Question: How many Active employees, pre-medicare retirees, and Medicare retirees are provided health benefits for the County of Louisa and the Louisa County Public Schools? Answer: The County government currently offers health benefits to approximately 266 employees, out of which 43 have waived coverage and three are pre-medicare retirees. The Schools offer to approximately 800 employees and 619 employees have chosen to have health benefits. 2. Question: How many County and School Retirees are covered under the health insurance plan? Are Post-65 Retirees eligible? Answer: As of July 1, 2016, two (2) with the County and nineteen (19) with the schools. Yes, Post-65 retirees are eligible. 3. Question: Which vendors are currently utilized for health and welfare benefits? Answer: The Local Choice (Administered by Anthem), Delta Dental, American Fidelity, The Standard, AFLAC, New York Life. 4. Question: How long has County & Schools been with this carrier? Answer: The current consultant has worked with the County since 2006. 5. Question: What vendor procurements are expected in the next contract period? Answer: Health/dental insurance procurements are expected in the next contract period 6. Question: What is the typical timing of the budget projection and renewal rate setting process? Answer: Budget projection is determined in January; renewal policy period is July 1 Jun 30; open enrollment is mid April mid-may Page 1 of 6
7. Question: How many employees are currently eligible for your benefit plans? Answer: Louisa County Schools: 800, County of Louisa: 200, Department of Human Services: 43, Louisa County Water Authority: 18, Industrial Development Authority: 1 8. Question: What is the renewal date of your health plan? Other plans? Answer: The goal is to have renewal dates in alignment with the fiscal year, which begins July 1 st. Question: Who is currently your benefit broker/consultant? More than one? Answer: We have one broker: One Digital. 9. Question: Is your health plan currently fully insured or self-funded? Answer: Our insurance is with The Local Choice (TLC), which is administered by Anthem. TLC is self-insured. 10. Question: If self-funded, what is the specific and aggregate reinsurance limits? Is reinsurance with the underlying carrier or carved-out? Answer: We do not have that information available, but TLC should have this information available. 11. Question: Is current prescription drug program with your health insurance carrier or carved-out? Answer: It is with the health insurance. 12. Question: For what benefit year does the selected broker s services begin? Answer: effective. Fiscal year 2018; the selected broker will start when the contract is 13. Question: Would the selected broker be involved in communication of the benefits, including implementation of benefits? Answer: Yes, very much so. Selected Broker would be expected to attend approximately 10 group meetings with employees at the beginning of the open enrollment period going over any changes with the health/dental insurance plans and introducing any new plans/features being offered. 14. Question: How are the identified benefits currently enrolled during open enrollment and ongoing changes? Answer: HR Generalist goes over benefits with new employees and files paperwork with appropriate vendors. HR Generalist also files any changes that employees give when qualifying events occur and during open enrollment. Page 2 of 6
15. Question: Do you currently have or intend to have Flex accounts? (HRA, HSA, other) If so, will the selected broker handle these items? Answer: We currently offer Flex and HSA Accounts. These accounts are currently administered by the vendor, American Fidelity. The selected vendor for this contract will most likely not handle these items. 16. Question: Does Louisa County/Schools currently utilize an outside service to handle PPACA reporting and compliance or is this handled internally? Answer: Reports are reviewed internally by staff but produced and mailed by TLC, the current health insurer. 17. Question: Do you currently have a benefits administration system? If so, what system do you use? Answer: Currently, we do not have benefits administration system. 18. Question: Is the current compensation fee or commission based? What is the annual amount paid? Answer: Fee based. The annual amount paid is approximately $70,500.00. 19. Question: What is the reason you are issuing the RFP; service issues or contractual/procurement requirements? Answer: The RFP is being issued due to procurement requirements. 20. Question: How long has the current broker/consultant worked with Louisa? Answer: The current consultant has worked with the County since 2006. 21. Question: How many Employees do you currently have employed - full and part-time? Answer: The County has approximately 335 employees, the Water Authority has 18 employees, the Department of Human Services has approximately 45 employees and the schools have approximately 1130 employees. 22. Question: How many employees participate in your health/rx plan, dental and vision plans? Answer: Approximately 842 employees participate. 23. Question: Please indicate how many hard copies of the RFP you will need. Answer: Please provide 5 hard copies. 24. Question: Does Louisa County & Schools have a wellness program? Answer: We have a wellness initiative that is underway to develop a wellness program. 25. Question: Can you provide more clarity on A. 2. a. 8. Proposal Preparation- Can you explain what specifically you are asking related to the impact of Medicare benefits on your plan? Answer: Please disregard this item as to Medicare benefits. 26. Question: Can you provide more clarity on A. 2. a. 10. Proposal Preparation- Experience and/or creative ideas on dealing with carriers on the specific issues such as carrier interest in employee vs. employer contribution to premium, potential for selffunding, benefit design, eligibility policies, participation levels, etc. Has County & Schools experienced issues related to carriers and contribution requirements, eligibility, and participation levels? Answer: Please include experience on conducting a needs assessment to design plans and rate structures to best meet the needs of the County and schools efficiently and effectively. 27. Question: What percent of eligible employees are enrolled? Answer: Approximately 79%. 28. Question: Can you provide current healthcare plan design and employee & employer contributions? Answer: Please see attached. 29. Question: Can the past 3-years of claims utilization be provided? Answer: That information will be made available to the awarded vendor. 30. Question: Are Voluntary benefits offered to employees of County & Schools? If so, what type plans are offered? Answer: Yes, examples of plans offered include deferred compensation, short term disability, long term disability, accident, cancer insurance, and additional life insurance. 31. Question: If voluntary plans are offered, are contracts on a group basis or individual basis? Answer: A combination of both. 32.
