Multilateral Advocacy for Development of Co-operatives in ASEAN Mr. Santosh Kumar Program Manager Mr. Mohit Dave Research Officer International Co-operative Alliance Asia and Pacific 25-July 2018 Structure of EU institutions and Europe Aid proposal: An introduction
Why engage with EU Delegations? The EU is still the biggest donor in development cooperation worldwide - Approx. 80 billion EUR between 2014-2020 Role of EUDs has grown considerably in recent years - Carry out most tasks at partner country level - Main interlocutor of partner governments and civil society
Overview of EU institutions European Parliament Represents the EU citizens Council of the EU Represents the governments of the member states European Commission Proposes and implements EU policy European External Action Service EU s foreign and security policy DG ECHO DG DEVCO DG ECHO = Directorate-General for European Civil Protection and Humanitarian Aid Operations DG DEVCO = Directorate-General for International Cooperation and Development 44 ECHO Field Offices 139 EU Delegations

How to approach EUDs? Sign up and plan regular meetings with EUD staff - Keep in mind the EUD s strategic deadlines - Discuss project implementation, project ideas and upcoming funding opportunities - Ask to participate in consultation processes, e.g. - Country and Regional Strategy Papers (CSPs and RSPs) - Multi-annual and Annual Indicative Programmes (MIPs and AIPs) - National and Regional Indicative Programmes (NIPs and RIPs) - Annual Action Programmes (AAPs) - Action Fiches (AFs)
Cycle of operations of the EU (2014-2020) Programming (2012) Evaluation & Audit (2014 20) Identification (2013) Implementation (2014-20) Formulation (2013)
Country-specific EuropeAid programming Step 1 EUD: Assessment of situation in the partner country and analysis of national development plan EUD: Elaboration of EU response proposal EEAS and DG DEVCO: Review of proposal Step 2 EUD: Based on feedback, formulation of programmes DG DEVCO, EUD, EEAS: Policy dialogue with partner country EC: Formal adoption of programmes
Exercise: What would you do? (30 minutes) The programming process has come to an end. Your government and your EU Delegation have agreed on priorities which do not include the priority which your organisation thinks is most important a coherent legal framework for establishing co-operatives. You have contacted your EU Delegation to have a meeting to raise their awareness. However, the EU Delegation has declined your request as they have already consulted CSOs in phase 1 and phase 2 of the programming process. You know that the EU s programming timeframe is 2014-2020, how could you still engage and influence the current cycle? How would you engage in the future cycle? Who could be stakeholders to support you? When can you take action?
