HOW THE POLL WAS CONDUCTED This poll was conducted by Mason-Dixon Polling & Research, Inc. of Jacksonville, Florida from January 31 through February 4, 2019. A total of 625 registered Tennessee voters were interviewed statewide by telephone. Those interviewed were randomly selected from a phone-matched Tennessee voter registration list that included both land-line and cell phone numbers. Quotas were assigned to reflect voter registration by county. The margin for error, according to standards customarily used by statisticians, is no more than ± 4 percentage points. This means that there is a 95 percent probability that the "true" figure would fall within that range if all voters were surveyed. The margin for error is higher for any subgroup, such as a gender or age grouping. 1

QUESTION: Education Savings Accounts, also known as E-S-A-s, allows parents to use their education tax dollars to customize their child s learning and development. Approved ESA expenses include technical training, K-12 school tuition, or even special needs therapies from an array of providers, including public and private schools or tutors. Knowing this, would you support or oppose the Legislature passing an ESA program in Tennessee? (Is that strongly support/oppose or somewhat support/oppose?) STATE 54% 24% 6% 7% 9% REGION East Tennessee 57% 22% 5% 6% 10% Middle Tennessee 53% 25% 6% 7% 9% West Tennessee 49% 26% 8% 9% 8% SEX Men 56% 25% 7% 3% 9% Women 52% 24% 5% 11% 8% AGE <50 58% 24% 3% 10% 5% 50+ 51% 24% 8% 5% 12% RACE White 57% 23% 6% 6% 8% Black 44% 29% 4% 10% 13% PARTY IDENTIFICATION Democrat 41% 27% 6% 13% 11% Republican 61% 24% 4% 3% 8% Independent 53% 22% 9% 7% 9% 2

(IF SUPPORT n=486) QUESTION: If knowing that independent schools that teach students who use ESAs are not required to administer the annual state assessment, T-N-Ready, would that now make you more or less likely to support the Legislature passing an Education Savings Account program in Tennessee? MORE LIKELY 36% LESS LIKELY 23% NO EFFECT/NOT SURE 41% (IF OPPOSE n=83) QUESTION: If knowing that Governor Bill Lee very strongly supports providing Tennessee families with Education Savings Accounts, would that now make you more or less likely to support the Legislature passing an Education Savings Account program in Tennessee? MORE LIKELY 47% LESS LIKELY 14% NO EFFECT/NOT SURE 39% 3

QUESTION: Career and technical training programs provide Tennessee students and adults seeking alternatives to a college education to acquire a skill, craft, or trade that would enable them to secure a good-paying job in today s economy. Knowing this, would you support or oppose the Legislature passing legislation that makes career and technical training programs more available? QUESTION: If Education Savings Accounts are passed by the legislature in Tennessee, you would essentially get back $7,500 of your own tax dollars into a bank account for you to spend on your child s education. You could spend the tax dollars you get back on career and technical training, K-12 private school tuition, tutoring services, or even special needs therapies from your choice of providers to customize for your child s K-12 education. Any remaining funds could also roll over in the account year-by-year to be used for college education. Knowing this, would you support or oppose Education Savings Account legislation?
