Evolutions compared to the previous programming period Based on perception of survey respondents: About half of the survey respondents saw improvements The most substantial improvements concern the environmental principles (including climate change) The vast majority of MS plan to strengthen horizontal principles throughout the programme cycle.
Ex-ante conditionalities Several ex ante conditionalities (ExAC) contribute to the promotion on horizontal principles: Art. 7 principles : Gen ExAC 1 (Antidiscrimination), Gen ExAC 2 (Gender), Gen ExAC 3 (Disability) Art. 8 principles: Gen ExAC 6 (Environmental legislation)
ExAC contribution to Art. 7 Principles Gen ExAC 1 (Anti-discrimination), 2 (Gender), 3 (Disability) Applicable in all Member States A rather high level of fulfillment in comparison to other Gen ExAC: 18 MS entirely fulfilled all 3 Gen ExAC The need for action plans in 10 MS (EE, EL, HR, HU, LV, PL, RO, and SK at national level, and in IT and UK at regional level)
ExAC contribution to Art. 8 Principles Gen ExAC 6 (Environmental legislation) Applies in all Member States The Gen ExAC with the highest degree of fulfillment: 19 MS entirely fulfilled Gen ExAC 6 The need for action plans in 9 MS (CY, CZ, HR, IT, LT, RO, SI, SK at national level and DE at regional level)
