION:That the BOCC agree to purchase striping services from Oglesby Construction, Inc. in the amount of $125,000.00 to stripe 51 miles of County roads. Page Item: of Subject: Paving in Cemeteries DATE OF MEETING: 8/14/08 Okeechobee Board of County Commission Executive Summary X Regular Meeting Special Meeting Staff Report Only BUDGET IMPACT: $75,884 X Annual FUNDING SOURCE: Paving-Cemetery roads Capital N/A EXPENDITURE ACCOUNT:303-66-519-02-6301 REQUESTED ACTION: That the BOCC approve expenditures not to exceed $75,884 to Okeechobee Mining, Lynch Paving & Construction and the County Road Department for the purchase and installation of shell and asphalt for the Counties Cemeteries at current rates established by Okeechobee County. HISTORY/FACTS/ISSUES: The Facilities Maintenance Department has funding in the current budget for paving in the Counties Cemeteries. The Basinger Cemetery s paving has been completed with funds previously approved by the BOCC. Staff is requesting the remaining funds budgeted be approved for use in the Fort Drum and Evergreen Cemeteries. The purpose of the paving is to better define the desired path of travel in the Cemeteries and to provide a cleaner, dryer surface than provided by the shell base alone. The plan is to pave the entrance road entering the Fort Drum Cemetery and then looping to the west completely around the newer first addition. In Evergreen the priority is to pave the new blocks opened and the remaining blocks not paved in the First Addition. Other highly traveled roads in the remainder of the Cemetery will be shelled and paved as far as funds permit. With the higher costs of paving today, it is not expected that all roads as originally requested by the BOCC will be completed. Staff will establish a prioritized order of the roads to be paved.
