WORLD HEALTH ORGANIZATION EXECUTIVE BOARD Twenty-sixth Session Standing Committee on Administration and Finance ORGANISATION MONDIALE DE LA SANTÉ EB26/AF/wp/6 18 October i960 ORIGINAL: ENGLISH Provisional agenda item 6 PROPOSED PROGRAMME AND BUDGET ESTIMATES POR I962: MINUTES OF MEETINGS OF REGIONAL COMMITTEES During the examination by the Standing Committee on Administration and Finance of the proposed programme and budget estimates for 1958, a request was made that, at future meetings of the Standing Committee, the minutes of meetings of Regional Committees relâtïng' tо the annually proposed programmes for the respective regions be made available. In compliance with this request copies of the minutes (in the languages in which they were produced) of Regional Committee meetings held in i960, relating to the regional proposals for I962 are at the disposal of members for reference purposes. The resolutions adopted by each of the Regional Committees on the regional estimates for I962 are set out in the following appendices: 1. Regional Committee for Africa 2. APPENDIX 1 REGIONAL COMMITTEE FOR AFRICA Resolutions relating to the proposed programme and budget estimates for I962: APR/rC10/r.25 Draft Programme and Budget for 1962 - Regular Funds The Regional Committee for Africa, APPROVES the draft programme and budget for I962 as provided for under regular funds as presented by the Regional Director (documents APR/rc10/2 and AFR/bC10/2 Add.l), subject to such amendments and adjustments as were agreed upon by the Committee. APR/RC10/R.26 Programme and Budget Estimates - Malaria Eradication Special Account The Regional Committee for Africa, Having examined the programme to be financed by the Malaria Eradication Special Account as per document AFR/rC10/2 Annex I, APPROVES the revised programme for I96I and the budget estimates for 1962, it being understood that this programme will be reviewed by the Director-General within the limits of the availability of funds. APR/RCIO/R.27 Draft Programme and Budget for I96I-I962 Technical Assistance Funds The Regional Coranittee for Africa, NOTES the projects proposed by governments in the African Region for implementation during the biennium I96I-I962 under the Expanded Programme of Technical Assistance; 2. NOTES the support given in particular by the interested governments to the I96I-I962 inter-country (regional) projects under EPTA; Ju EXPRESSES the hope that these projects will be approved by the Technical Assistance Board and the Technical Assistance Committee.

EB26/AF/WP/6 page 3 APPENDIX 2 REGIONAL COMMITTEE POR THE AMERICAS Resolution relating to the proposed programme and budget estimates for 1962: RESOLUTION XI: PROPOSED PROGRAMME AND BUDGET OP THE WORLD HEALTH ORGANIZATION POR THE REGION OP THE AMERICAS POR I962 The Directing Council, Having examined Official Document No. 51, submitted by the Director of the Pan American Sanitary Bureau and containing the Proposed Programme and Budget of the World Health Organization for the Region of the Americas for I962; and Bearing in mind that the aforesaid Proposed Programme and Budget is submitted to the Directing Council as Regional Committee of the World Health Organization, for review and transmittal to the Director-General of that Organization so that he may take it into consideration in the preparation of the proposed budget of the World Health Organization for 1962, RESOLVES: To approve the transmittal of the Proposed Programme and Budget of the World Health Organization for the Region of the Americas for I962, and to request the Regional Director to transmit it to the Director-General of that Organization so that he may take it into consideration when preparing the WHO budget for 1962. (Approved at the tenth plenary session 22 August i960)

REGIONAL COMMITTEE FOR SOUTH-EAST ASIA Resolution relating to the proposed programme and budget estimates for 1962: SEA/RCI^/R.12 Approval of the proposed Programme and Budget Estimates for 1962 as shown in documents SEA/RCl^/l4 and Corr.l The Regional Committee, Having carefully examined the proposed Programme and Budget Estimates for I962 as shown in documents SEA/RCI)/) and Corral 1. ENDORSES the comprehensive report of the Sub-Committee on the Programme and Budget (document SEA/RC13/l4); 2. APPROVES the Regular programme and budget, including the malaria eradication operations to be financed from the Malaria Eradication Special Account (document SEA/RCI)/), Annex 2), subject to minor amendments indicated in its final reports; 3. ENDORSES the proposed programme under the Expanded Programme of Technical Assistance (document SEA/RCI)/), Annex 1), and 4. RECOMMENDS, specifically, the implementation of the inter-country projects for I96I and I962 under the Expanded Programme of Technical Assistance as shown in the Programme and Budget documerrb.

