Position to Fill Budgetary, Federal Grants and Cost Allocation Team Leader The is seeking qualified candidates to consider as CTR seeks to fill the Budgetary Federal Grants and Cost Allocation Team Leader position, who at this time, reports to a Deputy Comptroller. As a member of CTR s professional leadership team, the Leader will interact with individuals at each state department, within the, and outside the Commonwealth. Specific Duties Include: As a key leader within the General Accounting area, the Budgetary Federal Grants and Cost Allocation Team Leader provides guidance, regulatory control, and statutory oversight of state fiscal and financial operations including appropriations, inter-departmental activities and budgetary analysis, as well as leadership in matters pertaining to the recoupment of federal revenue and cost allocation issues. The responsibilities of the position include, but are not limited to, the following: Manage the budgetary business area within the s General Accounting Bureau; Assist in planning and coordinating functional activities that affect the Commonwealth s budgets (central and departmental), establishing chart of accounts for budgetary and fund accounting, and conducting appropriation management in the Massachusetts Management Accounting and Reporting System (MMARS); Provide budgetary guidance and operational support to the Commonwealth s Departments and Agencies (152 at present); Establish and implement procedures for the accurate and timely recording of budgetary, trust, and capital accounting transactions for state departments;
Page 2 Analyze and determine when changes in State and Federal law and regulations require the establishment of new state funds, sub funds, and accounting/fiscal controls to meet regulatory and legislative requirements; Manage staff to effectively track and implement the Commonwealth s budgetary legislation; Monitor and update official financial records of the Commonwealth involving budgetary, trust, and capital transactions; Facilitates billing and receipt of funds associated with the Federal Highway Administration and federal grants. Manages the Commonwealth s federal grants automated central draw process, including: maintenance of the federal grants tables in the state accounting system (MMARS), system assurance of the weekly cycle, create reports, draw down funds from federal payment systems, processing of Intergovernmental Service Agreements (ISAs), post reconciliation data and be the direct interface to the United States Treasury and other federal agencies, as well as work with the Commonwealth s Treasurer and Receiver General to assure that grant receipts have been properly posted on a weekly cycle and that all rejected transactions and reconciling cash deposits are cleared in a timely manner; Provide guidance to the Commonwealth s Federal Grants Non-Automated Draw departments, including: maintain the federal grants MMARS tables and ensure departments collect and record reimbursement in a timely manner; Work collaboratively on federal government requirements for on-going reporting with other state and federal agencies; Prepare the Commonwealth s annual agreement with the United States Treasury under the Cash Management Improvement Act of 1990 and sub-agreements as required by Commonwealth agencies; File annual information with the United States Department of Education based on audit results from the previous fiscal year; Oversee the preparation, negotiation and approval of the Statewide Cost Allocation Plan in accordance with the OMB Supercircular (formerly Circular A-87); Oversee the preparation, negotiation, approval and reconciliation of the Fringe Benefit and Payroll Tax Rates; Oversee the preparation, negotiation and approval of departmental indirect cost rate plans; Manage the Commonwealth s cost allocation process, including the automated Fringe Benefit, Payroll Tax and Indirect Cost monthly chargeback programs; Provide accurate, timely and meaningful financial data to state, federal and local executives and elected officials, commissioners, and department heads in the Executive, Judiciary and Legislative branches; Work with other bureaus within the and external auditors; Assist in the preparation and production of applicable audit and financial reporting documents;
Page 3 Analyze complex issues and to make concise recommendations to decision makers in the Commonwealth; Active member of CTR and Team Leadership with cross training, knowledge transfer, disaster recovery, risk assessment and internal control review; Maintain awareness of and compliance with all CTR operating policies and procedures; Remain current with CTR policies and procedures, read CTR memos, updates, attend annual internal control, risk and fraud prevention trainings; Immediately raise questionable actions, requests or potential errors or issues to the attention of your supervisor, manager or director; Contribute to the overall CTR work environment in a positive, respectful and cooperative fashion; and All employees of CTR may be asked to engage in other assignments on an as needed basis. Minimum Entrance Requirements: Applicants must have at least (A) five years of full-time, or equivalent part-time, supervisory or managerial experience in financial management work, the major duties of which included at least two or more of the following functions: budgeting, accounting, auditing, management analysis, program evaluation, financial reporting or statistical reporting of program results. Preferred Qualifications: Preferred qualifications include demonstrated knowledge and understanding of management and governmental / financial accounting. For example: Certified Government Financial Manager (CGFM) or similar designations and/or completion of a Master s program in accounting, public finance, public management, public policy, business or related field is highly desired. Demonstrated knowledge of the Commonwealth s accounting and financial management functions and activities affecting budgetary, trust, and capital accounts. Demonstrated knowledge of the Massachusetts legislative process. Ability to analyze quantitative and budgetary information and be proficient with spreadsheet and database applications and write database queries. Demonstrated ability to create and maintain an effective team in a dynamic environment. Effective written and verbal communication skills. Salary Range: $95,000.00 $110,000.00
