167/2010 The Chairman s Report It was pleasing to hear that the new Government has promised to abolish Regional Spacial Strategies that lay down the stringent guidelines for the number of new homes to build each year. This now means that District and County Councils will no longer be bound by Government targets to build 12,000 homes in South Derbyshire. The Government s decision will also end the targets for new traveller sites and this affects the 19 pitches that would have been required in South Derbyshire. Mr Eric Pickles has told planning authorities that they should take heed of his advice when considering planning applications with immediate effect. 168/2010 The Clerk s Report The report had been previously circulated but there were several points were discussed from this:- a) Fishing Club approval was given for the Brookfield to form a fishing club and use Greenacres. b) Dog Waste Bin in the Community Park complaints had been received about it being full which were reported immediately to SDDC. c) Twyford Road - land at the end had been raised with SDDC Planning Department and was being looked in to. d) Inspection Rota for the small playing field, cemetery, Greenacres and the War Memorial This had been drawn up and was now in force. e) Bye laws It was felt that the drinking in public places byelaw could be useful and this was to be looked into. f) Boundary Changes It was felt that it would be beneficial for the Parish if the Boundary was brought back to the A50 in order that any new building developments that took place over that side would come under Stenson Fields Parish and not Barrow upon Trent, thus keeping the rural parish identity that it currently has. It was agreed that a letter should be sent to the Boundary Commission with this request. g) Rutland Telecom It was agreed that an email to register interest should be sent to them and that a form be prepared for distribution to the parishioners to obtain their opinions. h) Deep Water sign at Greenacres was still facing the wrong way and it was agreed to ask Mr Hydes to turn this round. 174/2010 Parish Plan a) Report from The Chairman of the Parish Plan The Chairman of the Parish Plan was unable to attend the meeting to give a report this month b) The letter had been sent to the Highways Department at DCC but no response has been received yet 175/2010 Parish News It was agreed that as the next issue was a double month issue if necessary an extra page could be used. 176/2010 Greenacres Consideration was given to future planting ideas and it was agreed to contact Debbie Alston, Biodiversity Officer at DCC to request advice on what would be in keeping with the existing plantings. 177/2010 Community Park A request had been received from the Parish Plan Steering Committee to use the Community Park for the day on Saturday 25th September 2010 for a Parish BBQ and fun afternoon. This was discussed and agreed. Councillor John Harrison arrived. 178/2010 Arleston Lane Issues The response received from DCC, to the correspondence and photos sent to them on behalf of a resident who was requesting help to get certain issues resolved was discussed. The Chairman suspended the meeting to ask Councillor Harrison advice on this issue. He suggested that a response be sent back thanking for the response received but that a site visit from the various representatives to meet with the Parish Council would be appreciated and that Councillor Harrison would also attend it. As the meeting was already suspended the Chairman invited Councillor Harrison to give his report. He mentioned:- a) The new Chairman of South Derbyshire District Council was Barrow born and bred and that both he and the Vice Chairman were from farming stock which was the first time in history. b) There had been criticism raised over the excessive use of CCTV cameras by Councils. South Derbyshire had used them 40 times in the previous financial year and 27 of these were in cases of fraudulent claims and the others were for fly tipping problems. c) Councillor Harrison made a very generous offer of 1,000 to provide a Loop System in the Village Hall to assist people with hearing difficulties. d) Both Councils are in the process of understanding the new Coalition Government policies. The Rate Support Grant will not be affected this year but more than likely it will be next year. e) Under the new government, some schools are being offered the chance to become Academies and Sale and Davy s CE Primary School as a school which is rated outstanding by Ofsted is one of them. 69
The Chairman thanked Councillor Harrison for his report and Standing Orders were resumed. 179/2010 Agenda Items for the next meeting Items requested to be included on the agenda for the next meeting are:- Risk Assessments 180/2010 Date and time of the next meeting The next Parish Council Meeting is on Tuesday 20 th July 2010 at 7.00 p.m. in the Village Hall. Planning applications will be available for consideration from 6.45pm The Chairman closed the formal part of the meeting and opened the floor for a period of not more than five minutes per person to enable members of the public and Members of the Council to comment on any matter that has been discussed by the Council in the Non Exempt Section of the meeting today. No public were present so there were no items raised. RESOLVED that, in accordance with Section 100(A)(4) of the Local Government Act 1972 (as amended), the press and public be excluded from the remainder of the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined under the paragraphs of Part I of Schedule 12A of the Act. PART TWO - EXEMPT ITEMS 181/2010 Exempt minutes of the meeting held on 11 th May 2010 The minutes of the Parish Council Meeting held on 11 th May 2010 had been previously circulated. No amendments were requested and the minutes were approved by the Council and signed by the Chairman as a true record. 182/2010 Clerk s Report The problem of pets being kept at No 2 without the Council s knowledge was discussed and it was agreed that the tenant should be advised that if the pets were not rehomed in the next two weeks, then one month s notice of the termination of the tenancy would be issued. 183/2010 Correspondence Information Only Ms D Cartledge Email to advise letter being sent Action Required Ms D Cartledge Response to letter from Council from the last meeting The offer to the tenant of no 12 to move to No 8 on a permanent basis had been accepted. 184/2010 Cottages a) It was agreed that Mrs land would move from No 12 to No 8 as soon as it could all be arranged. b) The new tenancy agreements for Mrs Land for No 8 were signed by the Council c) It was agreed that the refurbishment of No 12 should be done and quotes obtained d) It was agreed that No 12 would be offered to the existing tenant of No 16a who had requested to move to a cottage with a garden when one was available and that No 16a would be offered to the next person on the waiting list. e) The request for proof of residency had not been received yet f) The missing responses to the form re remaining on waiting list were discussed and it was agreed to send one further reminder. g) The date of the Annual Maintenance Checks was agreed, notification will be set to all tenants. 185/2010 Burial Correspondence Correspondence from the former permanent Clerk to the former Chairman about the marking of graves in the cemetery had been discovered. These notes were discussed and it was agreed that at this time no further action will be taken but that the communication will be kept on record for future use if required. 186/2010 Complaints Procedure It was agreed to contact DALC and enquire as to whether there is a standard procedure for Parish Councils available. 71