EB26/AP/WP/6 APPENDIX h REGIONAL COMMITTEE FOR EUROPE Resolutions relating to the proposed programme and budget estimates for 1962: EUR/RC10/R.9 Proposed Programme and Budget Estimates for 1962 The Regional Committee for Europe, Having reviewed in detail the proposed programme for I962; Considering that this programme conforms with the general principles endorsed by the Regional Committee for the work of the Organization in Europe; 1 # ENDORSES the proposed programme for the year 1962 subject to the amendments adopted by the Committee; 2. REQUESTS the Director-General to make provision for the use of the Russian language, including in the Regional Committee, within a sum of $ )) 000; and RECOMMENDS its inclusion in the Director-General's proposed programme and budget for the Organization in 1962. EÜR/RCIO/R.10 WHO Participation in the Expanded Programme of Technical Assistance The Regional Committee for Europe, Having noted resolution EB25.R52 of the twenty-fifth session of the Executive Boards 1. REQUESTS the Regional Director to continue to maintain close contact with health administrations and other national authorities concerned with the organization of projects financed under the Expanded Programme of Technical Assistance and to provide the necessary aid for their planning; 2. INVITES health administrations to discuss fully their long-terra plans with the Regional Director; and ENDORSES the inter-country programme for I96I-I962 as set out in document EUR/RCIO/З Add.l.

REGIONAL COMMITTEE POR THE EASTERN MEDITERRANEAN Resolution relating to the proposed programme and budget estimates for 1962» Programme and Budget Estimates for 1962 and Supplemental Technical Assistance Programme for Cyprus and Somalia The Regional Committee, I. Having considered the proposed programme and budget estimates for I962 1 submitted by the Regional Director; Bearing in mind the particular needs of new States for assistance in the field of health, 1. ENDORSES the proposed programme and budget estimates for 1962 to be implemented from the Regular Budget of the World Health Organization, the Expanded Programme of Technical Assistance funds, the Malaria Eradication Special Account, and the Special Account for Community Water Supply (sub-account of the Voluntary Fund for Health Promotion); 2. EXPRESSES its appreciation of the continued emphasis placed on communicable diseases, environmental sanitation, mental health, nutrition and education and training; NOTES with satisfaction the additional assistance under the Regular Budget proposed for new members and associate members and newly independent and emerging States of the Region under resolution WHA13.29 of the Thirteenth World Health Assembly; 斗. THANKS UNICEF for its continued co-operation; II. Having studied the document on the Supplemental Technical Assistance Programme for Cyprus and Somalia 2 presented by the Regional Director, 1 EM/RCIO/З 2 EI^RCIO/З Add.l

APPENDIX 5 1. APPROVES the supplemental programme for Cyprus and Somalia, proposed by the Regional Director under the Expanded Programme of Technical Assistance; 2, REQUESTS the Regional Director to transmit this proposal # through the usual channels, to the Technical Assistance Board for consideration by the Technical Assistance Committee for implementation provided the required additional resources are made available in accordance with its constitutional procedures.

REGIONAL COMMITTEE FOR THE WESTERN PACIFIC Resolutions relating to the proposed programme and budget estimates for 1962: WP/RC11.R5 I962 Regular Programme and Budget Estimates The Regional Committee, Having examined the regular programme and budget estimates proposed for the Western Pacific Region in I962 and the report of the Sub-Committee on Programme and Budget, / / 1. CONSIIERS that the programme is well conceived and that a satisfactory balance has been maintained among subject headings; 2. NOTES the programmes proposed for implementation under the Malaria Eradication Special Account; 3. REQUESTS the Regional Director to transmit the proposals to the Director- General for his consideration for inclusion in his proposed programmes for 1962, the implementation of which is subject to the necessary funds being voted by the World Health Assembly. WP/RC11.R6 Supplementary List of Projects The Regional Committee, Having, as part of its consideration of the proposed programme and budget estimates for I962, reviewed the supplementary list of projects which were requested by governments, including those brought forward during the meeting which could not be acconmodated within the regional allocations for 1961 and 1962, 1. BELIEVES that the projects in the supplementary list should be considered part of the regional programme and should therefore be forwarded to the Director-General for submission to the Executive Board and the World Health Assembly; /

REQUESTS the Regional Director to implement as many of the projects in the supplementary list as possible and that in so doing he should take into consideration not only the general priorities recommended by the Regional Committee at its ninth session but also those recommended by the World Health Assembly and that assistance should be given to developing rather than developed countries. WP/RC11.R7 I96I and 1962 Programme and Cost Estimates under the Expanded Prograimie of Technical Assistance The Regional Committee 1. NOTES the projects proposed by governments in the Western Pacific Region for implementation under the Expanded Programme of Technical Assistance; 2. REITERATES its previous opinion that much benefit can be derived from intercountry programmes; and Considering that the following projects can best be carried out on an intercountry basis: I96I: Nursing administration seminar Seminar on acute rheumatism I962: Seminar on rural health services Pood sanitation seminar 3. EXPRESSES the hope that these projects will be approved by the Technical Assistance Board and Technical Assistance Conmittee.
