The Least Developed Countries Expert Group (LEG) Established at COP 7 (2001), to support the LDCs on: The LDC work programme; National adaptation programmes of action (NAPAs); National adaptation plan (NAP) process. Supports LDCs through Developing and disseminating guidelines, technical papers, publications to the LDCs and relevant stakeholders; Conducting training workshops, side events, NAP Expo, etc.; Carrying out regular follow-up and tracking of progress of LDCs on the LDC work programme, NAPAs and NAPs; Collaboration with the GEF and agencies, relevant organizations, agencies, regional centres and networks, and other experts. * See <http://unfccc.int/6097> for details on the mandate of the LEG

Technical guidance on NAPs Technical guidelines for the NAPs The technical guidelines and accompanying resources (the overview publication, Poster and CD-ROM) are now available for use by LDCs in formulating their NAPs They are obtainable in hard copy and from the UNFCCC LDC Portal and NAP Central, in English, French and Portuguese Supplementary materials Different organizations have started to prepare supplementary materials to the guidelines, and the LEG is assisting with feedback as necessary The supplements cover detailed issues by sectors or cross cutting themes (such as water, health, agriculture and food security, biodiversity, etc)

Supplements to the NAP technical guidelines Supplements to the technical guidelines are being prepared by interested organizations on the following topics: 1. Technical support on NAPs Support needs for the LDCs for the NAP process The LEG identified the support needs for the LDCs for the NAPs These are contained in the LEG 22 and LEG 23 reports (available at <http://unfccc.int/6099> The LEG has started to address some of the needs that are within its mandate NAP Expo Organized on 9 June 2013 as mandated by SBI 37 It provided a good opportunity for the LDCs to share experiences and needs with the LEG, LDCs and other Parties, and with the organizations and agencies LEG is planning to organize a similar outreach event in 2014 that would aim at contributing to enhanced understanding of the NAP process and how LDCs can work with different stakeholders on their NAPs

Technical support on NAPs 10 essential functions of the NAP process National leadership and coordination of adaptation efforts at all levels Collection, compilation, processing and dissemination of data, information and knowledge Identifying and addressing capacity gaps and needs Assessing climate development linkages and needs, and supporting integration of adaptation into development Analysing climate data, assessing vulnerabilities, identifying adaptation options Support decisionmaking on adaptation investment plans and development planning Promoting and facilitating the prioritization of adaptation in national planning Facilitating the implementation of adaptation at all levels Facilitating the monitoring, review and updating of adaptation plans over time Coordinating reporting and outreach on the NAP process See LEG 24 report for complete descriptions (FCCC/SBI/2013/15, para 43)

Technical support on NAPs Training The LEG introduced NAPs during the regional training workshops for 2012-2013 The LEG is planning for a new round of workshops on NAPs to start in 2014 The LEG is also planning on developing training materials that could be packaged as e- learning materials for self-paced training and for training of trainers Collaboration with relevant organizations LEG is developing an information paper on how NAP processes can be supported in the LDCs Primary audience would be the GEF and its agencies, bilateral agencies, international organizations and regional centres and networks It would help to communicate the support needs for the LDCs and on how they could be met

The NAP Central As part of the technical support for the NAPs, the LEG is developing the NAP Central: a) A universally accessible, web-based central repository and hub for information pertinent to the NAP process b) The main target audience is the NAP teams The LEG is establishing a support group to continue working on the design and implementation of NAP Central over the next two years The system can be accessed via the link http://unfccc.int/nap
